    Strategic Adjustment of State Owned Economy through Capitalist Approach to Management

    The basic approach to adjusting state owned economy is by means of restructuring of enterprises.This means adjustment of industrial structure and reform of enterprises.Only by reform of the enterprise system and innovation of technology on the basis of restructuring the enterprises can we expect to overcome obstacles to making profits.It is actually the function of the enterprises to undergo restructuring and perform management of the capital.Moreover,high efficiency of restructuring can be achieved only by management of the capital.Animportant means of enterprise restructuring is the stock system which is viewed as a form of capital organization.

    Stock Right of State Property and Its Management

    With the gradual establishment of the modern enterprise system, the state property will increasingly turn to be in the form of national stock right.Thus management of state property will have to change accordingly and therefore shift to a model centered on management through national stock right.Management of national stock right includes management by the working control,management by holding stocks,and management by transfer of stock right.

    The operation of Euro has not lived up to people’s expectations.The main factors that account for this are:the global economic deflation,”negligence" of the European Central Bank over the exchange rate of Euro,and direct influence of the Kosowo War on the weakening of Euro.Despite the challenges brought on to Euro from inharmonious economic policies in various countries within the Euro areas,unemployment,unbalance in the process of economic integration and political integration,Euro will undoubtedly promote progress of the European integration,and eventually become the major competitor of the American dollar.

    The social upheaval in Soviet Union and East Europe can not be regarded as an indication of failure of Marxism.On the contrary,without Marx we will not have a future in the first place.For this reason,Marx should be read and dwelled on in the new historical context.In fact,all human beings on the earth are inheritors of Marx to a certain extent.Moreover,challenged by the hegemony of the ”new international"it is of utmost importance that we fall back on Marxist critical spirit.

    “Taking Stock of the Conventional” and the New Culture Movement Advocated by May 4th Spirit

    The idea of “taking stock of the conventional”is closely connected with the new culture movement advocated by the spirit of May 4th movement.The concept of questioning and sense of equality,for example,come directly from the democratic spirit of May 4th Movement.Its method of positivism,on the other hand,reflects the scientific spirit of May 4th Movement.It is the interaction between“taking stock of the conventional” and “revolution of literature” that pushes the “revolution of literature” to depth.The purpose of “thking stock of the conventional” is to create a new culture.It does have its limitations,but the basic ideas agree with that of the new culture movement advocated by the spirit of May 4th Movement.

    Modern philosophy initiated by Marx aimed at returning to the world of reality in life which had been the starting point of modern philosophy but long forgotten.In order to understand the perspectives of modern philosophy,we need to explain the phenomenon,the nature and significance of the return from a scientific world to a world of reality in life.We should also recognize the content of world outlook of Marx,so as to investigate into the three major fields of traditional philosophy,namely,nature,history and cognition.In short,Marx should be read all over again in te new century before we can expect to arrive at a more profound understanding of Marxism.

    Robert A.Mundell,the 1999 winner of Nobel Prize of Economics,made innovative contributions to international macro economics.His originality lies in the following areas:(1)Setting up the Mundell Flemming model which pointed out for the first time that the efficiency of various policies aimed at stability of economy depends on the flow of international capital;(2)Designing a framework for dynamic analysis of currency flow based on Hume’s theory in quantity of classical currency;(3)Putting forward a theory of “optimum currency area”,which lays a theoretical foundation for establishing the European monetary system.
