    Political Emancipation Aimed At Human Emancipation——On Development of Contemporary Political Civilization in China(Ⅲ)

    The author maintains that Marxist theory on human emancipation should be regarded as the ideological basis of constructing political civilization in contemporary China.Political emancipation in a socialist society can be summarized as "political emancipation aimed at human emancipation",which serves as the political concept and principles for reform of our political system.It is necessary to identify the links between the basic ideas of contemporary political civilization in China and ideas of liberalism,nationalism and social democratic politics,and make clear distinctions of the principal differences among them as well.

    The nature of the capital lies in the proliferation.At different development stages of capitalist production mode only one of the capital forms takes the dominant position.The emergence of various forms of the capital is the result of the contradictions in a capitalist society.In history of capitalist development,evolution of the capital has experienced four stages,namely,the commercial capital,industrial capital,financial capital and virtual capital.The types of economic crises at different stages vary in characteristics and status.The sub-loan crisis represents economic crisis at the development stage of virtual capital,which is an inevitable consequence of the development of capitalism.It is in essence of the same nature with economic crises in history.

    An Analysis of Unemployment under Circumstances of Economic Decrease: Scale,Characters,and Measures against

    The paper starts with an estimation of employment flexibility in industries other than agriculture in China.The data reveal that due to the distribution of employment flexibility,the current economic decrease will strike the second industry in the east and the third industry in the mid-west for two rounds.The year 2009 will witness a severe employment situation even worse than the unemployment crisis in 1998.This round of unemployment is the first wave of unemployment facilitated by the market with the following new characters.Unemployment has moved from within the system to units that are outside the system,even informal ones,with wider spread,more intensified among the lower classes,and bringing harder destruction to people’s life.Worse still,the government capacity to maintain control is also largely weakened.This situation requires that the government initiate new measures in coping with the problem of unemployment,such as making use of the functions of positive financial policies.The paper also raises suggestions for policy-making accordingly.

    On Harmonious Relationship between Political Parties and Construction of Harmonious Inter-party Culture

    The harmonious relationship between political parties in China,especially harmonious relationships of CPC with the democratic parties,is an important component of a harmonious society.It is also seen as the political basis for maintaining harmony among various social relationships.The construction of a harmonious inter-party culture between CPC and the democratic parties is an important component of constructing the contemporary harmonious social culture.The harmonious inter-party culture in contemporary China has a rich tradition and solid foundation,which strengthens the Chinese institution of parties and its political function,and promote construction of a socialist harmonious society.Needless to say,it requires the combined efforts of both the ruling Party and the opposition parties.

    An Analysis of the Environmental Management System of Local Government

    The author observes that in China a number of institutional problems exist in environmental management.On the one hand,the economic management departments and environmental management departments are separate with the consequence that the economic departments rarely take environment issues into consideration at times of major decision-making.On the other hand,the environment departments are often unable to function properly in the face of complicated distribution of power and interests.When dealing with disputes of balancing between the needs for environment protection and the needs for economic growth,very often opportunist behaviors of polluting the environment will result,which reflects competition for benefits and external non-economic considerations.

    Since the re-establishment of political science as a discipline in 1979,great progress has been achieved in terms of curricular development.This paper intends to focus on a qualitative study of the accomplishments of various themes in this discipline,mainly on international relation theories,studies on strategies and security,international political economics,comparative study of political theories,and researches on the Chinese local governance.Given the fact that there is a gap between domestic researches and first-class researches abroad,efforts should be made to present studies on the Chinese local issues and research themes in international academic forums.

    "New Political Economy" is a cross-disciplinary study of economics and political science.It means that these factors like institution,law and ideology must be thought in stuty of economic growth,economic development,and distribution of resources,and they can be analyzed by economic tools and methodololgy.In defining "New Political Economy",many economists emphasize using modern economic tools,theories and methods to study these problems.A broad definition of New Political Economy includes at least three meanings.1.the influence of economy on politics;2.the influence of politics on economy;and 3.application of modern economic tools,theories and methods to study politics,institution,and ideology.Its methodology includes three aspects: individualized methodology,rational selection hypothesis of economic man,and politics being dealing or exchange relation.

    YAN Fu’s idea of developing people’s intellect,upgrading people’s ethics,and increasing people’s strength are the essence of his thought.It was theoretically well grounded and supported by practical evidence.People’s strength is the basis,people’s intellect is the resource,and people’s ethics is the guarantee.YAN Fu believed that a nation’s development and the course taken are determined by the quality of moral being its citizens,their level of intellect,and their physical fitness.This conception of YAN Fu’s and SUN Yat-sen’s principles of three peoples are regarded as two unique monuments in the Chinese modern history of thought.

    Historical Role HU Qiao-mu Played in His Late Years in Correcting the Ideology Guidelines of the Party

    After the Great Cultural Revolution the Communist Party of China was confronted with numerous tasks of bringing order out of chaos,the most critical one being setting the wrong ideology guidelines of the CPC right.Only after establishing the right ideology guidelines could the errors of the Great Cultural Revolution be corrected thoroughly so as to realize the shift of focus in work and speed up the process of reform and opening-up.HU Qiao-mu,in his late years,made great contributions to this cause.He analyzed the supporting theories of launching the Great Cultural Revolution profoundly,defined the nature of the Great Cultural Revolution scientifically,and appraised the historical position of Comrade MAO Ze-dong and MAO Ze-dong thought objectively.He also probed into the causes for the mistaken "leftist" approach that had lasted for twenty years.All his efforts in theoretical studies have laid a solid foundation for completely and thoroughly correcting the wrong leftist behaviors and establishing the right ideology guidelines of the CPC.

    The rapid development of economic globalization has quickened the cross-border population movement.At a deep level,major causes for this phenomenon are of political,economic and natural aspects.On the other hand,we should be aware of its dual effect,for it may challenge national security from political,economic and social perspectives.Therefore,caution should be taken in handling issues concerning the cross-border population movement.

    On Jameson’s Theory of Post-modernist Culture

    Based on an analysis of the new features of capitalist development,Jameson argued that post-modernist mass culture was the mainstream culture at the late stage of capitalism.He held that the defining features of mass culture were without subjectivity or profundity,and were of image in nature.At the late stage of capitalism mass culture performed economic,entertaining and political functions.While Jameson’s cultural analysis consisted of some materialism,his post-modernist position made him unable to describe the deep nature of mass culture.

    Marx’s political philosophy is becoming a research focus not merely because of the political connotation of Marx’s philosophy,the critical reflection of Marx’s political economics,and the philosophical construct of Marx’s communist theories which had led to the rise of Marx’s political philosophy,but also because political philosophy with a strong scholastic awareness is an important dimension in understanding Marx’s ideas.If the researches abroad are mainly summary and elaboration,domestic researches tend to focus on re-examination and construction.While domestic scholars have started their researches later than their overseas counterparts,they showed more profound understanding of Marx’s political philosophy and its contemporary significance.It is based on a survey of studies on Marx’s political philosophy from a historical perspective that a research framework of Marx’s political philosophy is established with the spirit of the era.This is of significance in constructing contemporary Chinese political philosophy and human-oriented harmonious society.

    Can the Internet promote democracy? This has been a controversial issue in the western academic circle.Some hold that the Internet can promote establishment of civil communities and public areas,which may provide access to resources of and more opportunities for participation in political affairs.They claim that this will in turn perfect existing democracy or push forward democratic transformation of authoritative organizations.Others express opposite ideas that the Internet does not assume a valuable role in democracy.Instead,it may leave negative impact on the society.The paper introduces the various ideas voiced by western scholars on this topic and discusses their varied arguments,evidence and value positions.
