    Start the Movement towards the West, Promoting Development of West China

    As is known to all there exists unbalance in industry and economy among different countries and different regions. Generally speaking, industries at high-level regions may spontaneously move to low-level regions for room of further development. In a large country such as China it is only natural that we take advantage of this tendency to encourage waves of gradual movements among areas with different levels of economic growth. The author points out that since the second half of 1990s, relative advantages of labor-intensified industries in East China have been weakened or even disappeared. In addition, a sufficient industrial gap between East China and Central or West China has become quite evident. At this point, it is natural that labor-intensified industries in East China should move towards the west.

    Major issues of the Chinese peasants are those concerning their interests, mobility and quality. All this has an impact on modernization of the peasants as a social class. The peasants’ interests serve as the foundation of modernization, while mobility yields new qualities that motivate the peasants to undergo reform. At the same time, spread of education is a sure means of improving quality of the peasants as a whole.

    Modernity of Marxist philosophy refers to the quintessence of Marxist philosophy activated by modern problems. Marx has always been alive. Interpretation of modernity of Marxist philosophy, then, means unremittingly carrying out contemporarity of Marxist philosophy. The most important significance of Marxist philosophy to modern philosophy lies in transformation of ontology initiated by Marxist philosophy. In other words, transformation from transcendent and substantial ontology to emotional and practical existentialism has always been an objective of modern Western philosophy. Compared with current theories of globalization so popular in the West, we have better reasons to consider Marxist philosophy the philosophy of mankind at a time of globalization.

    Modern Western ethics belongs to rationalism represented by Socrates and Plato in ancient Greek, and Hegel in modern time. It has been developing ever since its start in the latter half of the 19th century in response to the dilemma of ancient utilitarianism. The development from ancient ethics to modern ethics marks the rise of irrationalist theory of will, as well as meta-ethics and motionlist from existentialism and modern empiricism. This discipline is now at its third stage of development, which is a period of variety. At this stage, the three normal ethics are popular, and the applied ethics prevails.

    This article attempts to examine the nature and characteristics of European Union by a two-way comparison between the EU and ordinary international organizations or sovereign states. The author argues the EU an integration organization aiming at resolving common problems faced by its member states,an organization characterized as extensive policy involvement and deep interference function,an organization confined by intergovernmental treaties and based on cooperation with powerful supranational apparatus as its organizational core,and will evolve into higher level gradually.Above are the reasons that make the EU differ from any other international organization of nation-state.

    A great deal of literature has been published since 1990 to examine the process of reform. Fourmajor research areas have been addressed by most writers. They are:origin of t he system of planned econo-my , the nature, characterist ics and att ainment of the process of reform; the role of the government; andnat ure of economic organizat ions. However, the author points out , limit ations of amet hodt hat simply ana-lyzes local balance in stat icsit uations makes the researches insufficient to reveal the problems during the dy-namic processes of the reform.
