    History,Theory and Reality:On the Theoretical System of Socialism Characteristic of the Chinese Style

    This paper discusses the formation and development of the theoretical system of socialism characteristic of the Chinese style,the major theoretical issues and practical problems these theories have analyzed and solved,and further development of these theories from a combined perspective of history,theory and reality.With retrospections over the new era of reform and opening-up and explorations into socialism characteristic of the Chinese style,the author dwells on the social background and practical basis of these theories,analyzes their strategic ideas,theoretical status,and interprets their scientific guiding significance and internal theoretical property.

    On Two Changes of the Urban-rural Relation in China since Implementation of the Reform and Open-up Policies

    The urban-rural relation before the reform and open-up policies were implemented in 1978 was a typical example of having the heavy industry as the priority with the countryside supporting the urban areas under circumstances of a severe international environment.After 1978,the urban-rural relation has undergone two major historical changes.The first major change took place between 1978 and 2002.The second major change took place after the 16th CPC National Congress in 2002 when the policy of integrating development of both the urban and rural areas through filial piety of industry to agriculture and the cities to support the countryside.As a result,the urban-rural relation entered a new historical stage.

    Since the implementation of reform and opening-up,differentiation and restructure the Chinese classes have undergone three stages: dramatic differentiation,sustained rapid differentiation,and restructuring along with differentiation.With further economic development and social development,especially with acceleration of the urbanization process,the social gap will keep on being enlarged at a high rate with more marked restructuring of the classes.Thus,modernization of the Chinese society as a whole will gradually be realized.

    Attribution Factors and Problems of Energy Consumption since the Reform and Open-up in China

    Based on a review of existing studies on the three stages of energy consumption in China,the paper holds that the attribution factors of energy consumption in China include strategic factors,structural factors and technical factors,the factors varying at different stages.Nonetheless,attribution analysis in these studies has been restricted to internal factors.After the turn of the 21st century,China has joined the unification process of world economy and actively participated in world economic division.Under the circumstances of international transfer of industry energy consumption has become a world issue.Therefore,the author claims,energy consumption of China is no longer affected merely by internal factors,and this issue should be studied from an international perspective.

    China treasures variety in the world and thus does not impose her own political structure or ideology on other countries.We believe that different countries should maintain a friendly and harmonious relation regardless of the differences in social system or ideology.Revolution cannot be exported or imported like a commodity.Socialist countries that have the same belief and ideology should also abide by the five principles of peaceful coexistence and develop friendly relation.Efforts should be taken to realize independence and equality among different countries,promote democratic international relation,and construct a harmonious world.These are the basic value orientation of China’s diplomacy.It is this value orientation that has offered theoretical support to China’s policy making in the field of diplomacy.

    Legitimacy of Global Environmental Governance——An Attempt to Combine Political Science,Law and Sociology

    The question of legitimacy has become an important issue in the study of global governance and multilateralism.This paper argues that a comprehensive concept of legitimacy must include the concept of legitimacy of political science,law and sociology.As to global environmental governance,the concept of legitimacy in political science concerns democratic legitimacy in the progress of governance,which complements the emphasis on experimental dimension of legitimacy concept of law and sociology.Meanwhile political science concept of legitimacy lacks concern on the legal legitimacy and political community,which is complemented by the legitimacy concept of law and sociology.The legitimacy concept of law generally concerns about the legal legitimacy and ignores the ethics value behind these law rules which is complemented by the legitimacy concept of sociology.Certainly,the legitimacy concept into which integrates all three dimensions still has some challenges which derive from the issue of political community of global environmental governance and the relationship between environmental governance and other global governance fields.

    Inflation and Responsibility of the Central Bank

    It is generally acknowledged that the central bank of a country should assume the responsibility of maintaining price stability of the country.But it is beyond the central bank to deal with short-term inflation caused by external shocks.When this happens,the central bank should concentrate on the core CPI index other than the prices of energy and food within a short period of time.So long as there is no comprehensive supply shock and the market mechanism is perfect,inflation is a monetary phenomenon,and the central bank should attend to the general CPI.Sustained inflation is caused by inflation expectations when the central bank is viewed as being unable to deal with inflation with wrong monetary policy-making.It is beyond the central bank to deal with the cost-pushed inflation against a background of overall supply shocks and imperfect market mechanism.The central bank then has to seek collaboration with the government.But this will challenge the theory of central bank independence.

    Historically,it was Labriola from Italy,Li Da-zhao from China,Bukharin from Russia and Kawakami Hajime from Japan who had first introduced Marxist philosophy to universities as an academic course.They are the first university professors to introduce and interpret Marxism.Among them,the Chinese tradition of teaching and research on Marxism initiated by Li Da-zhao is the most influential because of the systematic,practical and continuous traits of this tradition,In this sense,it is safe to conclude that Li Da-zhao’s contribution and the position he occupies in the history of Marxism teaching is unique not only in China but also worldwide.

    The establishment of Marx’s theories on market value and market price marked his contribution to development and a major breakthrough of the theory of labor value in classical economics.It is also an important theoretical innovation to interpret the contradiction between value theory and the actual price in classical economics.Accurate understanding of this theory of Marx may add to our understanding of the relation between the use value and price of commodity,which will extend our knowledge of the double meaning of social necessary time of labor.

    A Review of Studies of International Relation in France

    In the field of international relation the American and British schools occupy a dominant position while studies by French scholars appear to be relatively weak.The French international relation studies are closely related to such disciplines as sociology,philosophy and anthropology.It consists of three major schools,namely the annals school,social theory of international relations and post-modernism.To a certain extent the French IR studies have deviated from the single-dimension research model of the American mainstream school,resulting in more variety in IR theories.On the other hand,the long-time self-closure and isolation has left negative impact on development of IR theory in France.In recent years,many French scholars started to participate in academic communications with scholars of other countries,especially American and British scholars.Their active involvement has enabled them to exercise more influence on the international agenda.
