    On Strategic Model of Opening up West China

    Opening up the west is a strategy aimed at economic development in the new century. It is a strategic model with the purpose of overall economic development in West China. With basic construction industry taking the lead, we are going all out in promoting industries of resources, tourism, manufacture and foreign trade. It is a thorough strategy that emphasizes cooperation revolving around the urban areas.

    Experience in history and requirement of the time tell us that in order to open up the west we must first reach agreement upon certain concepts. First of all, enough attention must be paid to the function of soft science so as to develop appropriate cultural climate; Secondly, technological development must be directed towards ecological balance with full considerations to suitability of each technology project with regard to the local conditions; And thirdly, a scale of comprehensive social criteria for the development of the west should be adopted instead of simply using economic measures. Otherwise it is impossible to keep short-term behaviors in check.

    Development of the concept of social progress has undergone a process of changes. Bacon and Discare argue for a concept based on human ability in recognition and controlling the world. The German school or enlightenment, on the other hand, holds the idea of advocating reasoning, believing in the function of education and enlightenment, and regarding all this as a means to ensure continuous progress in history. But Weber,Ranke and Buckhoot not only doubted the concept of historical progress, but objected to introducing the concept of progress into the study of history. The concept of progress in Marxism is a dialectic one. Marx interpreted social progress in the light of historical progress and its complexity. According to Marx, the criterion of history and criterion of values are similar in the long run but diverge at specific periods of time. They may ultimately become integrated in social practice, and it is in social practice alone that they can become integrated.

    Mode of Production and Allocation of Resources in the Light of Marxist Economics

    There exist similarities and differences between production mode and production relations. Marx has studied allocation of resources in the capitalist society in the name of production mode. Major features of capitalist allocation of resources are as follows: It is subordinated to the capitalist mode of production and production relations. It refers to allocation of social labor to different social departments. Under circumstances of capitalist production relations there are two criteria of measures for justification of macro allocation of resources.

    Theoretical Contributions of Marxist Political Economy to International Political Economy

    The discipline of International Political Economy(IPE) was founded on the basis of theories of Political Economy. Marxist political economy has made great contributions to its origin and development. First, Marxist political economy offers a more scientific explanation for the dialectical relation between politics and economics than mercantilism and classical economics. Second, it was Marxists who first conducted systematic studies of the interactive relation between international politics and international economy. Third, Marxist dialectical materialism and historical materialism have provided the most scientific methodology for research into IPE.

    Influence of U.S. Congress on China-U.S. Relationship

    In the United States of America where the system of check and balance is observed the major role of the Congress is legislation. However, more cases of the Congress interfering into policy making in areas of foreign affairs are found after the cold war. This is clearly indicated in the complex course of China U.S. relation. On the surface it appears that the American government and U.S. Congress do not see eye to eye over foreign affairs. But in reality this phenomenon serves the interest of American foreign policy better and actually there exists no substantial conflicts between the two.
