    Choice of Strategy for Economic Development under Conditions with Surplus Funds

    Making adaptability adjustment in choosing strategies for economic development is a key issue for maintaining economic growth. Having examined the domestic and international trends of economic changes the author suggests that the following adaptability adjustment strategies be taken during “The Tenth Five-year Plan Period": 1 establish applicable mechanism for promoting economic growth and transfer of surplus funds; 2 adequately adjust economic structures; 3 adequately adjust macro-economic policies; and 4. adequately adjust opening policies.

    Interests, Competence, Rational, and Independence —— "Key Values" in Contemporary China

    The author maintains that key values in contemporary China include interests, competence, rational and independence. The author points out that interests, competence, rational and independence under circumstances of socialist market economy must be channeled into the frame of political reform, so as to prompt changes within the political system accordingly. Values of interests, competence, rational and independence should also be manifested in terms of cultural construction. This, the author reasons, can help realize reform of personality in order to meet the requirement of market economy.

    Economic accomplishment demands coordinating the function and efficiency of the formal and informal systems. If this is not realized in the process of moving towards market economy, serious abnormality of the social and economic systems will result. Consequently, adequate order of dealings will be disturbed, stability of economic operation will be reduced, and economic development will be hindered.

    Multilateralism in Europe and Its Significance to Asia-|Pacific Region

    European multilateralism, with the longest history of development, is considered the most successful and mature model of regional cooperation in the world. In contrast, multilateralism in the Asia-Pacific region is just at the beginning stage and not well-developed yet compared with that in Europe, and is still considered a new idea. While it is not advisable to copy the European model, it is necessary to learn from the European experience and establish a regional cooperation model applicable in the Asia-Pacific region.

    On Impact of Capital Globalization on Developing Countries

    Capital globalization brings about profound impact on developing countries. Its consequences include reduction of sovereign rights in international economic affairs, likelihood of financial crises, and vulnerability to external interference, to name only a few. The author points out that the Chinese economic policies must be adjusted in line with this situation before we can fit our own development in with the new international situation. Otherwise, we might run the risk of being turned over by the tide of globalization.

    Deng Xiaoping’s idea about economic construction and modernization being the most important political issues has been arrived at on the basis of summarizing experiences of socialist construction at home and abroad in relation to the reality in China. To understand the essence of this idea we must clearly and scientifically define the supporting position of politics under circumstances of economic construction. Only in this way can we stick to the direction of “stressing politics".

    On Changes of Chinese Social Custom between 1949 and 1956

    Changes in social custom between the years 1949 and 1956, the early period of the People’s Republic of China, were started by the background of revolution in the social system and social life, and were reflected in the great social changes. Compared with changes of social custom in the previous period, that is, before the founding of the People’s Republish of China, changes during this period were marked by characteristics of the time in terms of the dimension, the method and the motivation. In fact, these are "planned" social changes, not a "natural" reform.

    This article maintains that economic activities are organized on the basis of information. The essence of economic system, thus, lies in mechanism of distribution of responsibility for decision making, and mechanism of structuring the flow of information. Economic organizations and development of economic organizations are closely related to the cost of information. An optimal structure is one which can effectively allocate decision making in a given context with a certain information cost, and form a reasonably operable system of information flow.
