    Developing Nonprofit Organizations through Reform and
    Innovation of the Service System and Service Mechanism

    Nowadays,the residents needs for social service are growing explosively in both urban and rural areas. This offers tremendous opportunities for the development of nonprofit organizations which have obvious advantages in providing social services. However,nonprofit organizations have to carry out systematic reform and mechanism innovation before they can expand a huge space for development. Innovation should not be limited to that of the service,or the organization and the service system. Rather,it should be innovation of the social mode and aim at construction of a serviceoriented society. A service oriented society has the following characters: the life service industry becomes the basis of social undertakings; social service becomes the bonds of social unity; nonprofit organizations become the principal part to realize social service; collaboration and cooperation of serviceoriented society and serviceoriented government is realized.

    Reform and Innovation of Non-profit Organizations in Social Service:
    A Case Study Based on Poverty-eradication in Ethnic Regions

    In recent years, non-profit organizations abroad have participated in poverty-eradication projects in the Chinese ethnic regions in different forms with varying degrees of involvement whose accomplishment deserves recognition. In a sense, this has compensated for what the Chinese government has not been able to do. Compared with their counterparts abroad, the Chinese non-profit organizations have much to reflect on and improve in the practice of poverty-eradication. The paper attempts to discuss the service innovation of domestic nonprofit organizations based on evidences collected in their poverty-eradication experiences in the Chinese ethnic regions. Comparisons are made with the practice of nonprofit organizations abroad for reflections on our own limitations and problems. Ideas of reform and innovation of social service are probed accordingly.

    Based on a discussion of the concepts “non-profit organization” and “social service” the paper constructs the idea of building up “a social service system for the disabled”. It refers to a social service system composed of nonprofit organizations of various types, including public institutions, civil society organizations, community organizations and social enterprises for the purpose of providing professional social care, social support, community service, medical rehabilitation, psychological consultation, education and training, employment counseling and auxiliary apparatus for the disabled.

    The increasingly severe problem of an aging population reveals a large gap between the needs of the elderly and the service available for them, which challenges the traditional life style and its matching mode of social service. This situation presents both challenges and opportunities for the elderly welfare institutions, demanding development and innovation of their ideas and their model of service. An analysis of the reform and innovation of social service in the elderly welfare institutions is offered based on reflections on the practice of social work for the elderly by the Department of Sociology and Social work at Yunnan University. The significance of introducing social work system into these organizations to improve the quality of warfare service for the elderly is also discussed.

    Mixed Operation of the Chinese Financial Supervision System:

    With the continuous development of the trend of mixed operation in the financial industry, the Chinese financial organizations are becoming increasingly complex. The model of separate supervision aimed at maintaining financial stability is faced with various challenges. The paper attempts to compare the financial supervision systems in Great Britain, the United States and other countries to discuss the advantages and disadvantages of the unified supervision model, the separated supervision model and the incomplete unified supervision model. Then, defects of the current Chinese financial supervision system are analyzed. Suggestions for reform and improvement of the Chinese financial supervision system in the mode of mixed operation are presented.

    Are State-owned Enterprises Definitely of Low Efficiency?
    ——An Empirical Study from China with Theoretical Interpretations

    After 30 years of reform and institutional innovation, the stateowned enterprises have not only got out of the development dilemma, but also become the principal part of the market with relatively higher labor productivity, stronger profitability and competitiveness. However, some scholars still insist that stateowned enterprises are of low efficiency, claiming that they must gradually withdraw from competitive fields. Based on an empirical study, the paper finds that there is no significant difference between stateowned or private listing corporations in terms of financial efficiency and technical efficiency. An examination of the budget constraints indicators establishes the fact that neither stateowned enterprises nor private enterprises have problems of soft budget constraint. Therefore, conclusions can be reached that the competition environment for stateowned enterprises and private enterprises are basically the same, and that stateowned enterprises are not gaining more benefits from the government. The authors hold that the claims that “stateowned enterprises are of low efficiency”and “the real rate of return on net assets of stateowned enterprises is negative”do not hold water. There is no sufficient evidence to support the claim that stateowned enterprises should withdraw from competitive fields.

    Economic Manuscripts of 1857—1858 marked another peak period in the development of Marx's philosophic and economic theories after his preliminary explorations of philosophy and economics in the 1940s. For a long time there have been heated debates on the theory of three social forms raised in the manuscripts. The paper starts with a clarification of the development context of the theory from the perspective of historical materialism followed by the basic meanings of the three social forms. Based on this discussion, a reflection on the different understandings of the academia about the theory of three major social forms is presented.

    Chinese Research Paradigms of Marxist Philosophy: History and Tendency

    The formation of the research paradigms of the history of Marxist philosophy in China are the stage of rise and flourishing (in the 1980s), the stage of ambivalence and explorations (in the 1990s), and the stage of innovation and transcendence (since the new century). During this course, three major paradigms were formed, namely, the study of the general history, the study of the dynastic history, and the thematic study. The historical development of the research paradigms of the history of Marxist philosophy shows its unique position and value in the researches of Marxist philosophy by Chinese scholars. It also implies the limitations and shortcomings of the current researches which point to the general research tendency and the main tasks to be carried out in the future.

    Under certain circumstances ideology is an illusionary projection of its subject about the society. The reason for this is not only the reversion of the social relation itself, but also the unique spiritual production mode, thinking patterns and discourse style of the dominant force and ideological classes of the society. Marx and Engels had offered systematic explanations of this, which may serve as the key to conscious understanding of this ideological phenomenon.

    The IR theories have given international relations the status of an independent discipline. In the past hundred years, the debates over major IR theoretical paradigms were mostly among American IR researchers. Consequently, these theories are marked by obvious characters of hegemony and inequality. An examination of the present development established the fact that this discipline is facing the problem of serious incapability. An increasing number of incidences in the practical development of international relations are beyond explanations by the current IR theories. Therefore, this discipline will undergo certain changes with the tendency of dehegemony, multidisciplines, and dual development of nationalism and Globalism.

    Diplomatic Style of Chinese Characteristics in the New Era

    The diplomatic style of a country includes the diplomatic style of its leaders, its diplomatic team, and that of the state as a whole. Since the start of the new era of reform and opening up, the Chinese diplomatic style has gradually formed to serve for the overall objectives of the state and to meet the needs of our foreign strategies. This style can be described as being peaceloving but independent, generous and courageous, integrity and rational, cautious and decisive, pragmatic and firm, bearing the characters of maintaining hardness and softness, alternating tension with relaxation, being both offensive and defensive, and showing smoothness outside and being unyielding inside. The Chinese diplomatic style has made great contributions to implementation of the Chinese foreign strategies and establishment of a stable international climate in bordering areas. However, under circumstances of the new era, this diplomatic style has met new and tremendous challenges. Thus, certain modification in line with the adjustment of the national foreign strategies is required.

    Theoretical Assumption of Realism: A Feminist Interpretation

    Realism is the orthodox theory of international politics. Analyses and criticism of realism is a necessary aspect for the development of nonmainstream schools such as feminism. There are four preset basic assumptions of realism. 1. International politics is a detached domain to domestic politics; 2. International society is an anarchy state without legitimate central authority; 3. International society is characteristic of statecenteredness, and a state is a rational actor; 4. National morality is different from the universal moral. These assumptions consist of the theoretical cornerstone of realism. In these seemingly objective assumptions are absence of gender aspects, and females and femininity are belittled. Unscrambling these assumptions from a feminist perspective is the basic precondition for feminists to animadvert and deconstruct realism.
