    According to this article social experience and philosophical development since the 3rd Plenary M eet ing of the11th Party Congress have proved that truth can stand the test of time, and that tradition should not be completelydiscarded. Inspections of the scientific system of Marx ism should not only consider if a principle has been tested,but also if it is a general pr inciple or a conclusion. As Mar xism is meant to be applied, Deng Xiaoping theory is just the product of combination of Mar xism and the reality of China today, and it is the only theory that can offer solu-tions to problems concerning the future of China. In this sense the approach to development of Chinese philosophyin the 21st century is to keep on combining the r eality of China with Marxism. The author believes that philosophyis not declining. In fact, Marx ist philosophers are faced with the hard but glorious tasks of holding high the banner of Deng Xiaoping theory with compr ehensive and precise publicity of Deng Xiaoping theory .

    Experience and Tendency of Reform in State owned Enterprises

    Unlike other reforms in the history of the People's Republic of China, the economic reform since the 3rd Ple-nary Meeting of the 11th Party Cong ress is the reform of enter prises, especially that of state owned enterprises. Areflection on it reveals to us three lessons drawn from the ex perience of the recent 20 years. They are integr ation of reform of state owned enterprises with cultivation of the socialist market system, integr ation of reform of stateow ned enter prises with reform of ownership system, and the reform being in line with criteria of the three bene-fits" . To solve the systemic and developmental problems in the reform, the strategy of two measures" should beapplied, that is, g uarantee the leading role of public ownership in the economy, and see to it that the small andmedium sized enterpr ises be transfor med to various collective or private ones.

    This article holds that majo rstrateg icadjustments have been made to China's foreig n policies since the 3rd Plenary Meeting of the 11th Party Congress. Character istics of these new po licies include: handling of foreign affairs with peaceful and multiple measures, stresses put on issues related to economic affairs, and application of means that are flexible and practical.
