Development of the Chinese civil capital has its own institutional tradition in history.It differs from its counterpart in the west in six aspects:structure of the political system,structure of industry and business,economic foundation,structure of the market,maintenance of social order and medium of communication.Although new opportunities have been open to the development of the civil capital.Since the implementation of the open-up policy,there still exist many restrictions,such as those in defective design of political institutions,widespread state-own capital,serious dual structure of economy,dominant patriarchal pattern of communication,poor legal envrionment and increasingly intensified conflicts of interests and so on.Therefore,it is necessary that the government create optimal institutional environment to promote growth of civil capital in order to ensure continuous and healthy development of the Chinese civil capital.
