    Engel’s Theoretical Preference Concerning Western Mainstream Economics in His Later Years

    In his later years,Engels emphasized changes brought about by time and paid special attention to check the tendency of"absolute"understanding of Marxist economics.He insisted on criticizing the western mainstream economics,but it was not meant to maintain authority of Marxist economics,but to safeguard the scientific nature of Marxist economics.He advocated close examination and discussion and opposed arbitrarily dismissing an idea without further proof.He held that the crucial mistake of marginalism lay in their abandoning many scientific and rational aspects of classical economics and thus weakened its foundation.Consequently,marginalism became an reaction against traditional economics,which led to spread of philistinism of economics.

    With the quickening steps of social transition,the problems of the underprivileged become serious,which will undoubtedly bring harmful effect to establishing harmony in the society.Here social policies perform a unique function of supporting the underprivileged,solving social problems and promoting social justice.Unfortunately,the limitations of the current social policies in China,such as being subordinate,incomplete,discriminating unsteady and of low efficiency.Therefore,the author concludes,it is time that we speed up the reform of the social policy system.

    Establishing a service-based government is the goal of reform set by the Chinese government.It is also a requirement to meet in the process of the current reform destined to wider application of market economy.The author observes that the idea of establishing service-based government marks a fundamental change in the value concept of public administration.This article analyzes the urgent need of establishing service-based government by defining the essence of such a govenment.The approach to realization of service-oriented government is also discussed.

    In the process of economic globalization in the face of new inventions in science and technology,it is likely that while some countries,regions or social classes are becoming more opulent,the economic situations of other countries,regions or social classes might not have been improved or even have virtually become deteriorated.This is a worldwide phenomenon both among various countries and within a given region.Under certain circumstances,economic progress originally meant for reducing poverty may,on the contrary,cause widespread poverty.Consequently,the gap between the rich and the poor in the world gets enlarged.This is a phenomenon that has never occurred in the past.It is a challenge to mankind and a trial for China in combating poverty and establishing harmonious society.

    On the"Conservative Trend"of Japanese Politics

    The changes in the opposing forces of the conservative camp and the innovative camp in Japan show that Japan and the Japanese politics tend to become more conservative with the role of ideology weakened.While this is partly the consequence of the changing situation in Japan and in the world,the impact of Japanese economic development cannot be overestimated.The conservative trend became obvious after the 1980s,and the post-cold-war era witnessed its further development when the Japanese politics as a whole turned to the conservative end.This will exert heavy influence on Japan’s future.

    Adjustments to and Problems in the Russian Path of Development

    Dramatic changes have taken place in Russia since the end of the 20th century,and these changes were closely related to the chosen path of development in Russia.Since the end of 1980s and the beginning of the 1990s,the path Russia chose for their development was to establish a constiutional system accompanied by radical economic reform,resulting in a society where the role the constitution played was not regarded as very important.Since the end of the year 2003 great changes took place in Russian politics.The path of development was adjusted from establishing a rule-by-law society to a civil society.The author points out that there have always existed the problems of contradicting objectives and measures in Russia.Among them were Eight problems the Putin administration is facing and will have to solve in the future.

    Institution is composed of a series of rules in a country or a society that gorern human behaviors and relations.The institution concerning the relationship between the central government and the local government in the Chinese Republic had left direct and harmful impact on localism.In fact,the institution was even deformed in effect.It was harmful because it did not govern the relationship between the central and local governments;It was deformed because those rules that were desperately in need were actually missing.What did exist was highly centralized state power based on autocratic monarchy.This is the so-called "path dependent" in institutional transition.It was the inevitable result of struggles among the ruling class for power and interest in the chaotic social turmoil.

    A Study on Weingast’s Rational Choice Institutionalism Politics

    Weingast refers to the theory of rational choice to analyze the causes for origin,process and influence of maintenance and evolvement of an institution.He then applies his conclusions to studies of stability of democratic institution,limited government,ups and downs of national states,economic growth and so on.He holds that choice of institution under different circumstances and structure of institution are the decisive factors.

    On Differences and Similarities between Systemic Philosophy and Structuralist Philosophy

    Systemic philosophy and structuralism are closely related in the world history of philosophy.Systemic philosophy studies the philosophical issues in the complexity of the system,focusing on the common characters and general principles of the system.The central idea of structuralism is the structure.It emphasizes mobility of the system.Structuralism employs some concepts and methods of systemic philosophy but stresses the dynamics and relativity of structure,which is similar to the ideas of openness and relativity in systemic philosophy.Structuralism uses one methodology,focusing on establishing the idea of a structure,and attempts to direct all studies to structuralism.Systemic philosophy,on the other hand,is a set of theories,focusing on establishing a new view of the world.These two differ in objectives of study,focuses of discussion,and strength of theoretical abstraction as well.

    This article analyzes important theories of postmodernism around how to define post-modernism.The author points out that the problem of defining post-modernism lies in separation of its theories and methodology in terms of the paradox of reference,the paradox of system and the paradox of operation.Based on this analysis,the author attempts to define post-modernism as a research program with a methodology of destructuralism.In other words,the core of post-modernist theories is its destructuralist method,around which are various theories.Post-modernism thus defined may help grasp post-modernist ideas from the perspective of Marxism.

    Evolvement of developmental concept coincides with the development of developmental economics and the process of development in developing countries.The development theory must keep up with the economic development of developing countries and should be enriched during the process.The article holds that no model can be fit into all the countries.Every country should explore for suitable development theories and model that meet the specific requirements of themselves.In this sense,no agreement may be a best agreement.
