    Promotion and Reversion of Development

    This article tries to analyze the conflicts of promotion and reversion confronting the developing countries in the course of modernization. It explains that reversion is not the same with setbacks, for it is against the trend of modernization. The author points out that special attention should be paid to the following types of reversion: reversion of development of market economy, reversion of evolution logic of production and consumption, reversion of industrialization promotion and reversion of brain drain. Measures of preventing reversion are also suggested. They are: fostering spirit of industry and commerce, and setting up and perfect laws on market economy; reinforcing education of persistent hardworking, and controlling expansion of consumption; balancing development of industry with that of agriculture, and promoting agriculture; preventing brain drain and promoting positive talent flow.

    Efficiency as First Priority and Fairness as Indispensable Complement ——Setting up DualSystem of Income Distribution

    The author believes that we must set up an income distribution system that addresses both fairness and efficiency in order to develop socialist market economy. For this end we should regard the process of income distribution in terms of a procedure of micro income distribution plus a procedure of macro income adjustment. During the procedure of micro income distribution we should emphasize efficiency, while during the procedure of macro income adjustment we should pay attention to fairness, that is, regarding efficiency as first priority and fairness as indispensable complement. Actualization of micro income distribution is through the function of market mechanics, and it is based on the micro income distribution that we carry out the macro income adjustment, which is supported by three measurements: income tax, transfer payment, and income guarantee system. Taking consideration of both efficiency and fairness requires that micro income distribution and macro income adjustment be combined so that efficiency and fairness can be applied to different procedures respectively.

    On Theory of Post-Colonialism

    This article attempts to analyze the origin of post-colonialism in view of interaction between the historical evolution in the West, that is, the modern history, contemporary history and post-contemporary history, and new modern schools of thoughts in the West, namely, the cross-culture theory, third-world theory, globalization theory, and cultural studies. It holds that the core of post-colonialism can be illustrated in three logically related aspects as follows: revealing the essence of various "studies", pointing out the nature of "rights" behind "knowledge", and suggesting the concept of cultural imperialism. It maintains that combining the course of discussions over post-colonialism with the logic of post-colonialist theories will inevitably give rise to four basic issues: duality of Western thought, “reality" of non-Western culture, definition of the ego of non-Western culture, and text of others or text of the ego as well.

    On Framework of Path-Dependent Analysis

    Framework of path-dependent analysis is a method of using non-linear dynamic randomization to analyze the phenomenon of path-dependence. Its widespread application is found in transition path of technique, transition path of enterprise system, and transition path of system by the new system economics. It has now become an important means of placing categories such as progressive increase of profits, multi-layer balance, external chance conflicts into system analysis.However, framework of path-dependent analysis is not without fault. It neglects the differences between the natural system and the social system at it tends to over-emphasize the function of “mechanics of positive backwash" in transition of the system. Therefore, it is unable to handle properly the principal influence of various conflicts of interests in the social system on system transition. For the same reason, it is unable to really combine contingency and inevitability.

    Two Supporting Means of APEC—ree Investment in Trade and Technological Cooperation in Economy

    This article maintains that free investment in trade and technological cooperation in economy are two supporting means of APEC. Free investment in trade was set as an aim of APEC in 1993 at the Seattle Conference. A timetable of it was written in an APEC declaration of 1994. And in 1995 a detailed plan for putting it into practice was agreed on at the Osaka Conference. As APEC becomes more and more aware of the importance of technological cooperation in economy, relevant areas and contents of technological cooperation were illustrated in depth in the "Osaka Agenda" in 1995. This is a programmatic document for members of APEC to carry out technological cooperation in economy.
