    Two Changes in the Historical Orientation of State-owned Enterprises

    Throughout the development course of state-owned enterprises,two fundamental changes have occurred in terms of their historical orientation.The first change occurred when their status as a means of depriving the depriver designed by Marx and Engels became a means of industrialization in backward socialist countries.The second change occurred when the role they played turned from being affiliated to the government under the planned economy to independent producers and managers under the market economy.Judgment of all the changes happening to state-owned enterprises cannot go beyond the historical orientation as is reflected in these two changes.

    The authors maintain that the principal-agent problem,free-rider,soft budget constraints and monopoly are not related to ownership.The idea that attempts to confine state-owned enterprises to no-competition areas has neglected the particular nature of state-owned enterprises under circumstances of socialist market economy.Therefore,it is hard to operate and is against the goal of gaining and raising profits.Nor is this idea backed up by relevant policies.Studies of enterprise history show that large enterprises take a dominant position in a country’s economic growth.Development of major state-owned enterprises is beneficial to the development of China’s socialist market economy.

    Western economists define state-owned enterprises as a means of compensation to the functional defect of market economy.This is a logical inference based on the private ownership in market economy.Marxist economics,starting from realization of labor equality in micro-economy and sustainable development in macro-economy,has proved the necessity of establishing and developing state-owned public enterprises.Yet how to make state-owned enterprises really maintain public ownership has long been a tough problem to solve in the reform and development of China’s state-owned enterprises.The author concludes that the direction for further reform of state-owned enterprises lie in the perfection of the agent mechanism of the public with the state-owned enterprises,the monitoring system and the profit-sharing mechanism as well.

    The issue of ownership in a market economy environment reflects a continuously changing process,involving both the general requirement of the social system and the consequence of the evolution of market economy.Along with the development trend of socialization of production comes socialization of property rights,which has become an important trend in the development and change of ownership structure in a capitalist society,and waves of nationalization and privatization are up and down alternatively.All this may shed light on the reform of the Chinese state-owned enterprises.For one thing,the property reform may not necessarily activate efficiency of the enterprise,and marketization of the aspects is not equal to privatization of the aspects.If examined objectively regardless of the privatization expectation,the development in property rights socialization can be viewed as the latest achievement in the process of ownership marketization.Development of institutional ownership,the corporation juridical persons,the abundance of public ownership,even the development of mixed capital are all important forms of property socialization.In conclusion,the state-owned enterprises in the period of further transformation should attend to all the issues mentioned above.

    The Issue of Land Rent Concerning State-owned Enterprise Reform

    Land rent is an important step in distributing the interest from state-owned enterprise reform.At the primary stage of socialism,the state-owned enterprises are required to pay land rent when using state-owned land because of the internal agency relation within the enterprise and the commodity and money relation.But in the process of state-owned enterprise reform the land rent policy of interest distribution still follows the principles characteristic of the planned economy.Accordingly,state-owned enterprises are often exempted from land rent,or when they did pay the land rent,the process is often inappropriate with the consequent loss of a large amount of state-owned assets,disorder of market competition,inequality in distribution among state-owned enterprises and so on.The author concludes that in the next round of reform,state-owned enterprises should be classified so that they may abide by different land rent policies when using state-owned land.

    Maintenance of stability is a necessary requirement of a harmonious society,and risk administration is the inevitable path to scientific operation of it.Through comprehensive risk detection,the types of risks can be analyzed and the objective problems can be tackled.The nature of the practice of maintaining stability shall demand theoretical design of scientific coping strategies and restructure of ideas;and constant adjustment of the mode of risk management in operation is also imperative for optimizing risk management strategies and innovating on the risk management mechanism.It is important that we should attend to both the phenomenon of and the causes for the problems to raise the effectiveness of maintaining stability,improve the satisfaction of the people and collectively construct a harmonious society of sustainable development.

    Realization of social justice is Marx’s lofty ideal.The establishment of Marx’s historical materialism laid a scientific foundation for man’s pursuit for social justice for the first time in the history of human thought development.Thus,Marx’s idea of social justice was formed.It was of rich connotation,deeply rooted in the historical inevitability,and expected a long process of practice;Emancipation of the proletariat and man is its basic content.And realization of freedom and full development of man are its ultimate goal.

    The routine life theory presents an important perspective for discussing popularization of Marxism.The spread of Marxism in routine and non-routine life events has improved people’s understanding of Marxism,which functioned as a finishing touch.Tremendous changes have taken place in routine life,non-routine life and the relationship between the two,and exerted heavy influence on popularization of Marxism.Therefore,it is required that we foster leading personnel for the spread of Marxism,and choose specific subjects to address different people in different activities for the spread.

    On the Lineage of State Autonomy Theory

    State autonomy is a concept having been prevailed since 1980s in international academic circle of social science.In the history of political study,Karl Marx has taken attention to state autonomy while raising the instrumental characteristic of state.Subsequently,such neo-Marxists as Nicos Poulantzas and Ralph Miliband expounded and developed the theory of state autonomy systematically and thought that state autonomy is a kind of general but not exceptional phenomenon.Influenced by the state concept of Max Webber,the school of "Bring the state back in" further thought that,as an institutional system,state itself is autonomous from society.Furthermore,international academic has developed a research approach centered with state.Since then,state autonomy has became a research approach from an academic concept.

    The Dilemma of East Asian Integration: Dispute on the Path

    In recent years,great progress has been accomplished in East Asian integration marked by "East Asia plus 1","East Asia plus 3","East Asia plus 6" and East Asia Summit.However,many problems remain to be solved before East Asian integration can be completely achieved.The most serious one among these problems is the dispute on the path the integration process should be pushed along.Different ideas have been proposed by the countries involved,including whether the cooperation mode of East Asian integration should be institutional or loosely non-institutional,whether the cooperation mode should be open or close;concerning regional leadership,agreement has not been reached on whether small countries should be allowed to take the lead or just let the big powers make decisions.These are fundamental issues in regional integration.The author emphasizes that East Asian integration cannot be expected to make further progress unless the path dispute is solved.

    In the face of the complicated and changing international situation,China should construct her own cultural diplomatic strategies.To be specific,development of new cultural diplomatic strategies should be attended to at both the theoretical level and the operational level.At the theoretical level,clearly defined guideline ideas should be developed.At the operational level,relevant organizations and mechanism should be improved and more measures should be taken in application of these ideas.In short,we should build up an active and positive national image in order to be accepted by the world.

    With further progress of studies on western Marxism in China and the development of the course "Marxism studies abroad’,a reflection on "western Marxism" raised by western scholars and their research system is necessary.The western scholars had maintained that "western Marxism" referred to a set of philosophical theories free from studies of economics or social practice.But later they claimed that their research perspective had started to turn to economics.To construct our own research system of western Marxism we must have a clear understanding of the concept of "western Marxism" as established by western scholars,and strengthen our studies on western Marxist economics.

    Since the founding of new China,profound changes have taken place in ideological and political education in terms of the approach to interpreting classical works,the contents,objectives,teaching methods and the vision as well.These changes are in line with the law of development,resulting from social progress,institutional changes and ideological emancipation.The author points out that it is the mission of ideological and political education to foster new talents,promote political civilization and social political progress,and provide legitimacy for the government from a multi-dimensional perspective.
