TEACHING AND RESEARCH VOL 2.1998 Strategic Classification of Reform in State-owned Enterprises
    1998, (2):  5-12.  DOI:
    Abstract ( )   PDF (885KB) ( )
Since the beginning of the reform great changes have taken place both in scale and in ratio of China’s state-owned economy, which give support in establishing optimal environment for economic reform and economic development. However, state-owned enterprises still have to face serious problems, and poor economic benefits still remain a serious drawback. Striking contrast exists between the aim and the actual progress of reform in state-owned enterprises. The main reason that accounts for this situation is that the sole aim of reform made at the early stage of the reform did not agree with the special position state-owned enterprises occupy in socialist market economy. It is necessary that we review the general aim and approaches and carry out a strategy of having public economy taking the lead, with coexistence of multiple ownership. We have to adjust the range of state-owned enterprises according to requirement of development of productive force under socialist market economy. And the adjustment should be based on classification of the nature of enterprises and degree of market economy. That is, for public products and monopolized state-owned enterprises, a modernized organization and rational management based on the system of state ownership should be set up; while in other areas where competitions are required the enterprises should evolve towards a situation of multi-ownership.

Major Questions of Traditional Chinese Philosophy and Basic Issues of Philosophy
    Chen Weiping
    1998, (2):  13-19.  DOI:
    Abstract ( )   PDF (2314KB) ( )
At different periods of time throughout the Chinese history explorations of generations of Chinese philosophers have all pointed to basic issues of philosophy. The debates revolved around “Tian" (the heaven) and “Ren" (the humans), “Ming" (the title) and “Shi" (the reality) from Pre-Qin Dynasty to the Hans marked the start of such studies. The debates revolved around “You" (have) and “Wu" (do not have), “Xing" (the form) and “Shen" (the spirit) from Wei-Jin through Tang-Song foreshadowed further development of philosophy. While the debates around “Li" (reason) and “Qi" (vital energy), “Xin" (feelings) and “Wu" (materials) from Song-Yuan to Ming-Qing showed that a profound understanding of these basic issues of philosophy has been reached. There exist theoretical similarities between traditional Chinese philosophy and Marxist philosophy, forming external basis of the society and internal basis of theories for development of Marxist philosophy characteristic of the Chinese style. Obviously this is not only possible in theory, but also inevitable in practice.

Values of COMMUNIST MANIFESTO in Modern Times
    Chen Xianda
    1998, (2):  20-26.  DOI:
    Abstract ( )   PDF (1231KB) ( )
COMMUNIST MANIFESTO is a great milestone in the history of mankind, with theories of “two inevitabilities" as its crucial theme. It provides the general principles for all the mature works of Marx and Engels, and the key to understanding Marxism. It also sheds light on how we should treat Marxism. The fact that the “two inevitabilities" have not come true in Western countries does not affect the scientific nature of Marxism. The turmoils in East Europe do not symbolize failure of Marxism. Instead, it indicates failure of betrayal of Marxism. As a matter of fact “two inevitabilities" have been and are still being realized in China. All this shows that the basic idea of COMMUNIST MANIFESTO is not Utopian, but theories of scientific socialism.

On Blending and Inter-dynamism of International Political and Economic Orders Today
    Zhang Xiaojin, Song Xinning
    1998, (2):  32-38.  DOI:
    Abstract ( )   PDF (980KB) ( )
The traditional Western theories of international relation separated international politics and international economy, fixing their attention on issues of international political orders alone. It was after 1970s that they turned to approach the basic theories and realities from the angle of interaction between the two. As the developed countries in the West still play a leading role in world economy, a new international political order has not been established after the Cold War. Power politics and hegemonism still exist. The trend of international political and economic orders, on the whole, will be a series of gradual changes moving in a more peaceful, more stable direction. However, facing the task of setting up a rational and peaceful international political and economic order of equality and fairness, the developing countries still have a long way to go.
