Ideas and Options for Improving the Chinese Labor Policies
    WU Zhong-min
    2009, (2):  5-11.  DOI:
    Abstract ( )   PDF (913KB) ( )
The author holds that several issues concerning problems in the existing labor policies in China deserve special attention.First, the labor policy should be viewed from the perspective of social justice. Thus, emphases should be placed on the labor policy in terms of the basic idea, fundemental institutional design, and major actions of policy-making.Secondly,the function of the trade union should be further activated. For this purpose two options can be considered: professionalize and socialize the president of the trade union,or rely on the Party organization within the enterprise to fulfill the responsibility of the trade union.Thirdly, employer associations should be normalized in order to follow the principles of independence,self-regulation and maintaining social justice.Fourthly,an effective mechanism of coordination should be established.Fifthly, the feasibility and procedures of promoting implemention of labor policies should be properly handled.

    XIN Yi, GAO Jie
    2009, (2):  12-18.  DOI:
    Abstract ( )   PDF (1926KB) ( )
Since the implementation of the reform and open-up policies, for six times the theories and policies proclaimed at the CPC National Congress marked the development course of the Party’s "San-nong" policies in the new era,the recurrent theme being "offer more, take less and allow flexibility".The theme that prevailed the 12th,13th and 14th National Congress political reports was "allowing flexibility" for purpose of striving to push forward the marketing reform of China’s rural economy. The political reports of the 15th Congress and 16th Congress stressed the idea of "taking less" in order to reduce the load of the peasants, which eventually led to the great accomplishment of abolition of agricultural tax.The reports of the 16th Congress and 17th Congress,on the other hand, reinforced the ideas of "offering more".Following that was the implementation of the policies "industry feeding agriculture, and cities supporting the countryside".

Political Economic Analysis of Diversity in Contemporary Capitalism
    LIU Feng-yi, SHEN Wen-wei
    2009, (2):  19-27.  DOI:
    Abstract ( )   PDF (1340KB) ( )
The authors observe that contemporary capitalism shows a character of diversity, the most representative models being the American liberal capitalism, the Japanese monopolistic corporate capitalism, the German social market-oriented economy and the Swedish welfare capitalism. Each model has its own economic and social advantages. The diversified economic models of capitalism is the result of integrating their own production relations and the local situation. The reason for the co-exisitence of various models is that each one has its own internal rationale. The development tendency of diversified models of capitalism is combining economic and social advantages through adhering to their own rational kernel. This phenomenon is,in essence,a reflection of the internal adjustment of capitalist production relations against an external enrironment of economic globalization.

Technological Innovation and the Power of Capitalist Economy
    NING Guang-jie
    2009, (2):  28-33.  DOI:
    Abstract ( )   PDF (700KB) ( )
In capitalist economy technological innovation is closely related to the capital’s needs to increase in value. With the accumulation of capital and appearance of large quantity of surplus capital, there arises the need to accelerate technological innovation in order to absorb the economic surplus. The cycle of technological innovation goes in parallel with the cycle of economic growth. As technological innovation in the capitalist economy centers around the need for value increase of the capital, the social benefits of technology innovation is very often not fully realized. Thus, while technological innovation provides power for the capitalist economic development,it cannot change the low economic growth rate or resist the cyclical economic fluctuation.

On Micro Analysis and Macro Description in Studies of the Social History Concept——A New Perspective in the Study of Historical Materialism
    WANG Xiao-sheng
    2009, (2):  34-42.  DOI:
    Abstract ( )   PDF (1339KB) ( )
Researchers of historical materialism differ in their emphases. Some focus on the macro structure such as productivity and production relations, economic basis and superstructure.Others insist that historical materialism is a science of human beings and their historical development, thus they study human history from the micro dimension of individuals. In fact,Marx had studied history from both dimensions and attended to the relations between the two. Therefore, the author suggests,in the study of historical materialism,we should pay attention to the mutual relation between the micro stucture of individuals and the macro structure of the society in examining the development course of history.Only in this way can we properly understand history.

    KONG Ming-an
    2009, (2):  43-50.  DOI:
    Abstract ( )   PDF (1736KB) ( )
The paper holds that Baudrillard’s philosophical idea can be summarized as a theory of technology criticism against contemporary technology, especially technology of simulation and simulacra like mass media and the most advanced technology of digit and clone. It is a type of pessimistic technology determinism theory, and at the same time an expression contemporary obligation. The author maintains that we should not resist or replace Marxist concept of science and technology with technological nihilism or technology pessimism as Baudrillard did.Instead,we should continue to renovate and advance Marxist philosophy in contempory technology and further our understanding of contemporary technology as well as Marxist historical materialism.

International Strategic Study in China:Research Program and Methodology
    MEN Hong-hua
    2009, (2):  51-58.  DOI:
    Abstract ( )   PDF (1499KB) ( )
The paper debates the basic concept, scope and methodology of international strategic studies first, and then an analysis of the current research situation is offered, and the future prospects and major issues of international strategic studies are proposed. The author points out that while international strategic study becomes a hot issue in china, the depth in theoretical analysis and the quality of systematic and precise analysis are relatively not satisfactory, and wide-field research or relevant studies with practical implications are yet to be strengthened. The author suggests that there are three decisive aspects in this research area, namely, establishing and perfecting national decision-making consultant mechanism, promoting development of the discipline of international strategies, and improving the scholars ability to do strategic analysis. These aspects are also the weakest parts in China’s international strategic studies.Of the various issues in the study of international strategy, grasping the most crucial ones is a decisive factor.Attention should be directed to major strategic issues such as but not restricted to global currents, law of the rise and fall of major powers, national power, and strategic culture.

    JIANG Xi-yuan
    2009, (2):  59-66.  DOI:
    Abstract ( )   PDF (1802KB) ( )
In the movement to restructure the relation between China and the outside world, there appear conflicting ideas on basic characteristics of the Chinese strategic culture, and they are namely as follows: 1,a sense of determination and reality in time and space;2,man occupying the highest position and a positive attitude toward the mentality of man;and 3,respect for heaven and life with a sense of integration and the golden mean are the central value. After all,the Chinese cherish a type of peaceful setting under certain orders governed by regulations accepted by people at all levels and of all ethnics.Establishment of a harmonious world depends on whether effective communication and mutual complementation are maintained between the cultural tradition of seeking a definite and unified world, and China’s acceptance that the world is integrated and free, and that a steady order is the basis of lasting peace.

A Review of the Latest Empirical Studies of Western Marxist Economics
    GAO wei
    2009, (2):  75-80.  DOI:
    Abstract ( )   PDF (1267KB) ( )
Marx emphasized the importance of empirical studies.Up till now, empirical studies of Marxist economics in the west has gone through three major stages,in which the core issue is the necessity to distinguish productive and unproductive labor and the criterion for this division. At the first stage, productive and unproductive labor was distinguished, but at the second stage the distinction became obscure. This error was corrected at the third stage when the two types of labor was made clear again. The empirical study on profit rate of the United States by Moseley and Wolff led to a major debate over research methods. It reflected the core issue of whether it was necessary to draw a strict line between productive and unproductive labor.

    LIN Min-wang
    2009, (2):  81-90.  DOI:
    Abstract ( )   PDF (2135KB) ( )
The paper mainly discusses how the audience cost influences international cooperation. The theory of audience cost is the latest development of the rationalist IR.It points out that due to publicity of international events, political leaders are increasingly under close observation of political spectators at home and abroad, hence the existence of audience cost in international interactions, which in turn exercises influence on international interactions.A good case in point is international cooperation. In this paper the concept of audience cost is discussed, and causes for failures in international cooperation are explored. The paper then claims that as audience cost signals a high price,it may convey the true intention and raise the credibility of commitment of a country, likewise, international cooperation is promoted. At the end of the paper, progress and limitations of this research are discussed.

The Formation Process and Development of Marx’s Idea of "Nature of Man"
    ZHENG Dong-fang, WANG Hong-bo
    2009, (2):  91-96.  DOI:
    Abstract ( )   PDF (2271KB) ( )
"Nature of man" is not only a major concern of Marx, but also the foothold and point of departure of Marxist historical materialism. The current discussion of human-orientedness requires that we study Marx’s idea about the nature of man by referring to the texts of Marxism. The formation and development of Marx’s idea of human nature has experienced an development course from believing in Hegel and using Hegel’s idea to express human nature to believing in Feuerbach and using Feuerbach’s idea to express human nature, till formation of Marx’s own historical materialist idea, using historical materialist category, the man in reality,to express his own idea of human nature.
