    Local Governance in the Era of Globalization:Constructing Institutional Foundations for Citizen Participation and Self-governance

    The challenges of economic globalization has inevitably led to the rise of local governance and contributed to development of it. The author maintains that the surging waves of globalization not only presses national states to establish flexible, responsive and innovative models of local governance, but also raises issues of public affairs that have set the purpose and directions for local governance. The author points out that in the era of globalization, citizen participation and self-governance are both the internal requirements of local governance, which reflect the defining nature of it. On the other hand, local governance provides citizen participation and self-governance with proper institutional arrangements and allows them large room to develop.

    Observing Socialism with a Keen Sense from a Broad Viewpoint

    the development of socialism can be summarized from a vertical dimension as Utopian socialism, scientific socialism, the USSR socialism and varied models of socialism in different countries. The fact that socialism had been established in a dozen or so underdeveloped countries agrees with and contributes to the development of scientific socialism. The author points out that the fundamental causes for the turmoil in USSR and East Europe are violation of the special principles of socialism in underdeveloped countries. Under circumstances of the new revolution of science and technology, it is necessary to probe and search for a new route for developing socialism in the world.

    Theories and Practice of Socialism from the Perspective of Modernization

    Research area related to theories and practice of socialist construction refers to theories and practice that aim at actualization and construction of socialism after the working class and other people of a country have gained power under the leadership of a Marxist party. The basic principle of compiling textbooks of theories and practice of socialist construction should be:adhering to the guidelines of Marxism, Mao Zedong thought, Deng Xiaoping theory and the “three represents”, implementing the ideas of emancipating the mind, sticking to the truth, and advancing with the time in order to carry out vigorous explorations of important theoretical and practical issues in socialist construction, seeking solutions to the hot issues, problems and controversies. Innovative breakthroughs in the research system and framework are also expected.
