    Innovation in Science and Technology and Modernization of China──Studying Comrade Jiang Zemin’s Idea of Innovation in Science and Technology

    In an era of knowledge economy, innovation in science and technology is viewed as the major focus in actualization of modernization in a country. It may function as the internal drive for reaching the goal. In view of the current tendency of new development in science and technology it is of theoretical and practical significance that we study closely Comrade Jiang Zemin’s idea of innovation in science and technology. Only in this way can we expect to further our grasp of the essence of knowledge economy and innovation in science and technology, and carry out the strategy of strengthening our country through advancement of science and education, so as to promote steady progress in modernization.

    Essence of Competition Competence of Enterprises and Strategic Consideration of Furthering Reform of Enterprises in China

    In the face of the fierce competition worldwide, enhancing competition competence of enterprises has become both the point of departure and the ultimate goal for furthering the reform of enterprises in China. In this sense, precise defining of the competition competence of enterprises becomes a theoretical premise for selecting development strategies for further reform. Under circumstances of the global cyber economy, the basic approach to achieving this end is advocating and developing competition strategies composed of innovation in techniques, in organization and management, and in the system itself aimed at upgrading competition competence of our enterprises.

    On Advantage in Postponement and Development by Leaps

    Advantage in postponement is a special privilege of developing countries in the course of industrialization and modernization, an advantage that is granted by the fact that these countries are lagging behind. However, these countries have to meet certain requirements before they can turn this potential advantage to reality. The development of social productivity by leaps is a sure way for these countries to catch up. However, the advantage in postponement, the author maintains, is not just an equivalence of development by leaps. The former merely serve as a pre-requisite, though not the only one, for development. Therefore, it is important that suitable strategies be adapted to meet the demand of particular circumstances of various areas, different departments, individual occupations and so on. The author warns that actions that are rash or unfit to the reality must be avoided.

    Values in 21st Century

    This article attempts to discuss ecological values, social values, life values and the links that combine these ideas. The article holds that the relationship among these values can be expressed as follows: the ecological value functions as the premise, the social value functions as the basis, and the value of life as the aim. Life in the 21st century, therefore, is to be a harmonious one that consists of a premise, a basis and an aim.

    Environmental Security: A New Vision of International Security Cooperation

    Since late 1970s, United Nation and member states have been increasingly concerned with environmental security, which constitutes a new area for international security cooperation. The threats to nation states or to international security order include scramble for scarce resources, social disturbances caused by environmental degradation, endangerment of cross border pollution and transboundary movements of hazardous wastes to national interests, biological disorder or disappearance of species of wild Fauna and Flora, challenges to national sovereignty posed by biological interferism. These threats are quite different from traditional security idea. Therefor, we need to reshape international security system from a new angle, among which security demilitarization or supplementing the shortages of military security with comprehensive security is a inevitable trend.
