    Evolution of China’s Regional Development Strategy and Choice of Objectives in Collaborative Regional Development

    Since the implementation of reform and open-up policies,China’s development strategy has taken a couse of gradual evolution from imbalanced development with the coastline areas as the priority to that of collaborative regional strategy.The scientific concept of development helps to add new requirement of the time and new connotation to collaborative regional development.It should aim at realization of both economic development and social development based on regional interests.Also,collaboration should be operated at three levels,namely,four major parts,main function area,economic circle and economic belt.The author holds that a dynamic integration of five major objectives should be the guideline of collaborative regional development.The five objectives are as follows: maximizing advantages of the region,restricting regional differences at a reasonable scale,implementing equal policy in basic public services of the region,reinforcing a uniformed market,using the resources effectively with the ecological environment protected and perfected.

    To Construct the National Strategic System of China

    A Country’s national strategic system comprises national strategy,global strategy and regional strategy.A sound one should be based on the integration of national strategy and international strategy,and permeated with opening-up idea on deferent levels.The current national strategic system of China is characterized as being inward,economic,and much more flexible yet lack of long-range perspective.Therefore,it is an urgent issue to construct a scientific and comprehensive national strategic system in line with the changes of China’s internal and external environments.The paper describes the evolution of the Chinese national strategic system from 1949 to 2007,and emphasizes opening-up policy as the mainstay of the system.The author maintains that the following aspects are the priorities in constructing a sound system: to optimize the national strategy in order to perfect the setting of domestic open-up situation;to further the global strategy in order to extend national strategic interests;to strengthen regional strategy in order to be a dominator in the process of East Asian integration.

    On the Theoretical Position of Marxist Conception of Civilization and Harmony

    Marxist conception of civilizaiton stands out because it has surpassed its contemporary theories by developing the positive elements and discarding the negative elements of them,and thus surpassed both these theories and theories after it,taking the lead in the historical course of harmonious progress of human civilization.Marxist conception of civilization has acquired this position because it has solved the problems of the internal tension of relations of material and spirit,science,technology and humanity,man and nature,and man and society.That Marxist conception of civilizationt is able to achieve this is due to its nature of historical materialism,its thoroughly revolutionary character,and its unique character of practice.Marxist conception of civilized harmony has arisen in the modern time,but from the perspective of human cognition history,it belongs to the the contemporary and the future,pointing to a practical path to harmonious development of human civilization.

    Daily life is an important dimension in Marx’s philosophy.Its ideas of humanistic care,scientific spirit and values are expressed in Marxist theory of daily life in terms of its internal structure,historical realism,life experience of people at large and the practice of the nations.Studying Marx’s theory of daily life and its methodology is of remarkable significance not only in grasping the truth in Marx’s philoshophy.It also offers theoretical and practical,contributions to localization and popularization of Marxism in China,and to application of the theory in the life of the people as well.

    Influence of Foreign Direct Investment on Institutional Changes of the Chinese Property Right System

    The author holds that foreign direct investment influences the institutional changes of the property right system in China.The major influence lies in two aspects.It has promoted dealings in property rights,and raised the efficiency of the property right structure.The author concludes that the influence of foreign direct investment on institutional changes of our property right system has been achieved by means of the competition mechanism,foreign acquisitions,changing conditions for reform of state-owned enterprises,and policies in favor of foreign investment.

    China’s economic development has entered a new cricial stage.The structural relation in economic development is in urgent need of adjustment,among which three relationships are the most important which have affected the change of economic development mode.Of the factor of dependence on approach,the resource oriented economic growth should be changed to innovation oriented economic growth,concerning the structural change,the mode in which manufacture industry is the leading force should be changed to one in which manufacture and service industry are combined to assume the leading force,and in the area of welfare improvement,the principle of efficiency as priority of income distribution should be changed to the principle that considers the combination of efficicncy and fairness as the priority of income distribution.

    Reiteration of the Foundation of Practical Ontology and Its External Set——On Gramsci’s Practical Philosophy

    Gramsci’s practical philosophy reiterated the foundation of Marxist practical ontology as a point of departure for reflection in order to criticize "orthodox" Marxism,which gave rise to the cultural critiques of western Marxism.However,in the cultral critiques aimed at leadership of culture,what Gramsci realized is the model of social historical subject-social historical object,that is,a top-down indoctrination of the organic intellectuals as social historical subject to the proletariat as social historical object.The focus is the subjectivity of the social historical subject,which is in essence another version of the modern philosophical model of subjet-object in social historical discourse.In this way,the foundation of ontology of social historical practice becomes but an external "set".This offers important implications for really restore the essence and approach of social historical practical ontology of Marxist philosophy.

    Henri Lefebrve believed that the point of departure of Marxism is neither spirit nor material,but real and practical human beings.Humanism is the the spiitual essence or core of Marxism.Lefebrve emphasized the openness and pluralism of Marxism,and expanded the perspectives of Marxism studies.However,his idea also has some negative impact.It functioned to dispel and stifle Marxism,and obscured the criteria of judging Marxism and non-Marxism.Therefore,it should be criticized.

    With the US-EU dispute over the issue of Iraqi war calming down,especially when major leadership on both sides has undergone changes,the cross-Atlantic alliance has been restored and warmed up.In the face of the consistently rapid development in China,sutle changes have taken place in policies concerning China in both the US and EU.In this triangular relation of China,the US and EU,China is in a disadvantageous position.Therefore,properly understanding the essential characters of the US-EU relation and taking measures accordingly will be of utmost strategic significance to China in terms of future development and establishment of international status.

    The right of self-determination has multiple natures;it is not only an basic principle,but also an basic right in international law.The right of self-determination only refers to the political independent right in a narrow sense,but it not only includes the political independent right but also those rights of economical and cultural autonomy in broad sense.It is not the right of only exercising one time,but the permanent one that may exercise repeatedly under the certain condition.Its realized form includes the independence,merging with other country or being merged into other country and so on.It is an absolute right by ownership,but is a relative one in exercise.It has surmounted the traditionally international law nature,more displaying the international imperative law right.
