Development and Management of china’s Market of Government Loan 1997, (8):  17-22.  DOI: Abstract ( )   PDF (1145KB) ( )   Sixteen years of development has witnessed the progress of China’s market of government loan.With sufficient evidence of growth in scale and structure,government loans in China have become a major support in policies of national f inance,just because of this increasing scale and influence it has become necessary forus to regard government loan as part of the systematic macroeconomic policies,because it has gone beyond the traditional prospect of financial policies in issuance,circulation and payment.Policies concerning management of government loans should include four aspects,that is,the scale,types and time limits,interest rate,and constitution of holders. “Homing” of Taxation in China Today: An Issue with Profound Impact 1997, (8):  23-28.  DOI: Abstract ( )   PDF (1267KB) ( )   Under the circumstances of market economy,taxis a basic source of government finance,a major tool of adjusting income distribution,and an important means to ensure that policies of macro-economy be carried out.The positive correlation between the position of tax and the growth of market economy is thus apparent.However,examined in the light of the common practice in various countries,the proportion of taxation in government income in China is rather low. To solve this problem,we should take on a new perspective concerning the important position of taxation in social economic development.Various kinds of fees are to be checked,and tax-related fees are to be regularized.At the same time,the tax-collecting system should be improved,too. Philosophic Message and Significance of THE CAPITAL in Modern Times 1997, (8):  34-38.  DOI: Abstract ( )   PDF (2042KB) ( )   The philosophic message and significance of THE CAPITAL in modern times lie in three aspects.First of all,the cream of Marxist philosophy embedded in the course of writing THE CAPITAL,that is,Marx's idea of practice in his early years,his conception of historical materialism in the middle age,and his historical conception of the world in his later years.All this shows that THE CAPITAL is not only a represent ative work of economics,but also a masterpiece of Marxist philosophy.Secondly,THE CAPITAL contains the hypothesis of Marx which leads to establishing the system of THE CAPITAL in the light of philosophy and illustrating theoretical frame-work of dialectical hypothesis Marxist philosophy.Thirdly,as far as Marx's historical materialism is concerned,the early manuscript is but a sprout,the PREFACE TO CRITICISM OF POLITICAL ECONOMICS can be seen as the essentical principles,while it is the historical conception developed in THE CAPITAL that symbolizes maturity of Marxist philosophy. Accordingly,mode of production which stands for integration of productivity and relations of production,has to change along with science and technology.Achievements in science and technology can be turned into wealth,which will enrich material civilization;can be turned to social intelligence,which wil lead to development of human thought,which will promote evolution in morality,and guide the course of civilization.Science and technology may also condition social development.the course of social developmet can be divided into 3st ages such as agriculture,industry,and postindustry.This three-stage theory in a sense makes up for the earlier fivest age theory. On Tribune of Leftists in West Europe 1997, (8):  49-53.  DOI: Abstract ( )   PDF (1132KB) ( )   The Leftist tribune in West Europe is a new international political organization of socialist leftists rising along with integration of West European economy.In the face of international political struggle as well as the tendency of globalization of economic development and conglomeration of regional economy after the Cold War,Leftist Tribune advocates strengthening cooperation among Communist Parties and other leftist parties,so as to smash joint attacks from capitalists of the world.It demands guarantee of employment and basic human rights,insisting that the people of European countries are entitled to make decisions about their own future.The founding of Leftist Tribune shows evidence of West European leftist political parties attempts to probe into possible forms of international organization.Nevertheless,Leftist Tribune is but loosely organized with theories neither integrative norsystemic.It is still uncertain whether it can stand the tests of time.
