    Development and Function of China 's Agricultural Policysince the 3rd Plenary Meeting of the 11th Party Congress

    China's agricultural reform has exper ienced four stages of development since the 3rd plenary meet ing of the11th Party congress. The starting stage is from 1978 to 1984 when rapid restoration and development in agricultural production took place prompted by family contract responsibility system and suppor tive policies of the government. The stage of nationw ideex ploration was between 1985 and 1988 when production dropped because of decrease inagr icultur alinv estment, the dual system", and spring ing up of enterpr ises in small towns. The years betw een 1989 and 1991 were marked by adjustment and furt her development when the drop in agr icultural productionw as checked by means of increased investment from the central government, and refor min the system of pur chaseand sale. The period of transformation to market economy is from 1992 to the present, when industr ialization andmarketization become the goal of reform in agr iculture. Of all the variables agricultural policy is the key which playsa decisive role. From the exper ience of the past 20 years, we learned that it is imper at ive that we perfect our agricultural policies in terms of selection of goals, design of content, and system of realization.

    This article holds that economic adjustment mechanism in China has undergone a process of continued develop-ment with increasing degree of profoundness. That is, transfor ming from a model of adjustment by mandatoryplans alone to that of combination of plans and the market, and gradually arrive at amodel of joint adjustment bymarket and g overnment . With the development of reform in economic system and perfect ion of socialist market economy, the model of joint adjustment by market and government will inevitably become inappropriate for the requirement of mult iple economic adjustment, as it will not be able to cover adjustment of non government organizations outside the market and government model. A new model of combination of mar ket and organizations will ariset hen to meet requir ements of the new situation.
