Engels as a Scientist Hu Daping 2020, 54 (10):  5-16.  Abstract ( )   PDF (9920KB) ( )   Since the Second International, Engels has been one of the focal points of political and intellectual debates about Marxism. Today, when issues such as “the knowledge relationship between Marx and Engels” have become popular academic topics, some basic principles for evaluating Engels have been obscured. They involve the new standards of character and thought evaluation brought about by the revolution of Marxism in the history of thought. Without an understanding of these issues, we cannot talk about Engels as an independent thinker. This article argues that we must start from the historical science of Marxism and emphasize the scientific socialism of Engels' evaluation, and understand its objective requirements, as well as Engels' identification with it and its historical role. On this basis, the critique of political economy is taken as an example to clarify the status and role of Engels as an independent thinker in the formation of Marxism. Finally, taking the editing and publishing of the sequel to Das Kapital as an example, it explained Engels' understanding and actual performance of the scientific spirit. Related Articles | Metrics

The Role of Engels in Marx's “Turn in Political Economy” Liu Xiuping 2020, 54 (10):  17-24.  Abstract ( )   PDF (6553KB) ( )   The “turn in political economy” is of special significance to the development of Marxs lifelong thought. Marx studied law as a major in university, and devoted himself to literary creation and philosophical research. He also paid special attention to the study of history. These constitute the disciplinary background and knowledge resources of his thought origin period. However, the most important work of Marx for most of his life was the writing of Das Kapital, and he established his outstanding historical position with a profound criticism of capital. A careful examination of Marxs ideological trajectory of the “turn in political economy” that began gradually from the period of Rhine ZeitungGermanFrench Yearbook, we find that Engels played a key role in promoting this. His early observations and reflections on capital society not only provided directional enlightenment for Marx to solve the “distressed question”, but also provided basic ideas for Marx's initial research on political economy. Consideration of the Spatial Dimension of Historical Materialism in The Housing Question Shen Jiangping, Jin Xingyu 2020, 54 (10):  25-34.  Abstract ( )   PDF (8280KB) ( )   In the historical materialist discourse system of critiquing capital logic,the narrative logic of time over space cannot prove the absence of space dimension.With the acceleration of industrialization and urbanization, Housing, which should be the living space of human beings, is painted with a layer of ideology and has been becoming a field of capitalist space production and surplus value extraction. By analyzing social problems such as housing shortages, The Housing Question focused on the private nature of the capitalist social space, the imbalanced social order and the dilemma of human existence under the capitallogic.Based on the four paths of history, structure, criticismand value, the article explains the internal consistency between the residential space form and social development, the organic unity of natural space and social space, the micro perspective of reflecting on capitalist social space and the pursuit of residential harmony and space justice. Revisiting the classics not only helps to deal with the theoretical criticism of the space shortage of historical materialism, but also makes the historical materialist discourse of “production mode” diagnose practical problemsbetter, when responding to the theoretical spatial turn. Besides, it is also conducive to constructing a reasonable spatial order and guaranteeing the reasonable human rights to space resourcesfrom the reality,so as to make the housing return to the essence of living, highlight the social nature of human and realize the survival vision of free and comprehensive development of human beings. Dynamic Relations between the Government Supply and Market Supply from Full Chain Perspective——Evidenced by Covid19 Prevention and Control Mao Peihua, Lang Xuhua 2020, 54 (10):  35-47.  Abstract ( )   PDF (11195KB) ( )   China's outbreak of Covid19 happened at the beginning of 2020 was effectively controlled within only two months, which was benefited by better play of the government role enriching the profound meaning of the relations between government and market in the practical way. The gap of mobilizing ability between the two systems, which causes the change of supply systems, determines different roles of government and market on fighting against Covid19. It has been found that market supply has its innate short board in tackling outburst external shock, while the strength, stability and accuracy of government supply under the external shock outweigh the market supply in overall importance, timeliness and quality of supply. Considering the enhancement of economy system defense power and immunity to create favorable conditions for achieving overall social goals, we further make a beforehand, middle and afterwards exploration of dynamic relations between government and market supply, corresponding to the execution level of government response, disposal, recovery and sustainable development respectively, which could help improve and deepen the recognitions of the relations, and moreover, provide great inspirations of modernizing China governance system and capacity for governance. Research on Selection of Chinese Strategic Industry from Perspective of Industrial Linkage Theory Liu Gang, Zhang Lingran, Geng Tiancheng 2020, 54 (10):  48-58.  Abstract ( )   PDF (8884KB) ( )    The strategic industry has three key characteristics: clear policy orientation, key driving effects and sustainability of impact. It plays a role like “pull one hair and the whole body is affected” in the development of the national economy. Therefore, the government needs accurate selection, reasonable planning, and appropriate regulation of strategic industries. In view of the fact that the industry linkage theory has a perfect content system and fits the core characteristics of the strategic industry, this paper chooses the perspective of industrial linkage and further splits into two dimensions: content of linkage and form of linkage, which provide a more structured approach to the selection of strategic industries and a strategic industry selection model with science and technology input as an example was then constructed. Based on the above analysis, when selecting a strategic industry, the government should: strengthen the toplevel design based on the twodimensional perspective and effectively identify the spillover effects of strategic industries; highlight the main contradictions and make a good time sequence planning, achieve a close coordination between the market and the policy. This paper mainly puts forward the basic idea for analyzing and evaluating China's external environment, sorts out changes of external environment and development of China's strategy from 2008 to 2017, probes into the root causes of Chinas external environment changes and the direction of China's strategic adjustment since 2018, calling for strengthening strategic study to make sufficient preparations towards the changes. This paper renders that China has actively responded to external changes since the 2018 debt crisis in Europe and America. Taking joining the international system as the main path and giving impetus to international strategic innovation, China has expanded national strategic interests in a global sphere and maintained the dynamic stability and benign development of ChinaUS relation. Since 2018, drastic changes unseen in centuries, new US. strategy for China and Covid19 pandemic have combined to lead to drastic external environment changes. China should cope with challenges from the US. with prudence and adhere to selfreliance and meanwhile further openingup. Based in East Asia and surrounding regions,China should actively promote innovative combination of bilateral coordination and multilateral cooperation to achieve steady improvement to fits external environment. Current change of China's external environment breeds new opportunities for the development of international strategic disciplines, driving the arrival of the golden age of international strategic studies.The paper suggests that we should reinforce historical and comparative studies on China's external environment, promote theoretical innovation and propose workable solutions. Slowbalization:Covid19 Pandemic and China's Zhong Feiteng 2020, 54 (10):  69-80.  Abstract ( )   PDF (10095KB) ( )   The impact of the Covid19 pandemic is significantly different from the crisis in history. It is not only a crisis caused by a global pandemic, but also a major uncertainty in the prospects of globalization. “Deglobalization” essentially refers to the great adjustment of globalization led by the United States, but it does not mean the end of globalization. The development level of globalization in history also has ups and downs. We cannot infer the prospect of globalization from the current level of hyperglobalization. The power transition between China and the United States, especially the group rise of developing countries, will change the political dynamics of globalization. As developing countries attach more importance to regional economy, the traditional globalization at the global level will become more focused on regional cooperation. The Covid19 pandemic also shows that the global value chain will pay more attention to security factors, which will also shorten and slow down the level of globalization at the global level. In the post epidemic era, China has put forward the new development strategy of establishing international and domestic dual circulation, which means the exportoriented strategy is coming to an end. It is crucial to the development of a nation. After the global financial crisis in 2008, as China's comprehensive national power and international influence have continued to rise, western public opinion on China tends to be negative as SinoUS strategic competition continues to intensify, embodied in three stages: suspicion, vigilance and attack. The evolution of Chinarelated public opinion has the following characteristics: politicians gradually replaced academia as the main body guiding public opinion; the area of concern has changed from economyoriented to securityoriented area; stigmatizing China has become the main strategy; the emotional intensity of Chinarelated reports has gradually escalated. China is facing the challenge of deteriorating environment of international public opinion. In the light of these situations, China should be deeply aware of the importance and necessity of striving for international discourse power, and should take wise strategies and effective actions to realize its development.
