Abstract: With the further progress of globalization of energy,the study of new relationship between energy producing countries and energy consuming countries becomes one of the hot research themes.Now,a series of striking large scale transportation schema and energy schema are being carried out within SCO.Since these schema are all confined to bilateral cooperation,one of the goals of the proposed Energy Club is to provide opportunities for multilateral energy cooperation among SCO members.Due to the complexity of the climate of energy cooperation within the SCO,proper approaches to normalization and systemization of equal dialogue and communication are being explored with the intention to establish a valid coordination mechanism to clarify the right and responsibility of each party.The author concludes that this is not only the needs of SCO to reinforce its function,but is also the right and inevitable choice to meet the needs of maintaining common energy security and to promote common economic interests of relevant countries.
