The public-private partnership in public service supply is an institutional arrangement designed against the disadvantages of the traditional mode of public services which was solely supplied by the government.It is also meant to improve the supply efficiency of public services.In most countries,the organic combination and cooperation between the government and the private sectors in linking the arrangement,production,and payment for offering high-quality public services to citizens has been the first choice in government reforms.The current patterns of public services supplied by public-private partnership include government contracting,franchising,government participation,government financial aid and so on.In the actual practice of public-private partnership in China,weaknesses and problems still exist in the access of the private sectors,the exit of state-owned capital,the supplying process,and the ultimate effects of service supply.Therefore,the most important issues in the reform and development of China’s public services are how to overcome the difficulties and solve the problems that face public-private partnership,and how to construct a platform and institutional framework for good public-private partnership.
