Abstract: Under the framework of the modernization of the national governance system and governance capacity, this paper identifies the changes in the concept, ideology and mechanisms of urban grassroots governance in the past 30 years, investigates the design and evolution of the urban grassroots governance system in the era of great change, and explores the value concept and institutional mechanism of grassroots governance, as well as the endogenous logic of its formation and development, in order to demonstrate the driving force, ideological cornerstone and institutional choice of urban grassroots governance reform in ChinaThrough the lens of the transformation of grassroots governance in urban China to foster the capability of adaptive governance, the principle of “peoplecentered” in grassroots governance highlights the core value orientations of urban grassroots governance such as the affinity to the people and the publicityConstructing a unique Chinese urban grassroots governance system and building a grassroots social governance community under the Party leadership and diversified joint governance reflect the theoretical logic in the development of urban grassroots governance practices in China

摘要： 在国家治理体系与治理能力现代化的框架下，综观30多年来城市基层治理观念、思维和工具的变迁，基于城市基层治理制度设计及其演化的重要维度，挖掘基层治理依循的价值理念、体制机制及其形成、发展的内生逻辑，以展现我国城市基层治理改革、前行的驱动力、价值基础与制度选择。从我国城市基层治理转型以获得治理适应性能力为切口，确立“以人民为中心”的基层治理价值系统，凸显城市基层治理人民性、公共性等核心价值取向，建构独具特色的中国城市基层治理制度形式。党的引领、多元共治的基层社会治理共同体的本质，是我国城市基层治理实践发展中的理论逻辑。
