Conflicts and Cooperation:Impact of World Integration on International Relation Chen Yue 1999, (3):  11-16,79.  DOI: Abstract ( )   PDF (607KB) ( )   This articles holds that the progress of world integration is deepening the trend of inter-dependence among different countries,making political economy at home and abroad even more closely related. Therefore,the increasing mutual benefits provide a much more bright perspective for international cooperation. Nevertheless,as cooperation increases,the traditional concepts of sovereignty is challenged,too.In response to this phenomenon,many countries are trying to adopt more positive policies in dealing with problems of sovereign rights,making it possible to replace conflicts with cooperation. However,world integration can not entirely wipe out contradictions or disputes. Under this new situation,new conflicts tend to arise among members inside regional circles,or between different regions.Likewise the south-north conflicts are also on the rise. Comments on New Political Economics in the West Fang Fuqian 1999, (3):  33-39,79.  DOI: Abstract ( )   PDF (919KB) ( )   The new political economics is a branch of social science that addresses issues concerning the interrelated and overlapping problems,phenomena and relations between politics and economics,society and individual,and state and market as well. This branch of science is equal to neither politics nor economics,for it is a combination of both. It attempts to apply a synthetic approach of analysis based on various methods of social sciences. The new political economics has immerged at a time when world economy becomes increasingly integrated and liberalized,while politics and sovereignty of various countries are highly independent,which is an evidence that the Western economics and politics could no longer meet the needs of the development of capitalist market economy. Under the current circumstances economics or politics alone is not sufficient enough to explain contradictions between politics and economy,state and market. Therefore,according to the new political economists,political aspects should be taken into considerations while dealing with economic problems,whereas it is advisable to resort to economic methods when analyzing political affairs. Caring Ethics:Theme and Considerations Xiao Wei 1999, (3):  40-45,80.  DOI: Abstract ( )   PDF (811KB) ( )   Caring ethics is an important branch of theory in the Western feminist ethics. Its major theme consists of three points. First,being a type of moral care it appears to be both moral affection and moral understanding,both will and behavior supported by the will. Secondly,it concerns the relation between moral and sex with ideas of deep involvement of sex,escaping from sex,and transcending sex. Thirdly,it has to do with relation between caring and practice caring. It believes that it is necessary to explore moral development and moral education from the perspective of caring,to explore the approach to peace in the light of maternal way of thinking,and thus regard caring as an ideal in social political,economic and moral reform. Caring ethics also brings with it revolution in methodology. In terms of noumenon theory it calls for self-identification and autonomy; in terms of epistemology it emphasizes the immediate situation instead of abstract or common principles,and emphasizes personal experience and feelings instead of rational judgment or proof. Economics,Culture,and the External Influence——An Analysis of Causes of Localism in the Republic of China Wang Xutian 1999, (3):  46-52,80.  DOI: Abstract ( )   PDF (1071KB) ( )   This article maintains that it is the cross influence of various fields that had given rise to the strong and lasting force of localism in the Republic of China. In the field of economy,the limited and abnormal expansion of commercialization of agricultural economy functioned as the solid foundation of localism. The local bureaucrat capital composed another basis for it. The local national capitalism,on the other hand,offered positive support to politics of localism to a certain extent,it had also posed some challenge,though. In the field of culture,the traditional value of localism and the philosophy of "Xiu Qi Zhi Ping"(a classical political approach of starting with self-cultivation towards managing the family as the basis of running the country with an ultimate goal of conquering the world),was deeply rooted in localism. This was then further aided by the Western ideas of confederation,local automation and pragmatic philosophy,which in turn provided theories of world outlook,maxims of behavior,and external packing. From the outside,the imperialist aggression in economy and politics only reinforced the tendency of localization. The wars that meant to destroy China had played a part too.
