    Philosophical Reflections on Science:From Defense to Reconsideration

    In the contemporary era,there are mainly three different orientations of reflection on science,namely,defense to advocate science,criticism to question science,and reconsideration to examine science.In the course of intensified contests,the tendencies of defending science and criticizing science are apt to go to extremes.This abnormal situation may eventually lead to a conversion to the position of the so called reconsideration.Reconsideration provides a proper way for a comprehensive and thorough understanding of science.It is especially appropriate for those Chinese who tend to vacillate between the two extremes and are in urgent need to establish a scientific spirit.

    Enhancing Innovation in Applied Economics through Development of Marxist Political Economics

    The development and reform of social economy have proved the vitality and scientific value of Marxist economics.Marxist economics not only provides guidance for social economic practice,but is also of orientation value to innovation of applied economics that has been trapped in "academic colonialism".Yet realization of this orientation value remains a complicated systemic project.It must be made clear that Marxist economics is a scientific system with the dual structure of theoretical economics and applied economics.What we should do is to establish the meta-theory of Marxist theoretical economics,clarify the nature,subjects,and tasks of different types of applied economics,analyze the relation of the meta-theory of Marxist economics and applied economics,identify the link between the two,decide the logical development path of various schools of applied economics accordingly,and thus construct the content framework of applied economics.

    On China’s Fiscal Policies under Circumstances of Economic Recovery

    On November 9 of 2008,China announced her 4 trillion yuan stimulus to boost economy in 2009 and 2010 in order to tackle the world wide financial crisis started in 2007.The main content of this stimulus project was implementation of active fiscal policies accompanied by relatively loose monetary polities through large-scale government investment.Under the influence of these policies China’s macro-economy has showed obvious signs of recovery since the third quarter of 2009.Based on the macro-economic data of the first three quarters the author analyzed the current economic situation.The result shows that generally speaking the goal of the active fiscal policies has been reached,and profound changes have taken place in the economic environment in which these fiscal policies were implemented.In light of this situation,problems of the fiscal policies are further discussed,on the basis of which considerations into relevant issues concerning fiscal policies during the period of economic recovery are presented.

    Major Problems in the Current Personal Income Distribution System of China and Countermeasures

    Since the implementation of the reform and open-up policies,profound historical changes have taken place in China’s personal income distribution system,resulting in a rapid growth of productivity and obvious improvement in the living standard of the Chinese people.In recent years,however,defects of the personal income distribution system have become apparent during the institutional transition process.Problems such as leasing of power,erosion of wages for profits,sharp disparity of the rich and the poor are becoming increasingly serious.To achieve the bell-shaped normal distribution of personal income that is both efficient and fair we should promote better and faster economic growth,further and perfect the reform of personal income distribution system and related economic systems,strengthen construction of the legal institution,build up an ethos of honesty and moral integrity within the Party and among government employees,and continuously consolidate and develop the socialist public economy.

    Scientific Socialism:Opportunities,Challenges and Strategies

    In the new century scientific socialism is offered a good opportunity but at the same time meets with severe challenges in both theoretical studies and curriculum development.The new era may be the best period for development of scientific socialism,but it also poses the hardest obstacles to it.To seize the opportunity and meet the challenge,sufficient emphases should be placed on the theoretical studies of scientific socialism.In addition,curriculum development of scientific socialism and international communist movement should be strengthened.We must cultivate researchers who are faithful to socialism,have acquired a solid academic foundation,and can maintain honesty and integrity.We should also promote international communication in order to enhance the international influence of our studies on socialism characteristic of the Chinese style.

    The author points out that localization and popularization of Marxism in China as well as the advancement of Marxism with the time has been the regular development pattern of the guiding function Marxism performs in China for the past 60 years.The relation of the three is that of dialectical unity.The paper concludes that progress of the three aspects have been realized in the course of overall development and interactions among them.

    A more scientific interpretation of Marx’s historical materialism is the key to enhance development of Marxism.It is generally accepted that historical materialism shows that history follows a regular development course,and the superiority of communism is mainly manifested in greater productivity.The author,however,holds a different idea,claiming that historical materialism should be re-interpreted from a completely different perspective.In other words,many ideas need be re-examined.Cases in point are productivity and productive relation in capitalism,their interaction,and the exact social form of communism.

    On Marx’s Transformation of Feuerbach’s Humanism

    Marx’s relation with Feuerbach experienced three phases.They are the positive phase when Marx was under the influence of Feuerbach,the negative phase when Marx broke away from Feuerbach,and the phase of double negation when Marx accepted the rational elements of Feuerbach’s ideas.Marx then transformed Feuerbach’s humanism in the light of Marxist historical materialism and the surplus theory,and established his theory about man,also referred to as scientific humanism.Scientific humanism and historical materialism are consistent with each other.They are two inter-related and inseparable aspects of Marxist philosophy.Therefore,we should stick to the unity of the two and,in practice,combine the economic and social development with human development.We should also adhere to the people-oriented scientific concept of development.

    In the past decade,great changes have taken place in the energy strategies of the international community,including China.The developed countries in America and Europe,for example,have eventually adopted the new approach of developing low-carbon economy as their energy strategy in the 21st century.Likewise,China is also facing the new challenges upon completion of a round of constructing national energy strategies.The paper offers a discussion of the energy prospects of the world,the rise and development course of the low carbon economic strategy and its trend and key factors.The impact of low-carbon economic strategy,the challenges China is facing,and the policies China has to make to meet these challenges are also explored.

    China’s influence in the world politics and economy and her needs for GHG emissions lead to her important position in the international climate politics.China is now under the pressure of many problems in the current world climate politics given rise by the increasing international expectations,the invalidity of previous tactics,the splitting of G77 and China,the transformation of "drag-on" countries,non-governmental public opinions,the carbon tariff and so on.In the near term,China should respond by emphasizing human development rights,accumulative per capita emission rights,and shared carbon responsibility between traders.In the long run,China should be dedicated to developing measures of constructing low-carbon national strategies.

    The traditional theory and the critical theory are two important concepts proposed by Horkheimer.The traditional theory was developed during the 17th and 18th centuries.It contributed to the capitalist social and economic development,and its characters were shaped by the capitalist society.Thus,the traditional theory had performed the functions of constructing and maintaining the capitalist society.The critical theory,on the other hand,was developed in the 1930s and has launched severe criticism on the capitalist society.It attempts to abandon the traditional theory and change the living conditions of human beings through critiques.It has performed the advocating and catalytic functions of promoting social changes.

    Status,Difference and Identity:The Citizen Conception of Contemporary Multiculturalism

    Ethnicity is the core concept of contemporary multiculturalism.It is in effect a special type of citizenship.The conception of differentiated citizenship was advanced by multiculturalism when confronted with the universal citizen conception of liberalism.Differentiated citizenship emphasizes commonality of ethnical differences based on the recognition of the equal right of citizens.The conception of differentiated citizenship claims that ethnical identity is an essential precondition of national identity,and national identity is the spiritual foundation of ethnical difference.As far as the citizen-state relationship is concerned,multiculturalism advocates a positive state conception,that is,the state should actively safeguard the minority rights.The author concludes that differentiated citizenship conception and differentiated politics developed on the basis of differentiated citizenship conception offer beneficial inspirations to ethnical politics in a multi-ethnic state.
