    Theoretical Course of the Transition to Socialist Market Economy

    China has been pushing forward the market-oriented reform since the implementation of reform and open-up policies.The theoretical guidance for the early stage of the reform paved the way for formation of the theoretical guidance in the latter stage.The point of departure for the market-oriented reform was the prevalent planned economy assisted by market economy in the early years.The reform broke through the traditional planned economy and achieved a great advance in the history of socialist economic theories.With the progress of the reform both in theoretical studies and in practice,this achievement has kept on increasing and eventually the vital transition towards socialist market economy was realized.

    In the past 30 years of reform and opening-up to the world,the guiding thought of our macroeconomic regulation and control has been those of planning dominated,indirect regulation and control,and policy-dominated in accordance with the planned economic system,the planned commodity economic system,and socialist market economic system respectively.The evolution of the guidelines from planning dominated to policy dominated reflected our increasing understanding of planned economy and market economy,and our deepening understanding of the relation between planning and market as well.

    Based on an analysis of the course of reform in the Chinese rural area,the paper holds that the principal experience drawn from 30 years of rural reform are respecting the will of the peasants,balancing the relation between efficiency and fairness,and properly selecting the approach to promoting the reform.Currently,our agriculture and rural economic development have entered a new historical stage.Implementation of relevant policies should meet the requirement of the new era.

    Based on a review of studies on Marxist philosophy since the implementation of reform and open-up policies in the past 30 years,the paper offers an in-depth analysis of the phenomenon of Marxist philosophy focusing on political philosophy from a problem-solving perspective.The author holds that the development of studies of Marxist philosophy in the new era is reflected in a course from epistemology to political philosophy,and from truth to wisdom.The paper also anticipates the fundamental issues of and the basic approach to studies of the Chinese political philosophy.

    The bureaucratic organization which performs a fundamental function in the industrialized society has its own particular life cycle.It may cyclically become rigid and fail to function at times,and then become active and alive again through organizational reform.However,the reform of bureaucratic organization is extremely difficult as various factors may pose obstacles in the way.It is just this character that determines the its historical nature,that is,it can perform its function of organizing the society only in industrialized society that aims at social stability.Mankind is now moving towards the post-industrialized society,facing increasing degrees of complexity and uncertainty.Thus,construction of cooperative organization is demanded.Cooperative organizations are open organizations structured by the society.Therefore,organizational reform can be a normal phenomenon within cooperative organizations.

    Financial Division Theory and Construction of Multi-level Capital Market in China

    Division of finance based on the different risk sharing mechanism provided by financial market and intermediations plays an important role in the stability of financial system.The capital market also has an unique division advantages on aspects of financing new technologies.Nevertheless,the insufficient development of China’s capital market and the vacancy of growth enterprise market lead to an inadequate cross-sectional risk sharing provided by the market and the difficulty of financing new technologies.China’s capital market sinks into an eddy current of division dislocation.This paper believes that China should use the opportunity of excess liquidity,building the multi-layer capital market,promoting the scale of our capital market,enhancing the stability of financial system,and provide financing support for the development of new technologies industry.

    Ecocivilization,the highest estate of the progress of material and culture,belongs to a logical system consisted of agriculture civilization,industrial civilization,and ecocivilization.A pre-requisite of developing ecocivilization is adjusting technology of production aimed at a leap in the method of material transformation between man and nature so as to realize freedom in nature.To strive for the freedom in nature,man has to resort to freedom in the society with freedom of consciousness as the premise.In this regard,construction of ecocivilization inevitably corresponds to a high-level civilization.This is similar to the requirement of agriculture civilization and industry civilization,but in a much more profound sense.Construction of ecocivilization in China should emphasize material production and realize the dialectic reversion.To achieve this it is necessary to emphasize high-level civilization,especially the reaction of spiritual civilization.

    Institutional Analysis of China’s Participation in UN Regulations against Torture

    Ever since the entry into the UN System of Regulations against Torture,China has been actively involved in related international conventions,and cooperated with UN institutions against torture and similar organizations of various countries and regions in the world.The steps of reform in the system of administration,legislation and justice are quickened.There have been three different interpretations in the academic circle about the causes and motives for China to participate in regulations against tortures,namely,the strategy theory,the stimulus-response theory,and the beneficial theory.However,all three tend to reason on the simple expected results logic and are not sufficiently persuasive.This paper attempts to refer to the theory of social adaptive logic of sociological institutionalism to offer a new interpretation by analyzing five aspects the institution provides for the participants,namely,meaning construct,cognitive dimension,social legitimacy,the cognitive map about the shared issue network,and common characters of the participants.

    The Institutional Choice of Regional Economic Cooperation for China:A Comparative Analysis of APEC and CAFTA

    In accordence with Chinese policy preference,the institutional level of CAFTA is higher than that of APEC.Based on transaction costs model in the framework of comparative institutional analysis,I select six variables including sensitivity of issue area,homogeneity of states,transparency,asset specificity,frequency of transaction and uncertainty,and then compare the transaction costs of states by ordinal measurement.The paper attempts to provide a theoretical explanation for the institutional choice of regional economic cooperation for China.

    Doing research on "Western Marxism" is difficult because the researchers have to read original works written in foreign languages to understand the ideas of western scholars.It is even more difficult to evaluate their works by referring to appropriate criteria and make sound judgments.To study "Marxism in the west" we need a strong desire to explore into the theories and find solutions to major theoretical and practical issues.The author,for example,has undergone changes in views towards "Western Marxism" in the process of research concerning the following ideas: the "radical Marxism" related to the so-called "left-wing","the scholastic Marxism" divorced from reality,"’philosophic’ Marxism" confined to the fields of philosophy and aesthetics,"reconciled and compromised Marxism" that combines modern western thoughts with Marxism,"critical Marxism" that attempts to destroy and reject,and "Marxism in developed capitalist society" that is suitable only for modern industrial society.

    Emergencies are often disastrous events that cause casualties and damage people’s properties.However,they may also bring about unexpected opportunities for education of adolescents by inspiring enhancement of ethics.But this does not mean that the growth is always linear.There are possibilities of sudden enhancement at times of social public emergencies during which a sense of crisis might be inspired among adolescents.In the light of the impulse theory,the mood and affective impulse could be guided to positive development and provide opportunities for adolescents to gain experience of participating in dealing with disastrous events.Thus,a rational mind and a sense of social responsibility could be cultured.
