    Three Innovations in Socialism with Chinese Characteristics——Theoretical Innovations of Three Generations of Chinese Communist Party Leadership

    Three innovations have been attempted by the three generations of Chinese leadership. The first innovation was initiated by the first generation of Chinese Communist Party leadership represented by Mao Zedong. The ideas can be found in such works as ON NEW DEMOCRATISM and ON TEN RELATIONS. The second innovation was made by the second generation of leadership represented by Deng Xiaoping. The major ideas were presented in the keynote address delivered at the 3rd Plenary Session of the 11 th Party Congress and in Talks Given during Trips to South China. The third innovation was proposed by the third generation of Party leadership represented by Jiang Zemin. The ideas include the 12 Major Relations put forward in 1995, Project for the Tenth Five-year Plan, and the “Three Represents”. These are the general guidelines for development of China in the 21 st century. All three innovations respectively stand for the start, the major breakout and continuity of exploring possibilities of socialism characteristic of the Chinese style, and actualization of the second tide of localization of Marxism in China.

    From Affection to Rationality——Introspecting Moral Issues in China Today

    Since the policies of reform and open-up to the world were carried out in China many moral concepts have been challenged and serious introspection over moral concepts is called upon. In concept, the introspection includes the following aspects. First, getting rid of the dualist approach of moral and economy to thinking, and establishing the concept of unification in social practice. Second, the one-sided idealism in moral issues should be replaced by scientific moral standard. Third, the question of moral subjectivity should be redressed, and the position of the mass should be established in moral issues. The author maintains that the collective is a unity of individuals characterized by variety. The relationship between individuals and the collective should be carefully analyzed. Moral construction should focus on establishment of moral personality and normalization of moral code in the society. Functions of setting moral models should be reinforced and management of cultivating good manners should be improved.

    Weber’s Theoretical Affirmation of Bureaucratic System

    The term “bureaucratic system" contains two meanings. What Weber used in his historical analysis is the term in its broad sense. It includes the ancient Chinese and Western versions of bureaucracy. What modern scholars use in their studies, on the other hand, is the term in its narrow sense, which refers to bureaucracy developing along with modern society, that is, the modern version of bureaucracy.The author points out that Weber had contributed a great deal by formulating the theoretical model. He summarized the form of bureaucratic organizations, and worked out principles for the bureaucratic organization to exist and function. This explains why many people consider Weber the designer of the bureaucratic system.

    Summarizing Hot Issues in Research on History of the Chinese Communist Party in the Past Twenty Years

    This article offers a brief summary of seven hot issues in researches on the history of the Chinese Communist Party. The research tendency and research findings are examined, and suggestions for further research are proposed. The seven issues are as follows. 1.Introduction and spread of Marxism in China; 2.Leadership of national revolution and causes for its failure; 3.Appraisal of the Chinese society in the years between 1949 and 1956; 4.Evaluation of the general line issued for the transitional period; 5.The biased foreign affairs policy; 6.Studies of Chen Duxiu and Zhang Wentian; 7.Mao Zedong and the populism.

    Regional Economic Cooperation of “10+3”:A New Trend of the East Asian Economic Cooperation

    “10+3”,which will take a important role in pushing development of Asia Pacific economic cooperation, is a product of the trend of regionalization in global economy and breaking out of Southeast Asian financial crisis. On the basis of economic complementarity and transformation from vertical division to horizontal division, “10+3” will go ahead in the future. In the short run, the author argued that “10+3” should focus on cooperation of finance and high technological industries. For China, great attention should be put on the new sub-regional organization, and further push process of economic and political reform by entering WTO, in order to produce favorable conditions for deeply joining into the regional cooperation of “10+3”.

    Theories and Practice in Arms Control

    Arms control, a means of maintaining national security, means control over the degree of arms development. It functions in managing and arranging arms competition on principles of military stability and balance. It can be viewed as a measure pointing to the direction of general disarmament. This article attempts to offer a systemic description of the history, the theory and the role of arms control. Difficulties of and obstacles to arms control in the post Cold War period and a shift of its function are discussed. Causes that have given rise to this situation are analyzed, and future tendency of arms control is anticipated.
