    An Analysis of the Theoretical Logic of the Proposition “Advancing the Rejuvenation of the Chinese Nation on All Fronts through a Chinese Path to Modernization”

    The theoretical logic of the proposition “advancing the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization” is embodied in the inevitability of the theoretical and practical development of scientific socialism. The explorations by the classical writers of Marxism, in different historical contexts, into the fundamental laws of modernization and national rejuvenation, as well as into the path of advancing socialism, modernization, and national rejuvenation as an integrated whole, constitute the theoretical origin of the major political proposition “advancing the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization”. Taking modern capitalist society as their primary object of study, Marx and Engels scientifically revealed the ownership roots of the worldwide question of national emancipation and the historical destination of humanitys process of modernization, and made preliminary explorations into the possibility for economically and culturally backward countries to achieve modernization and national rejuvenation by taking a noncapitalist route. Lenin's pioneering practice in the age of imperialism proved that economically and culturally backward countries could break the superimposed logical relationship between the capitalist system and modernization, blazing a new path, distinct from the Western European model, that integrated socialism, modernization, and national rejuvenation into a unified whole. On this basis, the Communist Party of China, grounding itself in Chinas unique field of practice, has continued to advance the adaptation of Marxist thinking on modernization and national rejuvenation to the Chinese context and the needs of the times, ultimately achieving the systematic theoretical synthesis and contemporary sublimation of “advancing the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization.”

    High-quality Party building is a distinctive and original proposition in the field of Party building in the New Era. High-quality Party building is rooted in the ideas on the quality of Party building contained in the Marxist theory of Party building, tempered through the century-long course of the Communist Party of China's own self-building, and originated in the practical needs of the high-quality economic and social development of China and the continued deepening of full and rigorous self-governance over the Party in the New Era. It takes upholding the Party's overall leadership as its fundamental principle, leading high-quality development as its mission and task, advancing an overall improvement in the quality of Party building as its primary goal, and improving the system of full and rigorous self-governance over the Party as its effective pathway; and it is marked by distinct systematicity, coordination, creativity, and effectiveness. Theoretically, highquality Party building has enriched Xi Jinping Thought on Party Building and propelled the development of the Marxist theory of Party building; in practice, it has guided the continual deepening of the Party's self-building and self-reform in the New Era, contributing Chinese wisdom and Chinese solutions to the governance of political parties throughout the world.

    Since the 18th National Congress of the Communist Party of China, discursive expression in the field of Party building has become increasingly rich, giving rise to the discourse system of Party building in the new era and manifesting the rich implications of Xi Jinping Thought on Party Building. According to differing criteria such as content composition, functional orientation, and field of action, the discourse system of Party building in the new era presents a composite configuration across three dimensions: a concentriccircle structure composed of inner core discourse clusters, intermediate basic discourse clusters, and peripheral specific discourse clusters; a supporting matrix made up of theoretical discourse, practical discourse, institutional discourse, and value discourse; and an expressive system formed by political discourse, academic discourse, and popular discourse. In the course of its operation, the discourse system of Party building in the new era takes discourse production as its starting point, discourse dissemination as its intermediary, and discourse identification as its destination, forming a dynamic cycle of generation, diffusion, internalization, and reproduction, and, on this basis, brings into play its overall efficacy in knowledge provision, theoretical identification, practical guidance, independent interpretation, and cultural nurturing.

    The method of conceptual analysis is a method of using logic to clarify the meaning of concepts, and it serves a special and important purpose in the study of ideological and political education, particularly in the construction of an independent knowledge system. This method of analysis mainly comprises four aspects, namely the analysis of a concept's origins and evolution, its semantics, its relations, and its pragmatics. Analyzing a concepts origins and evolution means examining the process by which the concept arose and changed and revealing the trends and mechanisms of its evolution; analyzing a concepts semantics means examining its intension and extension so as to make clear its meaning; analyzing a concept's relations means comparing the similarities and differences among related concepts so as to determine the relationships between them; and analyzing a concepts pragmatics means clarifying the rules governing the concepts use so that it can be used appropriately in different contexts.

    The construction of the independent knowledge system for the discipline of ideological and political education begins with concepts, and concepts are of great significance in this construction. This significance lies in the fact that concepts are the nodes in the web of constructing the discipline's independent knowledge system, the core elements in its systematic construction, and the theoretical cornerstone of this construction. Concepts thus carry defining, foundational, and systemic significance in the construction of the independent knowledge system for the discipline of ideological and political education.     Education about Values: A Signature Concept and Important Category of the Discipline of Ideological and Political Education

    Ideological and political education is a social practice with a distinct value stance, value orientation, and value aspiration. Education about values, grounded in a value stance, is the central theme that runs throughout the process of ideological and political education. The theoretical system of ideological and political education, which provides scholarly distillation and conceptual construction of the practice of ideological and political education, stands in a relationship of theory to practice and of the reflecting to the reflected with respect to the activity of ideological and political education. Since education about values is the central theme of the practice of ideological and political education, the concept of education about values, which reflects the distinctive attributes of that practice, should be a signature concept that displays the character of the discipline and possesses explanatory power and recognizability with regard to the phenomena of ideological and political education. Given the special status and role of education about values in the theory and practice of ideological and political education, elevating it from a signature concept to an important category could open up a new research landscape within the discipline of ideological and political education.

    A Political Economy Analysis of Investing in People: From the Perspective of Social Infrastructure

    Investing in people is an important strategic arrangement for the period of the 15th Five-Year Plan and an important embodiment of the nations medium and long-term will. Theoretically, investing in physical assets and investing in people point respectively to physical infrastructure and social infrastructure, the two of which need each other, support each other, complement each other in function, and develop together. In essence, social infrastructure serves as a general condition for the reproduction of labor power, and it has such special properties as “generating relatively little physical workload”, constituting “hiddenmerit projects”, exhibiting “reverse depreciation”, and producing “positive-externality interregional spillovers”. Advancing the construction of social infrastructure is conducive to cultivating a high-quality labor force, promoting the balance of supply and demand, and fostering a social environment suited to capital accumulation. Social infrastructure also entails contradictions, which are concentrated in the difficulty of calculating its economic returns and in the lack of institutional constraints on monopolistic social power. A difference in theoretical standpoint is the greatest distinction between the theory of social infrastructure and human capital theory. Thanks to the leadership of the Party and the system of socialism with Chinese characteristics, China has built the world's largest system of social programs and basic public services, providing a strong safeguard for the people's wellbeing, though there remain aspects that do not yet meet the requirements of the new development stage. During the period of the 15th Five-Year Plan, we should keep investment in physical assets and investment in people closely integrated, adapt to the new requirements of the times, vigorously advance physical infrastructure and social infrastructure toward high-quality development together, and expand the space for development while meeting the needs of the people's wellbeing.

    Guiding Digital Capital to Empower the Development of China's Digital Productive Forces: From the Perspective of the Life Cycle of Technological Revolution

    Drawing on the theory of the life cycle of technological revolution and the distinctive features of the system of socialism with Chinese characteristics, this paper divides the development of digital productive forces into three periods: the formation stage, the growth stage, and the extension stage. It further examines, for each stage, the dual effects of digital capital and the specific mechanisms through which they operate. The analysis shows that, in the formation stage of digital productive forces, the profitseeking logic of digital capital helps drive the research and development of emerging digital technologies and the innovation of digital means of labor, but its combination with financial capital also tends to induce a tendency for the economy to “shift from the real to the virtual” and to impede key innovations; in the growth stage of digital productive forces, the super economicagglomeration effect of digital capital can accelerate the rate at which emerging digital technologies are transformed into real productive forces, but its tendency toward disorderly expansion also tends to aggravate imbalances in the distribution of digital productive forces; and in the extension stage of digital productive forces, the strong monopolistic nature and dominance of digital capital can suppress the socialized attributes and productive potential inherent in digital factors, yet under conditions of effective governance, the organic combination of digital capital with public capital helps further expand the space for the development of digital productive forces. Therefore, on the basis of clearly identifying the current stage of China's digital productive forces, efforts should be made to accelerate the improvement of the institutions and mechanisms that underpin the formation of digital productive forces, progressively refine the development layout that promotes the growth of digital productive forces, and make forwardlooking institutional arrangements that safeguard the extended development of digital productive forces, so as to guide digital capital to better empower the development of China's digital productive forces.

    The Determinants of the Evolution of the Extent of the Market: A Political Economy Investigation

    On the basis of a critical study of the ideas of Smith and others, Marx put forward a systematic theory of the determinants of the extent of the  market. The evolution of the extent of the  market is simultaneously shaped by the relations of production, the productive forces, and the contradictory movement between the two. The intra-firm division of labor and the social division of labor belong to both the productive forces and the relations of production; the two reinforce and transform into each other, driving the expansion of the extent of the  market  in an endogenous manner. Marx overcame the limitations of Smith, Young, and others, systematically expounding the decisive role of capitalist relations of production and the structural contradictions of social reproduction in the evolution of the extent of the  market. The series of important ideas advanced by the Communist Party of China, in light of the objective realities of the evolution of China's domestic market, constitutes a new development in adapting Marx's relevant theory to the Chinese context.

    The strategic convergence of China's diplomacy and national security in the new era has shaped the distinctive security implications of major-country diplomacy with Chinese characteristics. Amid profound changes unseen in a century, it is necessary both to adopt a holistic approach to national security to provide strategic guidance for major-country diplomacy with Chinese characteristics, and to make major-country diplomacy with Chinese characteristics a paradigmatic extension of that approach in the international dimension. Majorcountry diplomacy with Chinese characteristics embeds civilization, development, openness, and governance within security, giving rise to a new type of security thinking characterized by exchange and mutual learning, equality and independence, inclusiveness and sharing, and fairness and justice. The global security contribution of majorcountry diplomacy with Chinese characteristics is rooted in its shaping of the practices, concepts, knowledge, and values of global security. It rests on four dimensions: the developmentoriented building of independent capabilities, the conceptual framework of a community with a shared future for humanity, a knowledge paradigm that breaks cognitive hegemony, and the thread of the common values of humanity. It is committed to advancing the international order toward greater equity and rationality. The security implications of majorcountry diplomacy with Chinese characteristics reveal a key strategic dimension of the effort to build a community with a shared future for humanity.

    The Historical Logic of Changes in the Size of Provincial People's Congress Standing Committees in China: Characteristics, Drivers, and Limits

    The size of a provincial people's congress standing committee is an important factor affecting its democratic representativeness, the soundness of its structure, and the effectiveness with which it performs its functions. Since provincial people's congress standing committees were established in 1979, although the provisions of the Local Organic Law on the number of standing committee members were not amended for the first time until 2022, the various provincial standing committees nonetheless gradually increased their membership within the statutory range during this period, thereby providing a safeguard for the lawful and effective exercise of their powers and performance of their functions. Expanding the size of provincial people's congress standing committees is both an inherent requirement for enhancing their authority and optimizing their structure, and an objective requirement reflecting population growth; it is the result of the combined action of internal and external drivers. The number of 
    members of a provincial people's congress standing committee should be determined by the two principles of representativeness and efficiency, ensuring that it remains within a reasonable limit and effectively balances the tension between democracy and efficiency.
