    The Scale of Public Debt in China

    The author recommends that two sets of criteria should be applied in order to measure the scale of Chinas current public debt. They are the stock index and the flow index.The author holds that the rapid amplification of Chinas public debt in 23 years can be accounted for by collaborative efforts of many aspects, including the institutional reform, the default of tax, the impact of non standardi zed government revenues, borrowing new debts to repay old ones, the expansion of fiscal expenditure and exerting expansionary fiscal policy and so on. At present, the author concludes, precautions should be taken to prevent possible risks of public debts. Lowering the relatively high debt dependence degree by keeping the various aspects in an interlocking state can be an appropriate approach to this problem.

    Human Interpretation of Truth and Its Significance: Perspective of Rationality

    The author maintains that restoration of the profound meaning of human nature contained in the core of truth requires going beyond the traditional conception of truth. To achieve this it is crucial to establish a way of thinking which is dialectical, historical, practical, subjective and of value, the essence of which consists in the practice oriented thinking patterns founded by Marx and manifested throughout his works. From this perspective, truth refers to a promise of subjectivity made and offered in the light of human rationality to the rational nature of man’s manner in coping with the target world and of all the target activities of human beings plus outcomes of these activities.

    On the Impending American War against Iraq

    Afrer the 9·11 terror attack, the U.S.government has showed a strong inclination to enter into the so called second stage of the anti-terrorist war upon its victory in Afghanistan,and the first task in this plan has been depriving lraq of weapons of mass destruction("disarmament")and toppling down the Iraq existing government("regime change").It is President Bush’s belief that this war is necessary for the U.S.national security both in the current situation and in the long future,as well as for the U.S.hegemonic or quasi hegemonic status in the world,together with some other geopolitical,geo economic,and his personal domestic political interests.Some major issues in the conduct of the coming war should be predicted and prudently analyzed,and anyway it is certain that the U.S.government will be unable to work out solutions to the fundamental and deep-rooted problems of the Arab world.

    On Relationship between Eco-Socialism and Marxism

    Since the 1970s eco socialists have been concerned with the relationship between eco socialism and Marxism. Two camps of them can be identified, namely, the one that supports Marxist ecologic theories and the one that refutes them. In fact, the two camps take similar stands in many issues, such as relationship between man and nature, the inevitable link between capitalist system and ecological crisis, and the solution to ecological crisis. Therefore, we should not only admit the obvious link between Marxism and eco socialism, but also become aware of the profound influence of Marxism on eco socialist theories.
