The paper attempts to employ a rationalist method to study an constructivist issue,focusing on the widespread phenomenon of regression in IR.By referring to some indirect research findings and integrating rationalism and constructivism,the paper proposes a chain analytical framework of the progression/regression mechanism in international relations,covering researches of both structure and process,and system and unit.Three links are included in the chain,namely,congruence degree between identities,effective support degree among actors,and temporal dimension of structural evolution.Since it is impossible to have the actor’s old and new identities to be completely identical,the effectiveness of support functions as the critical factor that determines progression or regression of international relations.The paper holds that support is in essence a matter of political participation.The crux of regression in IR lies either in alienation of a large number of actors from the system,or in the possibility that at a crucial time actors within the system do not behave supportively.
