    For five times Document One in the 1980s had addressed the defects of the conventional planned economy.These documents pointed to flexible policies and market economy.They also functioned well to restructure the operational bodies in the countryside and attempted to establish a light atmosphere for their development.Document One of the first four years in the new century changed the policies of having industry fed by agriculture to policies that assigned industry to support agriculture,which was in line with the principle of coordinating development of the urban and rural areas and the claim of "two tendencies".As a result,more is offered to the peasants,agriculture and the rural areas granted by more favorable policies.

    The Market Mechanism for Continuously Rising Price of Housing in China

    As an item of living necessity,the residential house falls into the category of inflexible commodity within certain range of price.When the suppliers of residential houses realize this,they tend to reduce the amount of supplies through coordination and thus raise the price with the purpose of gaining more profits.Then the curve that indicates the supply will become negatively skewed.Under such circumstances,because of the imbalanced demand and supply,the price of the houses may rise continuously.To check this trend,the government should make policies to interfere with the price in light of a balanced demand and supply of residential houses.

    A major principle in compiling political economic coursebook is to emphasize inheriting,adhering to and development,and innovation on Marxist economics.It is imperative that the contents be scientifically scrutinized and selected,and the major principles are to be advanced.Inheriting and adhering to the word is not enough.The paper goes on to explain that the "contradiction in the general formula of the capital" may not be included in the coursebook because it does not fall into categories of the basic principle and methodology.Exclusion of it does not affect the basic theories and theoretical frame of Marxist economics in any way.Besides,the formula itself has some problems that need further discussion.The paper is written in response to the questions raised by Comrade Xi Zhaoyong.

    Society-oriented Social Capital Theory and Its Measurement

    Social capital has long been a hot issue in studies of sociology.However,the studies at home mainly focus on individual-oriented social capital,while theoretical and empirical studies of society-oriented social capital appear scattered,unsystematic and not normalized.Almost all the relevant researches fail to distinguish the two perspectives in the definition,theory and methodology.As a matter of fact,it is the social perspective of the research that has received more attention among scholars abroad and international organizations.This paper,then,attempts to explain the major theories of social capital,including its definition,characteristics,types,approaches,social significance and so on,and points out the practical significance of this theory under circumstances of China’s social development.The paper ends with a summary of the main criteria for measuring the social capital with the intention of promoting researches of social capital at home from this perspective.

    Treat the Developing Labor Right and Environmental Right with Care

    While China has achieved rapid economic growth,her achievements in social development and environmental protection are not as satisfactory.One of the important aspects that account for this phenomenon is negligence of the rights concerning the laborers’ interest and the environment-related interest of the general public.The author maintains that this has been the consequence of many factors,including the government’s inability to function, the habitual logic of the capital,and absence of social forces.In order to actualize the new development strategy,it is imperative that the government change its function from economic development centered to public service centered.The rights of the people should be treated with utmost care,and the validity of relevant law should be enforced.Only in this way can social justice and environment equality be promoted,and thus guide the society to move on towards realization of the labor and to environmental rights.

    The Transformation of Asia-Pacific Regional Order in the Post Cold-War Era

    The transformation of Asia-Pacific regional order,different from the case of Europe,is obviously a kind of progressive process.The major driving forces behind the transformation of Asia-Pacific regional order are the strengthening of American dominance and U.S.-centered alliance system;the rise of regional power centers such as China,Japan,and India;the evolution of international relations among major powers;the development of regionalization and the emergence of multilateral security institutions;and the increasing importance of non-traditional security issues and the spread of international norms.With respect to the changing tendency of Asia-Pacific regional order in the post Cold-War era,we can identify several aspects including bilateral alliance system centered on the U.S.,multilateral security institutions supported by China’s deep engagement,normal community initiated by ASEAN,and regional complex interdependence hinged on contacts among peoples and societies.All of those aspects are together shaping a changing pluralist Asia-Pacific regional order.

    A Study of Non-traditional Security Cooperation in East Asia

    Since the end of the cold-war era,East Asia has experienced many kinds of non-traditional security threat,which has given rise to the development of non-traditional security cooperation.This paper explores the basic characteristics of the current non-traditional security cooperation in East Asia,analyzes major factors that restrict the cooperation.At the end of the paper the author offers a discussion on the current security cooperation mode from the perspective of three kinds of theory.

    Considerations on Security Cooperation in Northeast Asia

    This paper examines and analyzes three issues relevant to the prospect of security cooperation in Northeast Asia.The first issue is about the future order of Asia as the background of North-Asia security cooperation,i.e.if the general situation of the post cold-war era in Asia is marked by conflict or cooperation;The second issue concerns the necessity of establishing security cooperation in Northeast Asia,i.e.,if it is more preferable to establish security cooperation in East Asia or in Northeast Asia;The third issue has to do with the possible approaches to future cooperation in Northeast Asia and existing obstacles to that.Suggestions for future selection of the approaches are also discussed.

    The democratic transition in the globe area promoted the research of comparative politics.But,in face of series of social and economic problems,democratic regimes drops into the reality of instability and regression of authoritarianism,the consolidation of new democratic regimes has become the focus of international political science.However,the concept of democratic consolidation becomes the most difficult issue in the research of democratic consolidation.This paper lists and analyses some important concepts of democratic consolidation,and shows the importance and respect of the concept of democratic consolidation in research.

    In the past 20 years civil society has become a worldwide research topic.People from different cultural and social backgrounds are using this term to refer to different views and a particular discourse on civil society has emerged.Many researches on this issue have been carried out in China since the 1990s.This review attempts to discuss the connotation of the concept civil society,the development of Marx’s theory on civil society,the theoretical value and practical significance of Marx’s civil society theory,and new trend of its development as well.
