Operational Law of Modernization in Agriculture and Exploration into Its Countermeasures 1997, (9):  11-16.  DOI: Abstract ( )   PDF (849KB) ( )   The operational law of modernization in agriculture lies in several aspects.They are:development of industry and agriculture kept abreast;aiming at modernization of agriculture,industrialization of the rural areas and urbanization of the countryside,getting the three supporting one another;selecting proper techniques and proper management structure;strenthening government support of scientific research and popularization of technology;attending to protection of environment.In order to reach all this,we must accelerate the steps of innovation in agricultural technology,keep on trying new structures to promote industrialization of agriculture,and properly cope with relation between industrialization of agriculture and modernization of agriculture.Only in this way can we successfully achieve the transfer from traditional ag riculture to modern agriculture,and in turn realize modernization of agriculture. Control of Obligatory Right of the Bank and Reform of State-Owned Enterprises 1997, (9):  17-20.  DOI: Abstract ( )   PDF (478KB) ( )   Several different approaches have been proposed to solve the problems of negative capital of the bank.They are assignement of a claim in stocks,liability remission,trust debt and so on.Based on evaluation of these approaches this article maintains that stress should be put on the enterprise while studying the bankenterprise relation.Constraint over capital of obligatory right should be enforced by readjustment of relation between bank and enterprise, so as to promote reform of business management in the enterprise.Therefore,strengthening management of risk capital and surveillance of finance are essential in adjusting relation between the bank and the enterprise. The Struggle among the US,Europe and Ressia n Eastern Extension of NATO with Regard to Its Consequence Concerning Safety of Europe 1997, (9):  36-39.  DOI: Abstract ( )   PDF (566KB) ( )   Complicated struggle revolving around NATOs eastern extension is going on among the US,West Europe and Russia.It consists of the fight for and against the eastern extension between Russia and NATO headed by the US, as well as conflicts between the US and West Europe.The motive behind the struggle is leadership for the future safety setup of Europe.The struggle will certainly lead to gradual changes in geographic politics,and rearrangement of safety setup in Europe as well.Consequently,NATO will gradually establish its essential position in the European safety setup,while the US continues to function as no other country can take its place.The role of European Union is expected to be strengthened,too,although it will not become strong enough to pose serious challenge to the position of the US yet in the near future.On the other hand,Russia will still play a part but its strategic function will gradually be eliminated.A new multilivel safety setup influenced by various powers will come into being in Europe. There have been a variety of theoretical models of market socialism in Soviet Union and East European countries, which made certain contributions to economic reform in socialist countries.Theories of market socialism is far from perfect.Many theoretical and practical problems involving compatibility of public ownership and market economy remain unsolved.The key issue is to seek for a structure that can go beyond the market relation and aim at socialist goals while recognizing the effect of the function of the market.
