    Abstract ( )   PDF (1595KB) ( )
Unlike most of the developing countries or regions,China has started the process of reform,open-up and modernization under a special situation.Consequently, the social contradictions in China today bear obvious characters of the special time. They are as follows:stronger needs for livelihood than for political right, obvious contradictions between the officials and the people, individual cases expanding to contradictions involving large groups of people, relatively mild mode of demanding, dilemma in solving social contradictions, and much room for growth of social contradictions.

The Possibility and Reality of Collective Action through Orderly Citizen Participation——An Empirical Study of Public Policy Making in Beijing and Qingdao
    Wei Na, ZHANG Xiao-jin
    2010, (3):  12-18.  DOI:
    Abstract ( )   PDF (2583KB) ( )
The public policy making process is in effect a process of interaction between the government and the society, and a process of collective choice by the government and the public concerning public issues.Based on an investigation of the Beijing and Qingdao residents’ participation in public policy making, the article maintains that orderly citizen participation is the basis for reaching conformity in collective action on public policy making, but the reality of selective citizen participation poses major constraining factors.Findings of this research suggest that autonomous citizen participation may be significantly promoted through advocating the guiding functions of grass-root organizations such as the community and neighborhood committees, cultivating the common ground for trust, accumulating social capital, and raising the efficacy of citizen participation. All this may eventually lead to collective actions in public policy making.

Innovation and Logical Starting Point of Chinese Political Economics——On Applicability of Historical Materialism in Studies of Chinese Modern History
    QIU Hai-ping
    2010, (3):  19-24.  DOI:
    Abstract ( )   PDF (2480KB) ( )
The article holds that theoretical innovation of the Chinese political economics should not be confined to debates on or innovation of individual theories.Innovation of the methodology is more important.A major methodological limitation of the Chinese political economics or the Chinese socialist political economics lies in mechanically copying the "paradigm" of "production–productive relation–super structure" from historical materialism, resulting in contradictions between theory and reality and problems in the theory itself. One solution to this is to reinterpret the nature and characters of the "state" since the founding of new China and its relation with the productive relation and social productivity from the perspectives of development of the modern world system and China’s own social structure.

A Diachronic Study of Marx’ Transcendence of Hegel’s Theory of Civil Society
    WANG Dai-yue
    2010, (3):  32-37.  DOI:
    Abstract ( )   PDF (1855KB) ( )
It is generally believed that Marx transcended Hegel’s theory of civil society in his work Critique of Hegel’s Philosophy of Law.However, this is not true.In fact,Marx had experienced a long exploration process before he achieved this transcendence. This process has been much more complicated than we have imagined. The Hegelian civil society theory was developed against a rich background of classical economic theories. To transcend this theory requires not only a breakthrough of the Hegelian idealistic philosophy, but also clarification of the foundation of his civil society theory by dwelling on the field of economics.Marx finally completed this transcendence in his work Das Kapital and its manuscripts. Two other works of his,"Paris Manuscripts" and "Economic Manuscripts of 1857—1858",marked out the two turning points in this three-stage exploration.

    HUANG Qing-ji
    2010, (3):  38-44.  DOI:
    Abstract ( )   PDF (1544KB) ( )
A state is a political entity which survives and develops in a compound relationship in which the state interacts with the society within its territory and with other states in the international system. This thesis then attempts to analyze the structure of state capacity from the perspectives of the state-society relation and international system. On the basis of this analysis, the author penetrates the inter relations of the components of state capacity in the logic of state-society and state-state interaction, trying to overcome the limitation of the academic circle that restricts the discussion merely to either domestic politics or international politics. In accordance of this discussion,an analysis framework of integrating domestic and international politics is proposed.

    ZHENG Yi-shi
    2010, (3):  55-61.  DOI:
    Abstract ( )   PDF (1844KB) ( )
Ecological Marxism attributes ecological and human alienation in the contemporary capitalist society to the unchecked spread of technological rationality and the irrational application of technology, and severely criticizes this phenomenon. It makes a distinction between the instrumental function and value function of science and technology, and differentiates the nature and practical application of science and technology.Ecological Marxism affirms to a certain extent the motive function of science and technology to the production mode and social development. In short, ecological Marxism holds a dialectic vision of science and technology that is of both affirmation and negation.

On Recent Studies of the "Needham Puzzle" by Economists
    SUN Ye
    2010, (3):  86-91.  DOI:
    Abstract ( )   PDF (1590KB) ( )
The article offers a review of the studies of Needham Puzzle by the Chinese economists. The author holds that various factors have led to the Needham Puzzle, including the geographical environment, the cultural mode, the economic structure and the political system. While all four factors are indispensable, geographical environment is the key factor.Meanwhile, the peculiar oriental culture of Confucius, the self-sufficient feudal landlord system of tenancy, the political system of centralized bureaucratic hierarchy, which is closed up to the outside world and unified inside, function together to contribute to the lasting and stable Chinese feudal social structure. This social structure has held back in China an establishment of modern capitalist production mode and the rise of scientific revolution.
