China’s Public Policy and Fair Distribution——Based on the Analysis of the National Income Distribution Process Wang Xiu-zhi, Yin Lei 2016, 50 (5):  15-24.  DOI: Abstract ( )   PDF (1858KB) ( )   Starting from the perspective of residents welfare, this paper has divided the residents income distribution into four dimensions as follows: residents income distribution, distribution of public services, tax burden distribution and wealth distribution. The paper also analyzes the role and effect of public policy in fair distribution. The conclusion is as below: distribution of basic public services is unfair among various regions and between rural and urban areas, government transfer payments play a bigger role in fair distribution than the individual income tax does in China, government revenue structure and tax system make the tax burden distribution obviously regressive, the absence of property tax leads to a policy gap in the fair distribution of wealth. Therefore, the government should increase transfer payments, adjust government revenue structure, optimize the tax system, promote the equalization of public services, and introduce real estate tax as soon as possible. Current Situation, Problems and Countermeasures ofthe Deliberation of Chinese Social Organizations Tan Huo-sheng, Su Peng-hui 2016, 50 (5):  25-33.  DOI: Abstract ( )   PDF (1992KB) ( )   “Social organization deliberation” is a new phrase put forward by the Central Committee of the Communist Party of China in 2015. At present, the academic research on this issue is still relatively lacking. This paper, on the basis of field research, analyzes the current situation and problems in the deliberation of Chinese social organizations. The paper affirms that in recent years the Chinese social organization have made positive progress in all three forms deliberation concerning the internal affairs, public issues and taking part in other channels’ deliberation. At the same time, there is still room for the further development of Chinese social organization deliberation, especially in the ability of deliberation, the degree of institutionalization and participation mechanisms etc..
