    On Causes of Financial Risks

    Frequent recurrence of financial risks over the world since 1970s has seriously affected global economic situation.Causes for such risks are various and complicated,but the major ones include the following:disintegration of currency and commodity distribution,the use of paper currency and credits,fictitious economy,mobility and vulnerability of financial market,and imperfect credit system which is under loose control.

    Favorable External Environment Should Be Created for State Owned Enterprises to Get out of Pridicament

    As an external variable government finance may create favorable environment necessary for state owned enterprises to get out of the predicament they find themselves in.It can take over some of the social functions from state owned enterprises on the one hand,and change the unfair taxation regulation between state owned and non state owned enterprises in order to pave way for fair competition.Unfortunately,as our government finance itself is in difficulty,there is very little room for it to perform the functions mentioned above.Nevertheless,there still are some possible measures to take.First,we can simultaneously adopt the strategies of deleting “omission” and correcting “offside” of financial functions.Secondly,take over the social functions from enterprises,and at the same time construct our own social security system.And thirdly,minimize the leak of tax by aiming at perfection of the state taxation system.

    Evolution and Tendency of Social Systems in East European Countries

    East Europe experienced two periods of dramatic social changes,that is,under the radical democratic reign from late 1980s to early 1990s and under the mid leftist reign from 1993 to 1994.As a result of all this a basic social structure emerged.This social structure has the following characteristics:Politically it is a system of multi party parliamentarism which keeps conflicts among parties under control within the political structure.Economically private economy has assumed a dominant position and the free market begins to function as a means of regulation.Now the society is moving towards a setup of multilevel and polarization,while ideologically multivariant belief and democratic socialism prevail.The future tendency of East European countries would be democratic socialism.But in a long run,the present situation in still attempts of probing for new road and new models.

    Marxist Conception of Language and Concept of “Linguistic Turn” in Western Modern Philosophy

    “Linguistic Turn” in the 20th century Western philosophy marked a basic change in intellectualist tradition in Western philosophy,a tradition that had been refuted by Marx in his refutation of metaphysics.The core of Marxist conception of language is correcting and curing.That is,to correct ideological mistakes and cure illness of “insanity” caused by philosophical misunderstanding of relationship between language and life.Both Marx and Wittgenstein approached language and ideology from the point of view of reality of life.Thus the mystery language and substantial nature of ideology were erased,leading to denial of theoretical basis of idealism.Therefore.Marx and Wittgenstein are both persons who terminated tradition of Western philosophy,especially its intellectualist tradition.

    On Issues of Developing Capitalism before and after the 7th Party Congress

    This article relates ideas inside the Party about developing capitalism during the Anti Japanese War,especially during the period of time before and after the 7th Party Congress,analyzing in particular the background and basis these ideas rested on.The author holds that the reason for proposal of these ideas lies in the following aspects: The essential prompt is that China was economically backward and was in need of developing capitalism.The theoretical support are Marxist theories of social development and understanding of the nature of Chinese revolution.Considerations of the political situations and the position of the Party then also played an important part in bringing out these ideas.
