    “Building Up Competence”: A Significant Project in Response to Challenges of the New Era

    At a time of knowledge economy when knowledge and information play a key role in industrial growth,knowledge,intelligence and originality will become the major source,motive and purpose of economic development. A revolution of intelligence is expected to break out,aiming at developing creativity of personnel. Quantity of a man’s wealth then is assessed by his storage of knowledge,level of intelligence and competence in creativity. Consequently,we should ride with the tide by going all out to build up human competence. This can be realized through innovation of the system,the structure,the mechanism,the organization and the management with the intention of cultivating “man of competence” and “society of competence”. At the level of social development strategy,we should strive to discover human potential,give free rein to human competence,develop human competence,scout for competent persons,employ competent personnel,and promote progress and cultivation of human competence as well.

    The new perspective of development concentrates on human being, and is based on institutions. All the economic agents act not as the acceptors of economic welfare, but as independent economic units who can chase opportunity, acquire economic rights, and enjoy economic freedom. In turn, institutions are not exogenous factors of development; actually they function endogenously through transferring and safeguarding people's rights of choice.
