    On the Political Development of Hong Kong in the Past Decade since the Handover

    Ten years has passed since the handover of Hong Kong. Remarkable progress has been achieved although the construction of a new Hong Kong under the guideline of "one country,two systems" has been severly challenged by controversial issues such as the"Article 23′ legalization of the Basic Law"and "Universal Suffrage".Guided by the central government and with the joint efforts of the Hong Kong administration and the Hong Kong people,we managed to realize the ideal of "seeking the common ground of one country,while reserving the differences of two systems".In the long course of repeated wearing between "one country" and "two systems",and between "changing" and "unchanging",Hong Kong has stood the preliminary trial of "maintaining sustainable stability and prosperity".A brighter tomorrow is close at hand and the Hong Kong model of "one country,two systems" is gradually coming of age.

    Virtual Economy:An Effective Tool for Transformation of the Capitalist Mode of Production

    The author points out that an accurate expression of the analysis paradigm "productive force—production relations" in classics of Marxism should be "productive force—production mode—production relations",as the latter can better reflect the essence of economic activities and human social development in a more logical way.Starting from the analysis of this paradigm, the paper then discusses the major changes in the mode of production,that is,the "mode that secures our own life",in the developed capitalist countries,which has been a consequence of the general development of virtual economy.These changes include the following: reduced reliance of production on the material capital,possibilities for the laborers to get rid of the control of production capital,more sources of income,changes in the needs of the consumers,higher professional level of the laborers,and hence labor is freed from the capital.All these changes have led to transformation of the capitalist mode of production marked by the control of capital over labor and labors.In this sense,virtual economy is an effective tool to ensure that this transformation can take place.

    On capitalist unemployment sources,the theory by J.M.Keynes and K.Marx,though they have some similar aspects,are very different.Keynes searches unemployment sources mainly from psychological and motivational variables,while Marx argues that unemployment is the restriction on capitalist production by capitalist production mode itself and it is a kind of relative overpopulation.

    The dual nature of relationship between Marx and Rousseau is marked by inheritance and transcendence.For the former,Rousseau’s philosophies,particularly his political philosophy,are one of the important theoretical sources of Marx’s new modern political philosophy.For the latter,Marx had accomplished fundamental transformation of and transcendence over Rousseau’s political philosophy.

    The Great Disruption: Human Nature and the Reconstitution of Social Order written by Francis Fukuyama explores the inharmonious social factors under the American capitalist system in the information era from the perspectives of crime,family and trust.Having analyzed the account offered by the left-wing and the right-wing for the disruption,Fukuyama claims that the great disruption is in essence caused by technological progress,and that the thoughts of individualism and the decline of traditional family structure are destructive forces,too.Fukuyama believes that the great disruption leads to loss of social capital,so the countermeasure lies in increasing the social capital,and American capitalism is capable of doing this.As a speaker of "the end of history" Fukuyama attempts to maintain and repair capitalism.However,there exist potential and evident crises in modern capitalism.Fukuyama’s concern with the disruption in the information era shows a certain degree of foresightedness with some implications.

    Administrative discretion is an essential concept in administrative ethics,which is by nature an issue of ethic discretion.This nature of the concept provides theoretical evidence for its ethical dimension.The author points out that it is the conformation and examination of the administrative discretion that has raised people’s awareness of the significance of studies on administrative ethics.Thus,administrative ethics performs a crucial function in operationalization of administrative discretion.Therefore,to guarantee the justice in operation of administrative discretion it is imperative that certain ethical principles be prescribed and observed.

    Studies on Europeanization started in the early 1990s. It has now developed to an important academic issue in the fields of European studies.The rise of this research area has a profound historical and academic background.The rapid progress of European Integration,the problems encountered by the traditional approach to studies on Integration,and the shifts in the approach to the studies compose the three major factors.The paper explains the current situation and development stages of the studies on Europeanization.On the basis of a detailed discussion of various ways of defining this issue,the author analyzes the basic meaning of Europeanization,discusses its relevance and difference between Europeanization and European Integration.

    During the course of global development over 30 years,it was the Seven Countries Group/Eight Countries Group who first showed concern over the issue and placed special emphasis on it.This paper attempts to focus on the background of the administration of global development by the Eight Countries Group(G8),their basic principles,specific measurements,nature and difficulties encountered.Being at the transition period G8 is now trying to strengthen communication and cooperation with international bodies such as the Group of 20 developing countries,NGOs,public mass media,and the civil society in order to justify its position and to reinforce its function in managing global affairs.They are also exploring new models of administering global development under circumstances of the new historical condition.

    Development Trend and Characteristics of Marxism abroad in the New Century

    Since the drastic social changes taken place in Soviet Union and Eastern Europe,studies of Marxism abroad experienced a period of decline.At the turn of the new century,however,this situation began to change. Marxist studies have revived.Various schools of Marxist studies become active, more international conferences are held,and publication of works and journals in this research area is increasing.People are concerned with the heritage of Marx and Engels and more foreign scholars come to China for academic communication.With the new heat in Marxist studies,two characteristics become obvious.One is the fact that the climate of "flowers of every kind are in bloom,and a hundred of schools of thought contend"has been established;the other is the tendency that Marxism is studied as a cultural entity.Nevertheless,the author maintains that generally speaking,Marxist studies abroad has not reached a normal and healthy state yet.

    With the rapid development of the service industry,the weight of the service economy in GDP and its contribution to economic growth has become an important index of a country’s economic development.In recent years,Chinese economists have conducted theoretical studies and applied research on the Chinese service economy by referring to research findings of the western scholars,and substantial progress has been achieved.Systematic studies of these research findings will certainly benefit the research on the Chinese service economy.
