    Deng Xiaoping’s Exploration for China’s Economic Development Strategies——On the Remarkable Significance of Deng Xiaoping’s “Three-Step Strategy”

    The “three-step strategy” proposed by Deng Xiaoping in the early years of implementing the reform and open-up policy was the outcome of his theoretical reflection in three successive periods, which contributed to the theoretical frame of Chinese economic development. To realize the third step we must always maintain our goal of a well-off society, improving the quality of people’s material life and cultural life, and thus making the people benefit from modernizations and economic growth. We should be persistent in setting up and perfecting the socialist marketing system as an economic guarantee, we should be persistent in regarding science and technology as the first productive force by maintaining scientific idea of development, empowering our country through science and education, and sticking to the approach of sustainable development. We should always remember that establishment of a peaceful climate is the key factor in the course of development in order to quicken the speed of our progress.

    Discovery of Moral Existence and Call for Enlightenment

    Coping with social affairs well depends on understanding of humans. Recognition of man according to the traditional philosophy focuses on “the heart” and “the matter”. However, there is one more form of human existence, that is, the moral existence. The discovery of moral existence has provided a new foundation for the model of management and the design of the social system in post-industrialized countries. It is just the discovery of moral existence that enables us to redress the limitation of modern epistemology and thus an integrated understanding of human existence is actualized. In this sense, the discovery of moral existence has offered a completely new theoretical support for individual improvement, and for designing and arrangement of the future social system. In fact, it has the significance of a third enlightenment in human history.

    Seeking Institutional Interpretation of Values

    This article attempts to discuss the issue of multi-dimensions and conflicts in values under circumstances of modernization and globalization by examining various solutions proposed from the perspectives of education, politics, development and marketing. In the light of all this, the author suggests a new approach, that is, the institutional approach. The author reasons that the new approach is well grounded in terms of both requirement of values and nature of the institution. The institutional tradition, institutional principle, institutional regulations and the institutional ways of thinking make it possible to coordinate multi-dimensional values and to ensure generation of mainstream values. On the other hand, the author points out, cultivation of institutional way of thinking, establishment of scientific values, and the constructive role of intellectuals are the basic requirements for institutional interpretation of values.

    Confucian Values and Fostering of National Spirit

    The idea of pursuing justice, truth and honesty of the Confucian school has fostered our national morality of self-reliance and perseverance. The Confucian tradition has also advocated a progressive, energetic, responsible, active and optimistic spirit, which has played a guiding part in the course of China’s maturity and rapid development. Emphasis placed on integration of the true, the good and the beautiful has led to the national spirit of maintaining morality and respecting education. All this has exercised heavy influence on the formation of our national character and mentality. The author concludes that it is values of the Confucian school such as being ambitious and gregarious that has cultivated our national spirit of unity, and provided strong theoretical support for China’s national agglomeration.

    Deficiency of the Third Sector in the Domain of New Public Administration Theory: the Type, the Management and the Model

    The significance of the new public administration theory lies in its stress on the function of the third sector. However, in recent years, concern of this new theory has turned to deficiency of the third sector. Theoretically, this can be a breakthrough of the theory that offers new ways of innovation. Practically, it gives rise to critical reflection on the defect and possible deficiencies within the third sector, and points to important factors for perfection of the society for the public. Therefore, care should be taken in selection and construction of management model so as to prevent deficiencies of the third sector from causing serious consequences.

    On “the Chinese Aspects” in Self-Recovery of Japanese Economy

    The author points out that Japan’s economic recovery can be accounted for by both domestic and international factors. The demand from the international market, especially that of China, is the most important factor that had led to this recovery. Japanese economists have generally agreed that rapid economic development in China is irreversible and that if this trend continues it will benefit not only China but also Japan by opening more opportunities in favor of her economic recovery.

    Chinese Human Rights Policy in Affairs of Foreign Relation

    The idea of human rights is not a patent of the West, nor is it a privilege of the West to use human rights policy as a means or strategy to cope with issues of foreign relations. The Chinese human rights policy in foreign affaires has been developed under the influence of many factors. It is not the same with the human rights diplomacy of the West. Instead, it reflects China’s peaceful foreign affairs strategy in the realm of human rights. The author concludes that the Chinese human rights policy in foreign affairs is an important means to ensure a peaceful international environment in order to realize our international strategic goals.

    Post Keynesian Economics is a school of thought in heterodox economics,which has turned against neo-classical mainstream theories and has applied itself to finishing abortive Keynesian Revolution since Keynesian Revolution.It represents both a recovery and an extension of the economic paradigm developed by Keynes.Keynesian,Kaleckian,Sraffian and the old institutionalist thoughts comprise its theory source.Three generations of Post Keynesians have developed the thinking tradition.Nowadays,Post Keynesian Economics has made progress in methodology,macroeconomics,pricing theory and synthesis of various thoughts within it and has become an important school of thought who is unable to be neglected in modern economics.

    Propaganda network is an educational and organizational system aimed at regular and massive ideological education across the country established by the Chinese Communist Party when she came to power. It was her first attempt of political socialization. Propaganda network functioned well during the early periods of new China by contributing to realization of the central aims set by the Party, implementing political propaganda and ensuring organization of the people then. This preliminary attempt has offered valuable experience and reference for propaganda in new China.

    Nowadays, the degree and quality of market economy is seen as the sole factor that distinguishes economically advanced countries from economically underdeveloped ones. In a broad sense, all the countries that are not economically advanced are considered to be developing countries, while in a narrow sense, developing countries refer to those traditional ones in Asia, Africa and Latin America. This article attempts to discuss composition and classification of developing countries on the basis of the new definition.

    Security idea is the basis upon which a nation sets up its effective security mechanism. The traditional national security idea makes antagonism and conflicts between nations its premise. With the coming of the era of globalization after the cold war, the interdependence between nations deepens, and conflicts between nations will weaken gradually. Looking from the scope of the whole world, while the threat of traditional security to the world peace has been reduced considerably, non-traditional security question becomes increasingly outstanding. With the rise of the threat of non-traditional security, great changes will accordingly happen to the national security idea and the national security mechanism on their original basis, so that the development of new security situation can be adapted.
