Trust is the core of the relationship between citizens and the government. Understanding the connotation of trust in government
in modern society, we should surpass the perspective of the state,
attitude and evaluation and focus on the interaction between the
citizens and the government, as well as the communicative process.
From the perspective of the mutual interaction, citizen-oriented and
communicative process, the structure of the trust in government can be
distinguished into institutional trust and personal trust, emotional
trust and rational trust, performance trust and process trust. The
function of the trust in government reflects the positive effects as
both the governance value and government instrument. This paper
defines four functions of the trust in government: legitimacy-base,
orderconstruction, governance-simplified and democracy-developing.
