    Narrative Logic and Global Significance of the Civilizational Values of the Communist Party of China in the New Era

    Civilizational values constitute humanitys overarching and fundamental perspectives on civilization itself, as well as on the exchange, interaction, and integration among civilizations. Western civilizational values, underpinned by capitalist logic, have contributed to some extent to the expansion of global interactions. Yet, due to the inherent and inevitable contradictions of capitalism, misconceptions in human civilizational values and dilemmas in international engagement have become increasingly apparent. The Communist Party of China (CPC)s vision on civilizational values in the new era presents a narrative distinctly different from that based on Western modernity. Grounded in theoretical foundations such as the Global Civilization Initiative, the theory of civilizational integration, and the new form of human advancement, it asserts that diverse civilizations are equal in value and that the progress of civilization is a shared cause of all humanity. It introduces the concept of common human values, which align with the public interests of humanity and forge consensus from the values of multiple civilizations. Through dialogue and mutual learning, it promotes collective progress in human civilization. Upholding the civilizational values of the CPC reflects a fundamental commitment to the wellbeing of humanity in a true community. It advances the diverse development of human civilizations, fosters the building of a community of shared future for mankind by embracing diversity, and offers behavioral guidance for nations and ethnic groups based on a value system that prioritizes the overall interests and common wellbeing of humankind. This approach also contributes to rebuilding public norms in global governance.

    Dialectical Perspective, Contemporary Value, and Path Selection of the “New Cultural Organism”

    “The new cultural organism”, as a seminal concept in cultural development for the new era, has emerged from the “chemical reaction” of integrating the basic tenets of Marxism with fine traditional Chinese culture. It signifies that the Communist Party of China has reached new heights in its conscious pursuit of cultural innovation. The new cultural organism carries profound implications: from a dialectical perspective, its core lies in being a “living entity”, its essence is “culture”, and its central tenet is “newness”. It represents the unified form and spirit, the roots and soul, as well as the source and origin that connect ancient principles with modern truths. As a new argument and statement, the introduction of the “new cultural organism” holds significant contemporary value. It is grounded in the “authentic vitality of culture” to resolve debates between Chinese and Western cultures, in the “innovative vision of culture” to dissolve tensions between tradition and modernity, and in the “resilient character of culture” to solidify the foundational subjectivity of Chinese culture. Together, these dimensions provide a robust response to the pressing questions of cultural development in our time. In the new era, fostering the “new cultural organism” requires correctly handling several relationships: the “Partypeople linkage” between strengthening the Partys cultural leadership and recognizing the people as the primary force in practice, the “temporalspatial continuity” of diachronic cultures being synchronously involved, and the “heterogeneous reciprocity” between national distinctiveness and international engagement.

    On the Embodied Experience of the Effectiveness of Ideological and Political Education

    The essence of the effectiveness of ideological and political education lies in its fundamental purpose of “fostering wellrounded individuals”. Its validity is manifested not only in the external achievement of educational objectives but is also deeply rooted in the internal, vivid, and profound embodied experiences of educatees. Embodied experience is integral to effectiveness, serves as an essential pathway to its realization, and represents a critical starting point for addressing current challenges in ideological and political education while enhancing its contemporary relevance and appeal. The embodied experience of the effectiveness of ideological and political education is characterized by core features such as physical engagement, experiential depth, and concreteness. It organically comprises elements including cognitive, emotional, valuesbased, and behavioral experiences. Its formation results from the interplay of macrolevel sociocultural environments, mesolevel educational influences, and micro-level individual psychological factors, and it is ultimately realized through dynamic interactions between individuals and the environment, between teaching and learning, and between education and selfeducation.

    On the Space of Achieving the Effectiveness of Ideological and Political Education

    The function of cultivating a philosophical worldview, political values, and moral values demonstrates that the essence of the effectiveness of ideological and political education lies in the systematic construction of value concepts. Although the empirical world serves as the logical starting point for the formation of individuals value concepts, the conceptual world is the primary space where the effectiveness of ideological and political education is realized. This is because ideological and political education directly shapes the conceptual world of educatees, whereas its influence on their empirical world remains indirect and must be mediated through rational and practical activities. To achieve the goal of systematically constructing values and profoundly affecting the entire conceptual world of educatees, ideological and political education must fully engage with their conceptual world. This requires adhering to language, logic, emotion, and technology as basic elements of the educational process: ensuring that educators and educatees use concepts with shared meanings to achieve mutual conceptual understanding; realizing an organic unity between the explanatory logic of educators and the cognitive logic of educatees; fostering mutual interactions between infectious and projective empathy among educators and educatees; and developing new forms of ideological and political education adapted to the digital intelligence era. Only through such an integrated approach can ideological and political education fully realize its utility in systematically shaping value concepts and deeply transforming the conceptual world of educatees.

    On the Dual Effectiveness of Ideological and Political Education

    Previous studies have failed to note the heterogeneity in the effectiveness of ideological and political education. In fact, the effectiveness of ideological and political education can be divided into factual effectiveness and conceptual effectiveness. The factual effectiveness of ideological and political education refers to the educators transformation of the ideological and political views of the educatees through objective causal forces. It originates from the physical forces that generate and shape peoples ideological and political views, and its enhancement follows a logic of control. The conceptual effectiveness of ideological and political education refers to the consensus reached between the educators and educatees regarding ideological and political views through the communicative competence inherent in language. It stems from the rational thinking ability that generates and forms peoples ideological and political views, and its improvement follows a logic of communication. These two types of effectiveness are mutually complementary, as optimizing communication conditions promotes the achievement of consensus on ideological and political views. At the same time, they are in conflict, as restricting communication conditions achieves control over peoples ideological and political views. In the specific practice of ideological and political education, it is necessary to maintain a dynamic balance between these two types of effectiveness.

    Improving the systems and regulations for the Partys selfreform, as a strategic measure to advance full and rigorous selfgovernance in the new era, provides systematic answers to critical questions of our time. These include how to ensure the Partys advanced nature and purity, how to uphold and strengthen its comprehensive leadership, and how to leverage the Party to guide and advance the modernization cause. This reflects the Communist Party of Chinas deepened understanding of the laws that underlie governance by a communist party, the development of socialism, and the evolution of human society. The historic and groundbreaking achievements made in practice are evident in several areas: innovating institutional discourse, optimizing institutional arrangements, unleashing institutional efficacy, and shaping an institutional culture. Moving forward on the new journey, efforts to improve the systems and regulations include adhering to a stance that dialectically unites political, normative, and ethical attributes, persisting with a logical strategy that organically integrates goalguided, problemoriented, and resultsdriven approaches, advancing the construction of systems that holistically balances content elements, framework structure, and operational mechanisms, and anchoring its functional direction on the convergence of Party governance, state governance, and social governance, thereby providing a solid institutional guarantee for leveraging the great selfreform to lead the great social revolution.

    The Mutual Construction of the Logic of Needs and the Logic of Labor: The Theoretical Narrative of Marx's “Self-realization of Human Beings”

    Marx, based on the interactive narrative structure of “human essence” and “human needs”, defines the essential human need as the socially oriented “selfrealization of human beings”. This “selfrealization of human beings” is directly manifested as labor becoming the “primary necessity of life”. The fulfillment of this need is inherently linked to the institutional conditions under which labor operates and possesses an evolutionary nature within historical development. The “selfrealization of human beings” signifies the “realization of freedom”, encompassing a transcendent freedom premised on overcoming natural necessity. On this basis, Marx articulates the historical pathway to achieving “selfrealization of human beings” through the logical mutual construction of “need satisfaction and free labor”. The abundant and rich needs of “selfrealization of human beings” must be grounded in sensuous productive labor. This requires not only a significant enhancement of labor productivity but also the continuous refinement of human essential powers through free labor within just and rational social relations. Furthermore, labor under the influence of capital has a onesided “promoting” effect on achieving “selfrealization of human beings”. From a dialectical historical perspective, “selfrealization of human beings” is not an abstract category that exists in a specific future historical stage but rather a historical category that adapts to social reality and continuously evolves. In this sense, “dignified and fulfilling labor” constitutes the contemporary form of achieving “selfrealization of human beings”.

    Pioneering and Pilot Trials: The Theory and Practice of the Chinese Path to Industrial Modernization

    Pioneering and pilot trials constitute the theoretical attributes, path exploration, and practical methodology of pursuing the Chinese path to industrial modernization. In terms of theoretical attributes, the Chinese path to industrial modernization is an original form of socialist industrial modernization under the leadership of the Communist Party of China. It requires groundbreaking answers to three theoretical questions: how publiclyowned industrial enterprises can take the lead in ensuring the independent and selfreliant operation of the socialist economy; how the industrial economy can lead the marketoriented and largescale transformation of the smallscale peasant economy; and how emerging industries can drive the digital and green upgrading of traditional industries. From the perspective of path exploration, the Chinese path to industrial modernization has progressed through three layered and specific pioneering paths: industrial selfreliance, industrial marketization, and industrial greening, which is exemplified by the evolution from the Anda Special Zone to the Shenzhen Special Economic Zone and now to the Xiongan New Area. Regarding practical methodology, only by refining toplevel design based on summarizing grassroots experience and conducting grassroots exploration in accordance with toplevel design can the Chinese government form a closedloop institutional framework with selfimproving capabilities for industrial modernization. This approach reduces trialanderror costs, resolves the dual tensions between efficiency and security as well as between innovation and stability in industrial modernization, and enhances the systematic, holistic, and coordinated nature of pioneering and piloting efforts.

    Promoting High-quality Development of the Intelligent Economy: Internal Logic, Value Orientation, and Practical Requirements

    Intelligentization is the call of the times, the working of the laws, and a key factor shaping the future. Promoting the highquality development of the intelligent economy is not only a major theoretical issue in exploring the path and model of Chinas economic development in the context of intelligentization, but also a significant practical task for achieving highquality development in the new era. From the perspective of Marxist political economy, advancing the highquality development of the intelligent economy is rooted in the historical logic of civilizational evolution, the theoretical logic of economic paradigm transitions, and the practical logic of Chinese modernization. In the new era and on the new journey, to promote the highquality development of the intelligent economy, we must take the free and comprehensive development of people as its fundamental purpose, remain committed to the goal of common prosperity for all, base our efforts on the principle of harmonious coexistence between humanity and nature, and focus on safeguarding national security and stability as a strategic priority. To address the challenges currently present in the development of the intelligent economy, China should take measures in the following areas: activating the subjectivity of human beings in the intelligent age, establishing an inclusive and equitable distribution system for the benefits of intelligentization, improving a green, lowcarbon, and circular development system for the intelligent economy, and building a collaborative governance framework for risks of artificial intelligence. These efforts will contribute to breaking new ground in the highquality development of the intelligent economy.

    Research on Political Party Responsibility in Global Governance

    Being responsible is a political quality that political parties, especially ruling parties, should possess in modern democratic politics. With the continuous expansion of globalization, the connotation of political party responsibility has further extended into the international arena. Against the backdrop of an increasingly prominent deficit in global governance, political parties should shoulder greater responsibility to improve global governance, and strive to become leaders in guiding the direction of global governance, cultivators of forces for global governance, and promoters of the global governance process. As a responsible major party with a 100year history, the Communist Party of China has creatively put forward a series of new concepts and initiatives on global governance. Through its active efforts, it has played an exemplary and leading role, built broad consensus, and proactively established platforms and mechanisms for exchanges and cooperation among political parties worldwide. In doing so, it has robustly fulfilled its responsibility as a political party in global governance and fully honored its solemn commitment to seeking progress for humanity and the common good for the world.

    A Study on the Characteristics of Security Cooperation in China's Building of a Community with a Shared Future with Neighboring Countries

    Since 2013, China has endeavored to promote the building of a community with a shared future with neighboring countries. To date, it has established and developed such a community with eighteen neighboring states. This has not only made the community with a shared future with neighboring countries a concrete and tangible pattern of interstate relations, but also positioned it as the mainstream form of Chinas relations with its neighboring countries. Compared to the security characteristics of tributary relations, mandala relations, alliance relations, and partnership relations, as well as the theory of security communities, the community with a shared future with neighboring countries that China is promoting exhibits distinct features in both the concept and practice of security cooperation. Its conceptual features are mainly reflected in three aspects: the prominent role, scientific comprehensiveness, and core values of the vision. Its practical features are primarily manifested in four dimensions: the scope, process, categories, and driving forces of security cooperation. These characteristics demonstrate the superiority and advanced nature of the community with a shared future with neighboring countries. From a security perspective, China still faces five major challenges in further advancing the construction of such a community. Nevertheless, the established conceptual and practical features of security cooperation provide a solid foundation and reference for addressing these challenges.

    What Kind of Majority Rules Can Better Respect the Will of Deputies? A Comparative Analysis of Voting Rules in People's Congresses

    “Respecting the principal status of deputies” is a fundamental requirement for upholding and improving the system of Peoples Congresses, and “respecting the will of deputies” serves as a concrete manifestation of this principle. The majority voting rule adopted in the voting procedures of Peoples Congresses is closely related to “respecting the will of deputies”. Some scholars and practitioners argue that the absolute majority voting rule, commonly used by Peoples Congresses and their standing committees at all levels, has defects such as “allowing the majority of actual voters to submit to the minority” and “counting all absent and abstaining votes as opposing votes”. They therefore propose replacing the voting rule for certain matters with a simple majority rule to avoid these defects. A reasonable interpretation of these criticisms and suggestions is that the aforementioned defects of the absolute majority voting rule prevent it from adequately respecting the will of deputies. However, based on clarifying which form of “subordination of the minority to the majority” can best respect the will of deputies, and through a comparative analysis of the absolute majority and simple majority voting rules in both “approving a resolution” and “rejecting a resolution”, it becomes evident that the absolute majority rule actually better safeguards the respect for the will of deputies. Thus, the reason for changing the voting rules in Peoples Congresses to the simple majority voting rule is insufficient.
