Generally speaking, the situation of international security in 2006 is characterized by peace, stability and detente.Bilateral and multilateral dialogues on security issues have been carried out,and establishment of mechanism of regional security is in progress. However, competitions among countries have become more severe, and regional wars, disputes and tension have increased.2006 witnessed tremendous diplomatic attainment in China. The Chinese diplomatic policies and the overall arrangement of foreign affaires have become "balanced, orderly, and practical",which is seen as a sign that marks the maturity of Chinese diplomacy.
