Reform of state-owned enterprises in China has started out of rational choice at a time when the inherent contradictions of planned economy became intensified.Because of these contradictions the reform at the initial stage ought to be in the form of adjusting allocation of rights and benefits between the state and the enterprises. However, adjustment of rights and benefits in not an effective solution to the contradictions.Consequently, new problems caused by these contradictions have arisen.Nonetheless,it is just the effort made for solving the new problems that has kept the reform in progress for the past 20 years. As new contradictions keep arising in the course of the reform and gradually become the major focuses, further development of the reform is called for.
