    China’s Governmental Reform to Meet the Needs of 21st Century:Choice of Basic Strategies

    The author points out that as the 21st century is drawing closer China’s choice of basic strategies in governmental reform include a series of changes. They are changes from a model of efficient administration to a model of democratic administration,from supervision-oriented management to service-oriented management,from government centered policy to market centered policy,from rule by a powerful state to rule shared by the state and the public,from integration of administration and enterprises under tight government control to separation of enterprise from administration with loose government control,from centralization to localization to a certain extent,from mechanic bureaucrat to adaptive organization,from reign of personal preference to reign through legal processes. If all this is achieved,a responsible democratic new government,fair,honest,effective and capable ruling by law,will come into being.

    On Characteristics of Law and Ethics under Circumstances of Market Economy

    The author maintains that with the transition from planned economy to market economy,the latter being one through legal processes,it is necessary that we reconsider the issues of law and ethics whose characteristics are reflected in principles of alternative subjectivity and exchange at equal value. Traditionally the power of law and ethics rests with the family and the society in which duties are over-emphasized and rights of individuals eliminated. However,in market economy mutual acknowledgement and mutual respect is a pre-requisite. Therefore,there arise concepts of ethics that value honesty and trust and system of law that protects the economy of honesty and trust. The principle of exchange at equal value rests on respect of individual rights. And it is on the same basis that the modern law system is formed. The modern law is subject to the relevant economic system,and the ethics belongs to the economic system in which it is found. Likewise,the ethical basis of market economy lies in recognition of respect in general and special benefits in particular,which consists of basic values of economic and social lives.

    Analysis of and Insights from Market Transition Theories

    By comparing research findings of economics and economic sociology,this article concludes that the major stress of market transition theory is influence of market reform on interest relation,system of social structure and income distribution in socialist countries with three essential themes,namely,power of the market,incentives of the market,and opportunities of the market. Market transition theory may shed light on studies of organizational changes in the following aspects:1,research of economic or social problems under circumstances of market transition requires accurate understanding of practical principles of economic organization and its changes;2,research of structural innovation related to growth of the market demands attention to the starting conditions and nature of market environment during the course of market transition. The three themes and their special forms in the given patterns of structural reform or social environment not only affect income distribution and some issues of general inequality,they are also closely related to changes and reconstruction of organizations.

    Aspects hat Account for Sustained Development of Capitalist Economy

    The sustained economic development in advanced countries in the West after World War II has been caused by several reasons. First,industrialization of third world countries has started a large-scale flow of the capital of the West across the world. Secondly,new revolution of technology and the policy of financial expansion practiced in capitalist countries have provided new source of production force for economic recovery and sustained development,making it possible for adjustment of productive relation accordingly. The effect of all this has successfully promoted globalization of the capital and,in turn,quickened expansion of the mode of capitalist production,and thus paved way for further development of capitalist economy.
