    On the Subject of Study of Chinese Socialist Political Economics and Its Theoretical Characteristics——Also  Comment on the Political Economics of Socialism with Chinese Characteristics by Zhang Yu

    Only to understand the socialist political economics with Chinese characteristics as the socialist political economics of the Chinese characteristics, can we fully understand the distinctive theoretical characteristics and value innovation of the socialist political economics with Chinese characteristics. One of the most important characteristics of socialism with Chinese characteristics in practice is to uphold the leadership of the Communist Party of China to the whole state, and to develop the economy with a variety of ownership, the market economy and social productivity through the power of the state. Therefore, the introduction of “state” into the theoretical system of socialist political economics with Chinese characteristics is a major innovation in the theory of socialist political economics with Chinese characteristics. From this point of view, a series of theoretical and practical problems of socialism with Chinese characteristics will be newly and scientifically explained.

    This paper argues as follows: firstly, the market will not allocate resources, the market is just a platform for commodity trading, a platform for gathering transaction information and releasing information. Secondly, the main body of the transaction or behavior in the market is the organization and the individual, which includes government, enterprise, family and individuals. Thirdly, the government is an integral part of the market, and the largest behavior in the market and the market economy, as well as the the founder, designer, planners, builders and defender of the market and the market economy. Forthly, as the consequences of the shortterm, opportunism and selfinterest behaviors of the organizations and individuals in the allocation of resources, the behaviors of the four types of market players which are the government, enterprises, families and individuals, need to be bound by the state and society through the law enforcement power and ethical constraints.

     The mechanism of economic growth for a specific country is different under open markets and closed markets, and it depends fundamentally on the absolute advantage determined by product prices rather than on its own productivity levels in open markets. At the same time, during the period of relatively stable factor endowment structure, the competitive advantage of a countrys specific industry in the world market mainly depends on the scale economy and technical level. Therefore, in order to prevent domestic industry and economy from collapse, the economic transition and developing countries need to consider the characteristic of scale economy and the technology gap between domestic and foreign of different industries in making the industrial policy of market opening. Further, by analyzing the competitive advantage gap of different industries between domestic and foreign, the economic transition and developing countries should implement such market opening policy: it start from marginal industry with minimum gap of competitive advantage and carry out in succession, which is the marginal principle of market opening.

    Chinas rural reform is in fact the process of farmers property rights being implemented and protected. At present, how to reflect the policies of “long lasting” and “three power division” in relevant laws are the ugent problems to be resolved in practice. The reform of rural collective forest right system, the reform of rural land system, the reform of rural collective assets management system, and so on, have been successfully promoted, and have made some progress. To push forward Chinas rural collective property rights system reform, we must focus on the following four key points:  amending the relevant laws of the land system, staging the toplevel design of the framework of the cooperative system, reforming the rural homestead system and reducing the tax burden of the rural stock cooperative community.

    The historical materialism is abstract and empty without a sense of space, and the space philosophy is mysterious without historical direction. From the broad sense of historical dialectics, the development of human civilization is a process of continuous improvement and transformation of space. Therefore, the space history dialectics is one of the basic ways of contemporary presence of Marxism. From the narrow sense of historical dialectics, the development of Chinas revolution, construction and reform and opening up, is not only the process of innovation of space reconstruction, but also the process of breaking through the space control of Western liberalism. “The Belt and Road” strategy has not only brought about the new historical opportunity for Chinas new space development, but also provided the opportunities to create a new civilization development space around the world.

    Chinas national strength continues to rise in recent years. The diplomatic practice in the new era requires that China not only respect the international rules, but also participate in the construction of international rules. In order to do a good job in the construction of international rules, in addition to national leaders, national strength, strategic environment and other factors, the political capital of the country is also the geographical factor which cannot be ignored. The capital is not only politically supportive, but also able to provide the necessary hardware and software support for international multilateral negotiations and the operations of international organizations. For China, it is a major strategic goal of national interests to actively participate in the construction of international rules. As Chinas political center and an international metropolis with global influence, Beijing can play an active role in the process of Chinas participation in the construction of international discourse right.

    As the international interactions among the nations in the maritime affairs becomes frequent, the diplomacy of maritime affairs is emerging globally, which contains maritime security and marine environmental protection. When it comes to China, China MSA performs three basic international functions: international expatriate, participation and fulfillment. While there are some problems in China MSAs international development, which are the lack of discourse power and leadership, the shortage of institution building and norm diffusion, as well as the weakness of actual international cooperation and concert. To overcome these difficulties, we should reinforce political attention and strategic plan in this issue. Specifically, China MSA could play a core role to maintain the security of the “maritime silk road” in recent period, and try hard to be a maritime leader in EastAsia in medium term, then seek to become a global maritime power in the future.

    A Review of Studies of International Relations in Australia

    The studies of international relations in Australia started in the PostWorld War II era. Dependent on politics, it has undergone four consecutive phases of disciplinary establishment, standardization, expansion and scientification. Under the influence of its unique history, national culture, geographic location and foreign policy, the studies of contemporary international relations in Australia has taken AsiaPacific strategy, maritime security and antarctic politics as its three main issues and formed a series of features consisting in a theoretical basis of realism, a main method of normative and qualitative research, an emphasis on meso theories and regional study as well as a combination of teaching and research. However, restricted by obstacles including an imbalanced research content, a biased research priority in policy and practice, a localized research staff and a bounded influence of its research achievements, the status of the studies of contemporary international relations in Australia is still a marginal one in the system of international relations.

    The “sense of justice” is the core concept of the theory of justice, and it is an important category to guide and regulate the construction of social morality. From the point of view of moral psychology, Rawls summed up the formation process of justice and put forward that justice is the unity of justice concept, justice sensibility and justice behavior. The sense of justice is characterized by its based consensus and ultimately to the public field to regulate the concept and behavior of the social community and its members. It is of major significance to deal with the relationship between the sense of justice and the construction of the socialist core values, the relationship between the sense of justice and the good governance in contemporary Chinese society.

    Marxs theory of social organism is an important part of historical materialism founded by Marx. But this important theoretical heritage has long been obscured and ignored. After the reform and opening up, Chinese scholars represented by Professor Li Xiulin started the research of Marxs theory of social organism. They comb, summarize and reflect the relevant research results and development process of the past 30 years. With the traditional mechanical thinking on reform ideas and practices often get half the results with double the effort,  The Chinese have witnessed growing consciousness on the building of an organic society. This development is of great importance for us to better understand the new development strategy planning of the central governemnt and layout concept of 13th FiveYear Plan, as well as promoting the modernization of national governance systems.

    In the study of Marxs theory and practice of ideological and political education, there is an important aspect that has been neglected, which is the criticism of the ruling classs ideological and political education in the past. Marx and Engels have revealed the fact that the exploiting class used ideological and political education to whitewash exploitation, to fool the people, to monopolize the spiritual resources, so as to safeguard their reactionary rule. Marx and Engels also deeply criticized the religious indoctrination, the philosophical defense, the moral education, the public opinion propaganda of the ruling class. The critical thought of Marx and Engels is still of great significance to the current ideological and political education in China.

    WeChat and Dissemination of the Discourse of Mainstream Values in Contemporary China

    The realization and promotion of the discourse power of the mainstream values in contemporary China can not be separated from the effective dissemination of mainstream discourse. This paper takes the concept of WeChat and the mainstream values of contemporary Chinese discourse as the starting point to explore the relationship between the two. The information filtering mechanism of WeChats friends circle, the vivid way of  dissemination of information help enhance the attractiveness of its spreading. Because of the unbalance of media literacy, the information disseminator and audience of WeChat will bring the mainstream value discourse the risks of being entertaining and vulgarization. The characteristics of the crossborder and high degree of freedom of WeChat information dissemination will also increase the external risks of discourse communication. In the background of WeChat we must establish the concept of discourse power of contemporary Chinese mainstream value, establish mechanism of enhancing the audiences media literacy, optimize the mechanism to present the expressions of the discourse of mainstream values and establish the effective WeChat supervision mechanism with legal deterrence as the center and the technology control as  the support.
