    On the Construction of Spiritual Civilization Under the New Circumstances

    That the construction of spiritual civilization actually means construction in ideology, morality and culturehas been given priority for discussion at the 6th Plenary Session of the 14th Congress of CPC. This is a measure of great importance in the strategy of constructing socialism with Chinese characteristics. To strengthenthe construction of spiritual civilization under the new circumstances, it is necessary to fully understand itsstrategic stains. It is a must for all to bear in mind that the construction of spiritual civilization is significant,urgent. time-consuming. arduous and complicated’ New problems popping up under the new circumstanceshave to he earnestly studied and dealt with. Efforts will be made in the construction of ideology, morality andculture according to their respective requirements.First and foremost, CPC must strengthen its guidance in the construction of spiritual civilization. Themasses will be mobilized to participate in extensive activities aimed at building the spiritual civilization. Effortswill be made to guarantee that the development of spiritual civilization will be regularized, atandardized and legalized.

    The coming 21st century is bringing both serious challenges and rare opportunities on philosophy and philosophical education in China. Therefore we should, with enhanced vigor and pragmatic attitude. extricatefrom temporary predicament by setting up the National Philosophy Base: we should adhere to Marxism andad just to new ideas of upgrading key disciplines and programs leading to doctors degree; we should developnew methods of framing philosophers as well as philosophically trained professionals in various fields; weshould serve for foe competence education and try to improve our students’ power of reasoning; we should reorganize and refresh the present curriculum and work out new courses and textbooks to suit the new condition.

    Review on Researches in the 8th Congress of CPC

    Researches in the sib Congress of CPC an event of nearly 40 years ago, are closely related to the Party’s exploration of socialist road. During the 20 years before the 3rd Plenary Session of the 11th Congress, this article maintains, the 8th Congress had been misinterpreted and become a forbidden topic because of the"leftist " ideas. As a result, no real research had been undertaken until after the 3rd Plenary Meeting of the 11thCongress. Three advances had been made since then: First, the leftist spell was broken and the important historic part the sib Congress played was reestablished; Second, the sib Congress was then regarded as a newstarting point of socialist construction. and researches extended to the Party’s exploration for socialist road before and after it; Finally, from the new perspective of socialism of the Chinese style, the 8th Congress and theexploration before and since were re-examined and re-evaluated against the historical background of all the attempts CPC has made so far.

    The market system which is united, open, competitive and orderly is one of the basic constituents of theframework of the socialist market economic system. Based on a review of the achievements and problems ofmarket system construction in our country over the past 17 years, this paper considers that the developmentof different kinds of markets is not well-balanced. The development of commodity market is comparativelyfaster, while the development of market of factors of production falls behind. Mechanisms of Price market offactors of production have not been established. There are some problems to be solved in commodity market,too. Therefore, if we want to establish a sound market system, we must not only develop commodity marketand market of factors of production, but also push forward the reform of price, develop the medium organization of market, and inforce the legal system of market to maintain fair competition.

    This article explains the dual nature of the exploration for socialist road before and after the 8thCongress. In politics, the alliance with the national capitalists was decidedly included in the People’s democraticdictatorship. On the other hand, the Party was not quite aware that with the class struggle finished, it wasnecessary to shift the function of the government, strengthening its administrative function in public afairs. Asfor the economic system, on the one hand, a new economic model was proposed; on the other hand, all thenon-socialiSt elemeats were to be eliminated, pushing the country further on to the trend 6f state ownershipalone. It was this duality that had led to the difficult and tortuous course of exploration of socialist construction.

    Neo-keynesian economics arisen in the 1980, is a school of economics in the West. Generally speaking,it can be divided into three main sections, that is, nominal rigidity section, real rigidity section and non-rigiditysection. This paper systematically discusses the main ideas of and relations among those sections. Neo-keynersian economics strestses the micro-base of unemployment and business fluctuations. Compared with traditionalKeynesian macroeeonomics, this is undoubtedly a great progress. However, most New Keynesians were onlysatisfied with an explanation about the appearance of involuntary unemployment and business nuctuations, butcould not find a solution. The theories offered by this school always bears charactristics of one-sidedness andvulgarity. Neo-keynesian is in the course of development. In fact. it is only a hotchpotch of various sectionsand ideals.
