    Shorten Time Lag of Policy, Enhance the Scientific Nature of Macroeconomic Adjustment

    China’s macroeconomic adjustment has lagged behind,and time lag of economic policy has been too long since 1997.The main reason is that we do not achieve the right balance between policy stability and flexibility,continuity and timeliness; the officials in government sectors and subsidiary research institutions dare not put their own views forward in prior to the leaders,so to delay opportunity of decision-making.To enhance the scientific nature of macroeconomic regulation and control,it is in need of carrying out some measures.

    Economic Analysis of Maintaining Growth with Domestic Demand as the Major Prompt

    Since the implementation of the reform and open-up policies,the export-oriented foreign trade strategy has made important contribution to China’s economic growth. However,this economic growth mode has its own inherent defects which has led to such problems like external imbalance in terms of macro-economy,irrational industrial structure,unfair distribution of benefits at home,and increased attrition in international trade. Consequently,sustainable economic growth is at stake. Under the circumstances of international financial crisis,the economic growth mode that relies on export becomes hard to function. Meanwhile,the long existing problems of over-investment,imbalanced investment structure and so on make it difficult to continue to promote economic growth by means of increasing investment. Therefore,adopting the economic development strategy of raising domestic demand,especially raising the consumer needs,may be a rational macroeconomic strategy to maintain rapid development of our national economy.

    On Adhering to and Developing the Basic Principles of Marxism

    The author holds that the process of localizing Marxism and establishing the theoretical system of socialism characteristic of the Chinese style is in itself a process of adhering to and developing the basic principles of Marxism. The key to adhering to and developing the basic principles of Marxism lies in correct understanding of what these principles are. Being the product of practice,the basic principles of Marxism can only be developed in the process of practice and should not be treated with a dogmatic attitude. To maintain the guidance of the developing basic principles of Marxism we should adhere to the theoretical system of socialism characteristic of the Chinese style.

    The Key Value System of Socialism:Manifestation of the Nature of Socialism

    The question "what is socialism" poses a historical and practical problem in theoretical research. The answer to this consists in how to manage the relation between the value and the nature of socialism. The key value system of socialism is a brand new concept arising in the process of exploring construction of socialism characteristic of the Chinese style. It means a breakthrough in the empirical thinking pattern of socialism to manifest the value dimension of the nature of socialism,and has discarded the ethical thinking pattern of socialism. With the key value system of socialism we are able to grasp socialist value and socialism in view of the dialectic relations of history-value and value-institution,which leads to a higher level of understanding of the nature of socialism that reflects our time.

    The Concept of Alienation in Existentialism and Marxism——The Hegelian Theme in Modern Social Thoughts

    This paper focuses on the Hegelian themes of the self and the society referred to by the term "alienation" in Marxism and existentialism,two schools of major contemporary social thoughts. The author critically explores Hegel’s account of "alienation" and the different responses to it from Marxism and existentialism. The paper reveals the evaluative instead of sheer descriptive use of the concept "alienation" in the light of these schools of thoughts. It especially emphasizes the positive meaning of the phenomenon of alienation in a modern society for individual development.

    Western Marxology:Scholasticism and Ideology——on the Orientation of Marxism Studies in China

    Western Marxology is a special academic thought that appeared under certain historical circumstances. It had exercised relatively strong influence abroad. Recently its influence has extended to Marxism studies in China. While this thought accentuates its research methodology to be neutral and scientific,its research themes,research subjectivity,research paradigm and its actural influence tend to bear obvious idiosyncrasy of the capitalist ideology. Therefore,the author holds that Chinese studies of Marxism should stick to the right orientation and properly manage the relation of western Marxology and Marxology.

    How Should We "Comprehensively and Accurately Understand Marx’s Das Kapital"?——On Professor Xi Zhaoyong’s Ideas and Argument Logic

    The paper claims that Professor Xi Zhaoyong has failed to understand correctly the implied meanings of Deng Xiaoping’s words "comprehensively and accurately understand Mao Zedong thought",and he probably did not read Deng’s original words carefully enough. The author points out that following an opposite train of thought Xi has misunderstood Deng Xiaoping’s original idea,and has attempted to interpret Das Kapital according to a principle contradictory to Deng’s idea of "comprehensive and accurate understanding". Xi is,in fact,resorting to a slogan of the cultural revolution,the so-called "Fanshi" and "all the words expressing truths",as the supporting theory and tool in theroetical research. This paper,then,launches an all-round response to Professor Xi’s arbitrary and distorting interpretation of the author’s ideas,claiming that Xi’s interpretation is in the critical spririt of the "cultural revolution". The author maintains that Professor Xi’s argument does not hold water in terms of his theoretical understanding,logical thinking,method of argument,and points these defects out. The author also analyzes and discusses from a new view point how money turns to capital,how labor becomes commodity,and the source of surplus value as well.

    Signing Statements:A Rarely Known U.S.Presidential Unilateral Policy Tool

    Signing statements are probably one of the most important but the least known unilateral policy tools that have been used and abused by U.S. presidents in recent years. This article,taking U.S. legislative-presidential relationships as its starting points,interprets conceptual meanings and basic functions of the presidential signing statement,examines how it is extensively employed for instance by President George W. Bush in U.S. foreign and security policy,and shows how this policy tool gives rise to heated debates within the United States. Finally the article asserts the nature of expansions of U.S. presidential and executive power behind the broad use and abuse of the signing statement.

    American Hegemony’s Multilateralism Behaviors and Motives

    After World War Ⅱ,the United States had advocated multilateralism in international politics in order to restructure the world order. However,since the end of the Cold War period,the United States as a country of unipolar hegemony has assumed an instrumental attitude towards multilateralism. This can be mainly accounted for by the following factors. Firstly,the American historical experience determines the American approach of regarding multilateralism as a means instead of an end for international order; Secondly,different parties hold different ideas about multilateralism,resulting in different policies concerning American involvement in international affairs; Thirdly,the concerns about different targets of foreign policies influence American policy-makers’ decision about whether or not a multilateralism strategy should be adopted.

    The Multinational Capital’s Logic of Hegemony and Change

    Post-colonialism,as a school of Marxism,reveals that behind the western cultural hegemony lies the hegemony of multinational capital which extends its hegemony according to the logic that capital expands on the unequal international distribution of labor through branches of multinational corporations. The author then raises two questions: First,compared with the hegemony of capital in the free capitalist society revealed by Marx and Engels,what is the expansion and change logic of the hegemony of capital in the mutinational capitalist era? Second,in the process of resisting capital hegemony,what complexity and unique characters have been brought about by this change? The author attempts to clarify these problems in order to enrich and develop the examination and criticism of capital hegemony offered by Marx and Engels.

This paper discusses the historical course,theoretical schools,methodology and discipline construct of the study of modern political communication in the west with the intention of offering theoretical references for the newly arising discipline "the study of Chinese political communication".

    "An Introduction to Modern Chinese History" is a new course without much practical experience. Based on the actual teaching practice and supporting theories the paper offers ideas that may help improve the teaching effect of that couse. These ideas are as follows: cultivating problem awareness of the teachers and students alike so as to promote interaction in class,interpreting contents of related couses to define the focus of this course,applying the theory of synthesized historical forces for a comprehensive and reliable analysis of the course contents,and enriching the means of teaching by using the method of demonstrating historical logic evidenced by detailed facts.
