    Course Development and Discipline Development——On the Courses of Ideology and Political Studies and Marxist Theories as a Discipline

    The author observes that there exists certain misunderstanding in distinguishing course development and discipline development,that is,the development of the ideological and political courses and the development of Marxist theories as a discipline.The author cites four cases of such misunderstanding:considering the development of Marxist theories as a discipline to have been resulted from the reform of the ideological and political courses,regarding course development of ideological and political studies to be equal to the development of Marxist theories as a discipline;confining the theoretical support of ideological and political courses to Marxist theories;and matching the five subjects of Marxist theories with relevant courses of ideology and political studies respectively.The author points out that an analysis of these misunderstandings is meant to clarify the relationships between courses of ideology and political studies and the discipline of Marxist theories.It is necessary to be aware of the differences between course development and discipline development.Meanwhile,it is equally important to place course development into the process of discipline development,and view development of a course from the perspective of the needs of the discipline it belongs to.All this is intended to improve the effectiveness of the teaching of ideological and political courses to enhance development of Marxist theories as a discipline.

    Intensive Utilization of State-owned Land in the Quickening Process of Urbanization:Theory and Practice——on Development and Use of State-Owned Land in the Three-dimensional Space

    The author holds that intensive utilization of the state-owned land is of profound intension.Hence it is imperative that serious studies be conducted on the utilization of state-owned land as a natural resource.In this sense,the timely requirement issued by the central government about constructing economical society under the circumstances of the quickening process of urbanization cannot be under estimated.The central government requires that all the limited natural resources be intensively and economically utilized,including the state-owned land.To achieve this,we are obliged to make full use of the state-owned land,stress both the surface and three-dimensional use of the land,and aim at the potential of the urban areas,especially usability of the underground.

    Development of the rural areas is the foundation of the social development of China.The provision of the public products in the rural areas affects the level of socialization of the peasants,development of agriculture and social stability of the rural areas as well.Provision of public products in the rural areas beyond the system has long been a major cause that accounts for their severe shortage.The author suggests that an effective and feasible way to redress this situation lies in promoting the combined functions of the government,the market,the community and the third force in provision of public products.

    Inherent Values of the System and Survival Concept of Modern Society

    No society can survive without a rational consensus among its members about values.This is indicated by the people’s conscious and self-regulated behaviors based on their identity with the legal arrangement of the social system.A civilized,just and healthy concept of administration of a modern political state is thus established.This is also a crucial and internal structural factor for the proper development of a modern civil society.Under circumstances of the market economy,the biased assumption about the "instrumental sense" of the "rational economic person" cannot lead to establishment of the public value and mood of the "social-cultural person".The author points out that separation of "the public and private domains" in the current social transitional period has placed the issues concerning the mission of public causes and responsibility high on the agenda of priority.It means that it is time that we re-establish the survival concept based on "shared benefits" and "community of civil society",and consider it an ideal choice of value for a new social system.

    This paper offers a thorough review of the development of international studies in China over the past decade in terms of specific research areas and topics.The review covers both macro and micro issues,among which are hot issues like Marxist theories on international relations,theories of realism,studies of the international regime,constructivism school,discussions about international strategies,process of globalization,international economical politics,studies on the United Nations,nationalism,regionalism,feminism and so on.The paper also analyzes micro issues such as politics and culture,ecological politics,ethics in international relations,subdisciplines such as the British school and the Copenhagen school,and studies on sovereignty,security,benefits of the state,methodology and the Chinese characters as well.In fact,all the major issues and research topics discussed in the academic circle are included in this survey.The author not only provides a brief summary of the achievements in these research areas and the background of the researches,but also offers to comment on the existing problems and suggests diretions for future studies,with emphasis placed on the importance and hardships of this discipline in China today.

    With the accelerating steps of economic globalization in the 21st century,the importance and complexity of the issue of energy becomes increasingly obvious.Major countries in the world have taken measures to make and perfect their energy security strategies.As a major producer and importer of energy in the world,Russia’s adjustment of her energy strategy will undoubtedly leave a strong impact on the worldwide quality and stability of energy supply.Therefore,the Russian energy strategy has become the focus of attention in the world.The policy-making of the Russian energy strategy has undergone a long process of development.Although Russia is faced with a completely different geographical,political and economic international environment,the energy policy of the former USSR still composes the major objective and material ground of the present Russian energy strategy.A historical analysis and comparative study of the energy strategies of the USSR,the Yeltsin reign and Putin reign will establish our understanding of the evolution course of energy strategy and characteristics of each period.And this will shed light on our studies and discussions about the current issues of energy with a more objective and historical viewpoint.It will also offer references for us in making and improving our own energy strategies.

    On Power and Power Control

    Scholars at home and abroad have offered different interpretations of power.Generally speaking,power refers to the influence one expects to impose on others characterized as mandatory,unidirectional,interdependent,instrumental,self-aggrandizement and aggressive.The necessity for power control lies in the likelihood that its character of self-dissimilation and its private property tend to combine,making it hard to control.Moreover,the dual contradiction in operation of power renders possibilities of its going out of control,and power beyond control will surely induce corruption,which will lead to serious negative consequences.Nonetheless,power control is possible because the main characteristics of power are finite,relative,and controllable.

    Derrida:The Ghost and Ideology

    Derrida’s idea of the ghost is closely related to his theory of ideology.However,this has long been neglected by the Chinese scholars of Marxist theory.By describing the production and operation of the ghost and its logics,Derrida discovered that ideology irreducibly bore both the ghost’s character and the religious character.In the light of this description,Derrida maintained that ideology was hard to define and impossible to deconstruct. As is the case of other general beliefs,realization of the functions of ideology are marked with autonomy and automaticity.In addition,ideology also embraces the concept of criticism,that is,construction of ideology manifests the dimension of critique and self-critique.In fact,Derrida’s idea of the ghost and his ideological theory initiated a revolution of"hauntinglogy"of the ghost against the traditional theory of metaphysical ontology.

    The New Trend of Modern Theories of State-society Relations in the West

    The theory of the state-society relations in the fame of traditional national states is confronted with challenges from globalization.For one thing,some of the functions and roles of the national states are impinged,on the other hand,tie position and functions of the multinationals and NGOs are on the rise.However,given the characteristics of the national states such as their inherent flexibility and irreplaceable position,and the vulnerable independence of the civil society and its reliance on the state,most western scholars confirm the status and functions of the national states in the process of globalization.They agree that while globalization has broken through the traditional boundaries between the state and the society and the balanced powers of the two,it also created opportunities for collaboration and conflicts accordingly.In order to establish a harmonious mode of relation,it is necessary that both sides should be worked on to seek a multidimensional frame of relations aimed at mutual benefits.

    A Review of Literature on the Political History of the Late Qing Dynasty in the Past Five Years

    The studies on the history of the Late Qing Dynasty have shown a trend of shifting from focusing on a history of revolution to focusing on a history of reform,from focusing on the events to focusing on the political system.Certain achievements have been observed in the emphases placed on empirical studies,changes in the research perspectives and research approaches.A remarkable case in point is the research on the Reform Movement of 1898 and the New Deal in the later years of the Qing Dynasty.This paper then offers a review of the findings by the studies on political history of the Late Qing Dynasty in the past five years.

    Modern Transition of the Traditional Chinese Sociological Theory of Gender

    The new intellectuals at the transitional period of the late Qing Dynasty and the early years of the Republic of China undertook a reform in the concept of gender against the traditional one.These advocators of the modern transition of the traditional culture resorted to the modern theories of nationalism and equal rights of man and woman to carry out this reform.They reconstructed the conceptual hierarchy of gender,reevaluated the social value of the female,reinterpreted the relation between talent and ethics of the female,and reshaped the role of the female.The traditional ideas of the gender is revolutionized with the overturn of male chauvinism,familism and ethics which had been cherished so much in the ancient patriarchal and agricultural society.This modern transition of the traditional concept of gender symbolizes an indispensable component of the process of the social and cultural transition in the Chinese modern history.

    Of the three factors that compose the system of cognition construct,namely,subject of cognition,medium of cognition,and object of cognition,studies on the object of cognition have lagged behind.In addition to this phenomenon,the accelerating developments of the modern society,modern science and technology have resulted in the object in practice and in the domain of cognition becoming more diversified and more changeable,which demands theoretical analysis and interpretation.As Marxist theory of practice has provided the premise and approach to understanding of the object of cognition,this paper attempts to analyze the types,characteristics and functions of cognitive object,and presents a preliminary framework for researches on object of cognition.
