    On Realizing Compatibility Between State-owned Enterprises and Market Economy

    Market economy needs state-owned enterprises, and state-owned enterprises can be compatible with marketeconomy. In practice, however, the realization of compatibility between state-owned enterprises and market economy depends on several aspects: the realization of compatibility of property rights system requires integration.ofproperty safety with economic efficiency: the realization of compatibility of governance structure requires thecombination of effective supervision by owners and independent operation by managers; the realization of compatibility of behaviour objectives requires the compensation principle of recognizing both self-benefit and publicwelfarel the realization of compatibility of industrial distribution requires the rational distribution of market sharebetween State-owned enterprises and non-state-owned enterprises, that is, putting into practice the principle ofmarket share rationing.

    In higher education, Stressing Politics means to persist in the guiding position of Marxism. Teaching of Marxist theory is an integration of career and belief. Marx’s judgement on,the Two Necessities includes twos:one is the pure theoretical judgement, which is the judgement on the rules of social development; the other is thepure political judgement, which is the prediction about the circumstance of a certain country. Neither the disintegration of the Soviet Union and the drastic changes of the Eastern Europe, nor the relatively steady developmentof the Western Capitalist can refute Marxism and Marx’s judgement on the Two Necessities.

    The influence of informalization on China’s modernization mainly is embodied in three aspects: (1) Information technology substantiates and enriches the conception of modernization. Our country should make industrialization keep pace with informalization. (2) Information technology is the most important technology in the courseof realizing the transformation of economic system. Information-oriented industry is the goal of adjusting industrial construction, therefore, vigorously developing information industrXis the key to changing the models of eec-nomic growth. (3) Information technology is a strong means to realize the strategy of using science and educationto revitalize China. Utilization of television in education and computer popularization will quickly enhance the ideological, moral, scientific and cultural quality of people, and narrow down the gap among various regions in termsof cultural development.

    The Present Situation And the Tendency of West European’s Socialist Democracy

    This paper analyzes the revision of the basic concepts and beliefs such as "democratic socialism", "nationalization", "public ownership" etc. and adjustment of socialist economic and welfare policy as well. Based on theanalyses of the strengths and impact of West European’s seialist democratic parties, the article holds that theyhave recovered from the negative impact caused by the drastic change in USSR and Eastern European. Throughactive pragtnatic theorical revision and policy adjustment, these parties have regained their strengths and checkedthe expansion of the Right Force.

    Emergence and Development of New Classical Macroeconomics

    The Rational Prediction Revolution initiated by Robert Lucas severely criticized the Keynesian Macroeco-nomics, and innovated a movement of searching for the micro basis of macroeconomics among the Western economists. After the 80s, a second generation of the New Classical Macroeconomists represented by Robert Barro and Edward Prescott put forward a practical cycle theory to replace the currency cycle theory, and undertooknew explorations into the financial POlicies and policy-making of the government. Having attempted to analyzethe rise and development of the New Classical Macroeconomics, this article points out that studies of this schoolof economics has promoted profound considerations into the theories of macroeconomics and the policy——making ofthe government. However, it’s conservative tendency and over-emphasis on the method of quantitative economicswhile neglecting value judgement of economics are its serious defects.
