    Deng Xiaoping’s Perspective of Overall Situation

    Always holding a perspective of the overall situation is a special aspect of Deng Xiaoping theory. According to Deng, the overall situation not only shows the absolute, the unique and the unchangeable, but also possess such characters as relativity, limitation of time and space, and changeableness. Presently, these characters are manifested in the following areas: economic construction, political stability, coastline regions taking the lead in economic development and inland regions following suit, integration of the country, etc. Among these areas economic construction is considered the first priority. Theoretically speaking, perspective of overall situation is an indispensable component of Deng Xiaoping theory, functioning as a link between the preceding and the following in the Chinese Communist Party’s command of overall situations throughout history. On the practical side, application of this perspective offers profound guidance in every respect to the process of socialist modernization as well as implementation of the reform and open-up policies.

    Designation of Rate and Regulation Function of Rate

    Aspects that affect the level of rate include profit of the enterprise and relation between demand and supply of capital allocated to loans. This relation is influenced by the amount of savings and investment from non-financial bodies, and by activities of administrative organizations of currency. The rate may fulfill functions of regulating savings and investments, resulting in a rational distribution of the capital. To reinforce the regulation function of the rate, proper economic foundation should be established accordingly.

    This article maintains that there is not enough evidence to support the statement that America has entered a stage of "new economy" brought about by the development in high-tech industry. The author points out that the rapid growth of American economy in the 1990s was stimulated by a large amount of investment and high level consumption,which were not supported by private savings.Instead,it was caused by the “wealth effects” arisen from the heave inflow of foreign capital and rising prices of stocks.Therefore,the author concludes,the American “new economy”does not lay a solid economic foundation for long-term steady growth.On the other hand,we should make correct appraisal of the positive influences of high-tech activities and network economy on the performance of the U.S.economy.However the bubbles in the network economy cannot be praised.

    The most obvious change brought about by the internet is enabling man to do away with currency and inflation. The best advantage of e-commerce is reduction of the expenses of dealing and therefore the cost of dealing. The author points out that only by introducing knowledge as a production factor into the production function can we reach a profound understanding of the virtue economy. Under circumstances of new economy, the currency market is made the major battlefield of economic activities where information assumes the role of the equivalence of currency in the currency market. And the foam, in this case, represents opportunity of trade.

    A Survey of Research on Theories of Ideological and Political Education in the World Today

    Generally speaking the philosophical background of ideological and political education in the world today is humanity oriented.The author points out that while interpreting the values of education there is a tendency of applying both rationalist and functionalist theories,and the research model of moral education moves in the direction of positivism.The author maintains that under multi culture circumstances the emphasis on cultivation of moral cognitive ability belongs to “the third road” in the Western theory of moral education.The major research area in juvenile work is sociology.Both optimistic and pessimistic on clusions exert a strong influence on policy making in various countries.Political education and “socialization of politics” is one of the hot issues in the study of politics.Studies on its concepts,meaning and progress,therefore,becomes very significant.

    Post Modernism in Relation to New Confucian School Modernization and Marxist Philosophy

    This article attempts to summarize with a brief comment on studies of Chinese scholars on the relationship of modernism with the new Confucian school and Marxist philosophy. Post modernism as criticism of the negative aspects of modernism both conforms to and diverges from the Chinese traditional philosophy in certain aspects, the modern new Confucian school in particular. Under circumstances of post modernism, the author points out, modernization in China is a really challenging job.

    On Theory of Contestable Markets

    The rise of the theory of contestable markets is in direct response to the internal defects of traditional microeconomics and problems resulting in application of its theories. This theory influences both the policy making and practice of regulation. It also generalizes a set of concepts and methods for analyzing multi-product industries.

    On Theory of Social Welfare Function in the West

    Development of the theory of social welfare function has experienced four stages. The classical utilitarianism looks at social welfare as simply the sum of welfare of all members of that society. During the transitional period when new welfare economics prevails the Bergson-Samuelson social welfare function is the dominant theory. With the rise of Arrow’s impossibility theorem research in social welfare function in the West enters a stage of perplexity. Research in Arrow’s impossibility theorem then leads to a revival of the classical utilitarianism in modern times. It does not indicate a return to the classical utilitarianism, though.
