Participatory governance(PG) is a process in which interested citizens, organizations and government participate in public decision-making,allocation of resources, and cooperation in the process of governance. As a new type of participatory model of governance,PG functions as an application of participatory democracy in governance.Worldwide participatory governance improved the local political ecology, enhanced citizens’ awareness and promoted the local economic and social development.Based on a thorough inspection in PG,the authors hold that this governance model may shed light on China’s "governance reform" and governance innovation. As a "decision-making framework",participatory governance may benefit the government by securing scientific and democratic decision-making,help to reshape the government-citizen relationship, foster civil society, and cultivate "good citizens".The nature of the practice of participatory governance that starts from the local and grass-roots also points to the direction of governance innovation.
