    Development of Civil Capital:Institutional Tradition in History and Institutional Dilemma at Present

    Development of the Chinese civil capital has its own institutional tradition in history.It differs from its counterpart in the west in six aspects:structure of the political system,structure of industry and business,economic foundation,structure of the market,maintenance of social order and medium of communication.Although new opportunities have been open to the development of the civil capital.Since the implementation of the open-up policy,there still exist many restrictions,such as those in defective design of political institutions,widespread state-own capital,serious dual structure of economy,dominant patriarchal pattern of communication,poor legal envrionment and increasingly intensified conflicts of interests and so on.Therefore,it is necessary that the government create optimal institutional environment to promote growth of civil capital in order to ensure continuous and healthy development of the Chinese civil capital.

    On Evolution of Marx’s View on Freedom and Equality

    With the rise and growth of the market economy in the west,theorists have directed their attention to economic relations and labor.They define human relations merely in the sense of commodity exchange.Based on this understanding,they argue for general freedom and equality,and for integration of individual interests and common interests from the perspective of the capitalist civil society.They discuss human freedom and equality by referring to the Abstract ethical practice,and thus consider political states to be integration of specific interests and general interests.Marx,however,analyzed the exchange and political ethical relations in the light of material relations with the labor of individual workers as the point of departure.He revealed the conflicts among different classes and falsity of general freedom and equality under the capitalist system.He emphasized that exchange of commodities takes place in the field of material production governed by necessity for human existence,which belongs to the realm of necessity.Only by changing the capitalist economic and political system can the realm of freedom be realized where people are able to enjoy free time with equal rights.

    Theoretical Framework of Virtual Money and Extension of the Proposition

    The development of commercial economy demands innovation in the tool of money payment.As a result,money as the basis of dealings becomes virtualized.The virtual money,by and by,comes to be the medium for payment in dealings of low-price virtual products on the Internet.Although virtual money has not assumed an independent status as a form of currency,it has promoted research on relevant issues concerning the theory of currency.The theoretical framework for research on virtual money is composed of its meaning,circulation,its relation with the legal money,and its relation with e-business.Further researches on the challenge of virtual money to supply of actual currency,its contribution to extension of studies on virtual economy,issuance and exchange of virtual money,and measures for normalization and monitoring of virtual money are recommended.

    An Analysis of Politics and Legitimacy under Circumstances of Modern Society

    Democratic politics in the modern society provides the necessary premise for reflection on legitimacy of political power.The paper analyzes the three criteria for justification of political legitimacy,namely,empiricism,use of norms,and utilitarianism,and maintains that in the modern society,the essential resources that support political legitimacy lie in legitimacy of rise and operation of political power,legitimacy of the value system,and legitimacy of provision of the public political products.Any single resource of legitimacy is insufficient to support legitimacy of modern political power.Therefore,the modern government should be highly concerned with the integration of legitimate resources in order to raise the quality of governance and to guarantee legitimacy of its power accordingly.

    The behavioral economics study in the reform of price marks a transfer of theoretical research on price from the perspective of the matter to the perspective of humanistic concern.This is a principal approach against failures of the government in policy-making.The paper holds that the price policy may not function at all without considerations into the influence of the actual behaviors and responses of the producers,concumers and local government under specific circumstances from a micro perspective.For this reason,the behavioral economics analysis on reform of price now should be the tendency and the right focus.The author concludes that emphases should be placed on it in future researches.

    There has been existing violence and wars since the existence of human being.To prevent the wars and maintain the peace,human beings have put forward many blue prints about the ideal international order,among which the hegemony stability theory has the greatest influence to the modern international community.The view of harmonious world has a totally different judge in two things about the international order,that is,the basic value and the specific views.So the view of harmonious world is realistic,scientific and progressive,and has pointed out a new way for how to contain war,maintain peace and construct the world new order.

    The traditional alliance theory about the base of alliance which common security interests because of facing the common threats is being challenged.This kind of challenge comes from the more extensive influences of economy and international regime in international relationships.For the traditional base of alliance,the affects of international regime and economical level’s anxiety and threat are not only challenge but also cultivate,which make intensification and complication of it.
